We live in an era where information is treated as currency and internet access as a gateway to economic and social life. The knowledge society – built on the creation, distribution, and use of information – promises a more democratic world where education, employment, and civic participation are available to anyone with a connection. But that promise has a fundamental flaw: it assumes equal access to digital tools. The reality is that a deep and persistent digital divide continues to separate those who can fully participate in the information age from those who are effectively locked out of it. Far from being a technical inconvenience, this divide is a structural inequality with real consequences for billions of people worldwide.

What is the digital divide?
The digital divide refers to the gap between people who have adequate access to information and communication technologies (ICTs) – including the internet, computers, and smartphones – and those who have poor or no access at all. The concept first gained international prominence through United Nations reports and has since become a central concern for policymakers, scholars, and organizations across the globe. Some researchers have even used the term “digital poverty” to describe the condition of communities that remain persistently excluded from digital participation.
Critically, the divide is not just about whether or not you own a device. It operates at multiple levels. The first-level divide concerns physical access – do you have a device and an internet connection? The second-level divide concerns skills – can you effectively use those tools once you have them? And the third-level divide concerns outcomes – do your digital activities translate into real social, educational, or economic gains? As scholars like van Deursen and Helsper have argued, when inequalities beyond digital access intensify, those already marginalized can be pushed even further to the edges of society.
The scale of the problem: a global snapshot
The numbers are striking. According to the ITU’s Facts and Figures 2024 report, while 5.5 billion people – roughly 68% of the global population – are now online, approximately 2.6 billion people remain offline, accounting for one-third of the world’s population. The gap between wealthy and low-income nations is stark: in high-income countries, 93% of the population uses the internet, compared to just 27% in low-income countries. In the least developed countries (LDCs), only 35% of people are estimated to be online.
The urban-rural divide is equally dramatic. Globally, 83% of urban dwellers use the internet, compared to fewer than half – just 48% – of those living in rural areas. Of the 2.6 billion people still offline, 1.8 billion live in rural areas. As the ITU Secretary-General Doreen Bogdan-Martin put it, the report represents “a tale of two digital realities between high-income and low-income countries.”
Affordability compounds the problem. In low-income countries, the cost of a fixed-broadband subscription is equivalent to nearly a third of the average monthly income – making reliable internet access an unaffordable luxury for vast portions of the population. By contrast, high-income users consume, on average, eight times more mobile data per month than those in low-income economies.
Dimensions of the digital divide
The geographic divide
Geography remains one of the most powerful predictors of digital exclusion. In Africa, average internet penetration stands at just 38%, far below the global average. In Arab States and Asia-Pacific countries, around two-thirds of the population is online – close to the global average – but this still masks massive internal disparities between capital cities and remote regions. Rural communities often lack the infrastructure for broadband entirely, making expansion to these areas economically unattractive for private operators without government intervention.
The gender divide
Gender is another critical fault line. Globally, 70% of men use the internet compared to 65% of women, a gap representing 189 million more male users. In least developed countries, progress toward gender parity has stalled. Cultural norms, mobility restrictions, and the cost of devices disproportionately affect women’s digital access. UNESCO estimates that there are 244 million fewer women than men using the internet worldwide, limiting their access to education, job opportunities, and civic platforms. The consequences ripple outward – when women are excluded from digital spaces, so are the communities and families who depend on them.
The age and skills divide
Young people aged 15-24 use the internet at a rate 13 percentage points higher than the rest of the population, though this gap has been narrowing. At the other end of the spectrum, older adults consistently face greater barriers to digital participation. Beyond mere access, there is a growing recognition that digital literacy – the ability to critically evaluate, create, and communicate using digital tools – is as important as connectivity itself. Research confirms that educational attainment and digital literacy are the true foundations not just of technology access, but of the ability to use that access productively. In many cases, the divide has shifted from “who can get online” to “who can do meaningful things once online.”
The socioeconomic divide
Income and social class cut across all other dimensions of the divide. Studies from India show that access to digital infrastructure and devices has created a significant disparity between students from different socioeconomic and caste groups, making online learning difficult for many. In the United States, the “homework gap” – where students without home internet cannot complete online assignments – affects more than 30% of K-12 students living below the poverty threshold, disproportionately impacting Black, Hispanic, and Indigenous students. As Bourdieu’s theory of capital suggests, initial disadvantage tends to accumulate over time, influencing students’ educational trajectories and future opportunities in a self-reinforcing cycle.
Why the digital divide matters for the knowledge society
The knowledge society is built on a premise: that information freely shared creates collective progress. But without addressing who can actually get online, the knowledge society reproduces and deepens existing hierarchies rather than dismantling them. Digital exclusion has cascading consequences across multiple areas of life.
Economic exclusion: Those who are digitally excluded are often marginalized in the job market, have limited opportunities for entrepreneurship, and struggle to participate in the global economy. Digital financial services, remote work, and e-commerce are increasingly the norm in developed economies – but remain inaccessible to populations without reliable connectivity.
Educational disadvantage: The COVID-19 pandemic made this unmistakably clear. The rapid shift to online learning exposed and amplified pre-existing disparities. Large-scale events like COVID-19 intensified both access and skills gaps, with underserved students struggling with reliable internet, devices, and platform navigation. The pandemic demonstrated that digital exclusion is not a background issue – it becomes a crisis the moment society depends on connectivity to function.
Civic and political marginalisation: Digital exclusion also limits participation in democracy. E-government services, public information campaigns, and civic discourse increasingly happen online. Those without access are effectively shut out of these processes. As the UN Division for Inclusive Social Development notes, digital divides reflect and amplify existing social, cultural, and economic inequalities – they do not exist in isolation from broader structures of power.
From access gap to knowledge gap: Researchers warn that even where access gaps narrow, a deeper knowledge divide is emerging. Skills, autonomy of use, and purpose of engagement shape the benefits users derive, reinforcing broader social inequalities. In other words, having a smartphone does not guarantee the ability to locate credible health information, complete a job application, or critically evaluate online content.
Towards inclusive strategies: bridging the divide
Closing the digital divide requires action on multiple fronts simultaneously – infrastructure, affordability, skills, and policy. No single intervention is sufficient on its own.
Infrastructure and affordability
Investing in robust, affordable ICT infrastructure – including broadband networks in rural and underserved areas – is the foundational first step. Governments must also address the cost barrier directly through subsidies, regulated pricing, and affordable device programmes. The World Bank’s Digital Development strategy focuses on five key elements: digital infrastructure, financial services and identification, innovation and entrepreneurship, platforms, and literacy and skills. Its Digital Economy Initiative for Africa specifically supports the continent’s Digital Transformation Strategy through 2030.
Digital literacy and education
The OECD recommends that governments invest in skills while supporting those most at risk of being left behind. This means integrating digital literacy into formal education curricula, providing community-based training programmes, and designing learning resources in local languages. UNESCO’s IFAP programme emphasizes that providing technology is insufficient if it is not usable or tailored to the needs of all communities – connectivity must be accompanied by essential training to be meaningful.
Addressing intersecting inequalities
The UNDP identifies multiple overlapping groups most likely to be digitally excluded: women, older adults, persons with disabilities, rural residents, migrants and refugees, and ethnic or caste minorities. Effective policy must address these intersecting vulnerabilities rather than treating digital exclusion as a uniform problem. Gender-transformative approaches, for example, must go beyond providing devices to girls – they must address the social norms, safety concerns, and mobility restrictions that shape technology use.
International cooperation and the SDGs
ICT is regarded as one of the most powerful tools to help realize the UN Sustainable Development Goals, particularly SDG 10 on Reduced Inequalities. The UN’s Global Digital Compact, adopted through the Summit of the Future, calls for an open, free, and secure digital future for all. Framing digital access as a human right – not a consumer product – is the essential shift that must underpin all policy efforts. Universal access to information and education is a prerequisite for any knowledge society that genuinely aspires to be inclusive.
The road ahead
Progress is being made. The number of people coming online is growing each year – 227 million new users connected for the first time in 2024 alone. But as the ITU has noted, the world is inching towards universal access at a time when it should be sprinting. Growth rates in low-income countries, while improving, are not fast enough to close the gap in the near future. The most vulnerable communities – those in rural areas, those facing poverty, those belonging to marginalized groups – remain systematically excluded from the benefits of the information age.
The digital divide is ultimately a mirror. It reflects the deeper social and economic inequalities that exist within and between nations. Addressing it requires not just better technology, but a genuine political commitment to the idea that access to knowledge and information is a right, not a privilege. Digital inclusion must aim to dismantle existing structural inequalities and enhance well-being for all – ensuring that marginalized communities are not simply given access, but given equitable opportunities once they are online.
