The phrase “knowledge society” carries an almost utopian ring to it – a world where information flows freely, education empowers all, and technology levels the playing field. Since Peter Drucker coined the term “knowledge worker” in 1969, the concept has dominated policy language, academic discourse, and development agendas worldwide. But beneath the optimism lies a growing body of critical scholarship that questions the concept’s coherence, its measurability, and – most importantly – whether it actually delivers on its promises. Far from dismantling inequality, critics argue that the so-called knowledge society may be reinforcing it in new and more sophisticated ways.

Was there ever a society that wasn’t based on knowledge?
One of the most fundamental challenges to the concept of a knowledge society is this: every society in human history has been shaped by knowledge. Ancient agrarian communities relied on knowledge of seasons, soils, and irrigation. Medieval trade depended on knowledge of navigation, commerce, and craft. The industrial revolution was driven by applied scientific knowledge. So when scholars and policymakers declare that today’s society is distinctly “knowledge-based,” they are making a claim that is far harder to defend than it might first appear.
As critics cited in Encyclopedia.com point out, even agriculture and industry are becoming more knowledge-intensive and productive – meaning that the line separating a “knowledge society” from its predecessors is blurrier than advocates admit. Scholars at Sociology Discussion note that all societies are knowledge societies in some fundamental sense, and therefore the claim that the present society represents a new or emergent knowledge society is itself questionable. The novelty of today’s arrangement, then, is not the centrality of knowledge per se, but the scale, speed, and technological mediation of its production and circulation – a distinction worth making carefully.
The ambiguity problem: what does “knowledge society” actually mean?
Even if we accept that something new is happening, we run straight into a definitional problem. Sociology.Institute identifies this as one of the most fundamental criticisms: the concept lacks definitional clarity, and “knowledge” is far too broad a term to serve as the organizing principle of an entire society. It encompasses scientific expertise, tacit know-how, indigenous knowledge, digital literacy, and much more – yet these forms of knowledge are rarely treated equally within the knowledge society framework. What is elevated is typically formal, technical, or scientific knowledge, while other ways of knowing are marginalized or ignored entirely.
The definitional confusion runs deeper still. Encyclopedia.com observes that the term “knowledge society” is used in at least three distinct ways: as a descriptive analysis of postindustrial trends, as a normative vision that societies should aspire to, and as a loose metaphor under which varied topics are discussed. In many cases, the distinction among these three usages is blurred, and it is not clear whether the author using the term is putting forward an analysis, a forecast, or a policy strategy. This slippage matters because it allows the concept to function as all things to all people – inspiring enough to generate political enthusiasm, but vague enough to escape accountability.
Adding to the confusion, “knowledge society” is routinely used interchangeably with “information society,” “network society,” and “knowledge economy” – concepts that are actually theoretically distinct. A study published in ScienceDirect emphasizes that a rigorous definition of the knowledge society must account for its multifaceted role across economic, cultural, technological, sociological, political, educational, and ethical landscapes – something most popular usages of the term fail to do.
If we can’t define it, can we measure it?
The measurement problem follows directly from the definitional one. As scholars note, the very ambiguity in defining knowledge and knowledge society makes it difficult to measure empirically whether any given society qualifies as knowledge-based. What indicators would we use? The number of internet users? University graduates? Patent filings? R&D spending? All of these are proxies, and imperfect ones at that.
Each metric captures only a slice of a much larger and more complex reality. Counting graduates, for example, says nothing about the quality or relevance of what they learned. Counting internet users says nothing about whether that access translates into meaningful knowledge creation. The ScienceDirect study critically assesses the adequacy of current measurement frameworks proposed by organizations like UNESCO and the World Bank, and finds that they fail to account for the depth and societal impact of knowledge. The difficulty in measuring the knowledge society, in turn, makes it impossible to assess the true extent of its penetration into all spheres of social life – which means that grand claims about its transformative effects remain largely unverifiable.
The lifelong learning illusion
Few phrases are more closely associated with the knowledge society than “lifelong learning.” The idea is that individuals must continuously update their skills and knowledge to remain relevant in a rapidly changing world, and that societies must provide the infrastructure to make this possible. On paper, it sounds progressive and empowering. In practice, the picture is considerably less rosy.
Critics argue that plans for lifelong learning are more credibly regarded as a response to the requirements of the state and the economy in a knowledge society, rather than to any independent or intrinsic human need for continuous learning. In other words, lifelong learning is largely a demand made upon workers by a rapidly changing labour market – not a freely chosen pursuit of personal enrichment. The burden, moreover, falls disproportionately on individuals rather than institutions. As noted in Eruditio, even early UNESCO reports cautioned that new technologies, while offering potential for the democratization of knowledge, could also further aggravate social inequalities if access to lifelong learning remained unequal.
The UNESCO Institute for Lifelong Learning itself acknowledges this gap: access to education, on the whole, favours those who have already benefited from educational opportunity, and those with a deficit in knowledge, skills, and competences are the most likely to be excluded from further learning – a self-reinforcing cycle that the knowledge society framework does little to disrupt.
Does higher education guarantee an egalitarian society?
Growth in higher education enrolment is frequently cited as evidence of a society’s progress toward becoming knowledge-based. But this metric raises more questions than it answers. As scholars ask plainly: does higher education ensure the emergence of an egalitarian society? Does the knowledge society guarantee equal access to higher education for all sections of the population? Does it ensure a uniform standard of higher education?
The answers are largely no. A UNESCO report on rethinking education finds that educational systems often contribute to inequality by ignoring the needs of disadvantaged students and concentrating educational opportunities among the affluent, making high-quality training and education very exclusive. As Sociology.Institute notes, the commodification of knowledge – where elite institutions, proprietary research databases, and expensive online courses come at significant cost – means that the benefits of the knowledge society tend to flow to those who can already afford them. Rather than levelling the playing field, the knowledge economy can reinforce and deepen pre-existing class inequalities. Sociologist Alvin Gouldner foresaw this trajectory, predicting the rise of a new intellectual and technical elite capable of wielding political and economic power through control of knowledge – a new form of stratification organized around expertise rather than inherited wealth.
The digital divide: connectivity does not equal knowledge
The knowledge society’s most visible failure is the persistence – and in many cases, deepening – of the digital divide. According to the International Telecommunication Union (ITU), despite recent progress, 2.6 billion people remained offline as of 2024 – roughly one-third of the global population. In high-income countries, 93% of the population uses the internet; in low-income countries, that figure drops to just 27%. This is not a minor gap – it is a structural chasm.
But even the framing of “access vs. no access” misses important dimensions of the problem. Research published by the National Institutes of Health (PMC) emphasizes that the digital divide encompasses not just physical access to computers and connectivity, but also the skills, digital literacy, and social resources needed to effectively navigate digital environments. People may technically have access to the internet but still be excluded from its substantive benefits if they lack the competencies to use it meaningfully.
Crucially, research on digital access in the United States, documented by Wikipedia’s overview of the digital divide, has found that greater equality of internet access has not reliably reduced knowledge divides or educational inequality. Skills, autonomy of use, and the purposes for which technology is used shape the benefits that users derive – reinforcing rather than dissolving broader social inequalities. This finding directly challenges the foundational optimism of the knowledge society framework. The digital divide, moreover, tracks closely with pre-existing inequalities of race, class, gender, geography, and disability. Research published in Information Technology & Development introduces the concept of “adverse digital incorporation” – where inclusion in a digital system can actually enable more-advantaged groups to extract disproportionate value from the work or resources of less-advantaged groups. Inclusion itself, in other words, is no guarantee of equity.
Information without reflection: the problem of “non-knowledge”
There is a further, philosophically significant critique that is easy to overlook: more information does not automatically produce more knowledge. As Wikipedia’s entry on knowledge society notes, contemporary media delivers seemingly endless amounts of information, and yet information alone does not create knowledge. For knowledge creation to take place, reflection is required to create awareness, meaning, and understanding. Without critical thinking, information can actually become what some scholars call “non-knowledge” – content that is false or inaccurate, which may actively undermine informed participation in society.
This critique has become more urgent in the age of social media and algorithmic content delivery, where the sheer volume of information circulating often outpaces individuals’ capacity to evaluate it critically. The capacity to produce data on a global scale, as Sociology.Institute observes, does not automatically result in knowledge creation – a gap that the knowledge society framework, in its more optimistic versions, tends to paper over.
Knowledge failure: when technology creates new problems
Beyond inequality, critics have identified a phenomenon known as knowledge failure – the idea that technological advancement, rather than solving social problems, can generate new and sometimes serious ones. Sociology scholars document how examples such as system crashes, deskilling, chronic upskilling demands, redundant hardware accumulation, enforced creativity, and both workplace and lifestyle stress collectively represent this “knowledge failure” or “systemic waste.” These are not peripheral side effects – they are structural features of how knowledge-intensive economies actually operate for large segments of the workforce.
The optimistic narrative of the knowledge society, which promises progressive transformation and expanding opportunity, must be weighed against these tangible costs. As the critical literature converges on, the knowledge society as currently conceived tends to reproduce and deepen existing inequalities rather than transcend them – whether through digital exclusion, the commodification of education, the deskilling of labour, or the concentration of expertise in a new elite. The gap between the ideal and the reality, critics argue, is substantial and cannot be wished away by pointing to aggregate technological progress.
