They have become a driving force behind how nations grow, how governments serve their citizens, and how communities lift themselves out of poverty. The relationship between ICT and development is deep, multifaceted, and constantly evolving. What does the ICT-development interface really mean?
At its core, the ICT-development interface refers to the dynamic relationship between digital technologies and socio-economic progress. It is the space where tools like the internet, mobile phones, broadband networks, and digital platforms intersect with goals like poverty reduction, better governance, improved education, and sustainable growth.
The World Bank has long recognised that ICTs hold immense promise for reducing poverty, boosting productivity, accelerating economic growth, and strengthening accountability. But this isn’t just about installing hardware or expanding broadband coverage. It’s about how societies use these technologies to solve real problems – from delivering healthcare in remote villages to making government services accessible to every citizen.
The key insight here is that ICT is not merely a technological advancement – it is a means to empower people. When a farmer in rural India accesses weather data on a mobile phone, or a student in sub-Saharan Africa joins an online course, technology is working as a development catalyst.
ICT as a catalyst for socio-economic development
Research consistently shows a strong link between ICT adoption and national development outcomes. Countries with higher rates of ICT diffusion tend to experience stronger economic growth, better education systems, and improved public service delivery. According to the ITU’s ICT Development Index (IDI) 2024, progress has been made globally toward what is called universal and meaningful connectivity – the ability for everyone to go online affordably, anywhere, and at any time. Notably, low-income economies have shown the most improvement in recent years.
The Journal of Economy and Technology highlights that the benefits of widespread ICT use at the national level include economic growth, reduced corruption, better education through distance learning, improved service delivery such as telemedicine, and even better environmental monitoring. These are not theoretical advantages – they have been observed in both developed and developing nations that have prioritised digital infrastructure.
Consider the ICT sector’s overall economic impact. According to the OECD Digital Economy Outlook 2024, the ICT sector has grown roughly three times faster than the total economy in OECD countries over the past decade, reaching an average growth rate of 7.6% in 2023. This underscores just how central digital technologies have become to modern economic systems.
Enhancing governance and transparency through ICT
One of the most impactful areas where ICT meets development is governance. E-governance – the use of digital tools in public administration – has the potential to make governments more efficient, accountable, and responsive to citizens.
How e-governance works in practice
E-governance is not just about putting government forms online. It involves rethinking how public institutions interact with citizens. When a government digitises land records, automates tax filing, or sets up online portals for public grievances, it reduces bureaucratic delays, minimises corruption, and improves access to services.
India’s Aadhaar project is a good example. By linking a unique digital identity to over a billion citizens, it has streamlined the delivery of welfare benefits and reduced leakages in subsidy distribution. Similarly, countries like Singapore and Estonia have become global benchmarks for using technology to transform public administration.
ICT and the fight against corruption
Transparency is a natural byproduct of well-implemented ICT systems. When government transactions are recorded digitally and made accessible to the public, it becomes significantly harder for corrupt practices to go unnoticed. As research published in Government Information Quarterly explains, the convergence of e-government, mobile technologies, and citizen demand for openness is creating new opportunities for transparent and accountable governance. The challenges that remain are largely institutional and cultural rather than technological.
ICTs also help citizens monitor government activity. Open data platforms, right-to-information portals, and social media all enable people to hold their governments accountable in ways that were not possible before the digital age.
Empowering communities and individuals
Development is ultimately about people. And one of ICT’s greatest strengths is its ability to empower individuals and communities – particularly those that have historically been marginalised.
Bridging the digital divide
The digital divide – the gap between those who have access to digital technologies and those who do not – remains a significant challenge. According to the United Nations Department of Economic and Social Affairs (UNDESA), ICTs are recognised as key tools for eradicating poverty and building an inclusive, people-centred information society. The World Summit on the Information Society (WSIS) emphasised the importance of enabling everyone to create, access, and share information and knowledge in order to achieve their full potential.
Yet the gap persists. While 92% of the world’s population was covered by 4G mobile networks by 2024, only about 35% of people in the least developed countries were actually using the internet. Around 2.6 billion people globally remain offline. The issue goes beyond infrastructure – it includes affordability, digital literacy, and the availability of locally relevant content.
Community-level empowerment
When communities gain access to ICTs, the impact can be transformative. Farmers use mobile apps to check market prices and weather forecasts. Women in rural areas access microfinance services through mobile banking. Health workers use digital tools to track disease outbreaks and deliver care remotely.
Empowerment through ICT means giving people the tools and knowledge to take control of their own development. It involves making information accessible and communication easier, so that individuals can make informed decisions, improve their livelihoods, and advocate for their rights. This is the foundation of the ICT for Development (ICT4D) approach – the idea that technology should serve people, not the other way around.
ICT and lifelong learning
Education is one of the most powerful channels through which ICT drives development. Digital technologies have expanded access to learning opportunities far beyond the traditional classroom.
Distance education and digital skills
Online learning platforms, digital libraries, and mobile education apps have made it possible for people in remote or underserved areas to access quality education. The COVID-19 pandemic accelerated this trend dramatically, turning online learning and remote work into mainstream practices that continue today.
As UNESCO has highlighted, digital learning holds great promise for reaching marginalised learners. Advances in connectivity, portability, and open educational resources are creating new possibilities. Initiatives like the Digital School programme in the United Arab Emirates have trained over 10,000 educators globally, equipping them with skills to integrate technology into teaching effectively.
Building a culture of lifelong learning
ICT supports not just formal education but also lifelong learning – the continuous development of skills and knowledge throughout a person’s life. In a rapidly changing economy, the ability to upskill and reskill is critical. Digital platforms, massive open online courses (MOOCs), and professional development portals allow workers to adapt to new demands without returning to traditional educational institutions.
This is especially important for youth. ICT-enabled education can develop transversal skills such as digital literacy, entrepreneurial thinking, and the capacity to keep learning independently – competencies that are essential for navigating the future of work.
Three approaches to harnessing ICT for development
To truly unlock the potential of ICT for sustainable development, experts advocate for a balanced, multi-dimensional approach. Three key perspectives stand out:
The information-centric approach
This approach focuses on the flow and accessibility of information. It emphasises that development depends on people having access to reliable, timely, and relevant information. ICTs serve as the backbone for this – from news portals and government databases to agricultural advisory systems and health information networks. When information flows freely, citizens make better decisions, markets function more efficiently, and public services improve.
The society-centric approach
This perspective shifts the focus from technology to people and communities. It argues that simply deploying ICT infrastructure is not enough; what matters is how societies use and adapt these tools. The society-centric approach calls for inclusive design, local language content, digital literacy programmes, and active participation from communities in shaping the digital tools they use. Without this, technology risks deepening existing inequalities rather than resolving them.
The UN-Habitat’s digital inclusion framework reflects this thinking. It notes that digital divide policy has traditionally focused on infrastructure, but the larger challenge is the lack of digital skills and understanding. Effective digital inclusion requires improving skills, creating better usage opportunities, and fostering positive attitudes toward technology.
The development-centric approach
This approach anchors ICT firmly within the broader development agenda. Rather than treating technology as an end in itself, it positions ICT as a tool for achieving specific development goals – whether those are the UN Sustainable Development Goals (SDGs), national poverty reduction strategies, or local community development plans. The development-centric approach asks: what problem are we trying to solve, and how can ICT help us solve it?
The UN has been clear on this front. Member states have committed to integrating ICTs into their approaches to implementing the SDGs, recognising that digital technologies can accelerate progress across all 17 goals – from education (Goal 4) and gender equality (Goal 5) to infrastructure (Goal 9) and global partnerships (Goal 17).
ICT and global integration
ICT doesn’t just connect people within a country – it connects nations to each other and to the global economy. Digital trade, cross-border communication, and international collaboration have all been supercharged by digital technologies.
For developing nations, this connectivity offers a path to global integration. Small businesses can reach international markets through e-commerce platforms. Researchers in developing countries can collaborate with peers worldwide. Governments can share best practices and adopt policies that have worked elsewhere. However, seizing these opportunities requires more than just internet access – it demands investment in digital skills, supportive regulatory frameworks, and awareness of both the opportunities and risks of digital participation.
The flipside of global integration is the risk of digital dependency. If developing nations only consume digital products and services created elsewhere, they may find themselves in a new form of economic subordination. Building local digital ecosystems – with homegrown content, applications, and technology companies – is essential for ensuring that ICT-driven integration is truly beneficial.
Challenges on the road ahead
Despite the enormous potential, the ICT-development interface faces real challenges. The digital divide remains wide, both between and within countries. Rural areas, women, older adults, and people with disabilities often face the greatest barriers to digital access and participation.
Affordability is another critical issue. In the least developed countries, the cost of a mobile broadband subscription can consume a significant share of household income, making regular internet use a luxury rather than a necessity.
There is also the challenge of sustainability. ICT projects that rely heavily on external funding or imported technology may struggle to survive once initial support ends. Sustainable ICT for development requires local ownership, appropriate technology choices, and long-term institutional commitment.
Finally, data privacy and security concerns are growing. As governments and businesses collect more digital data, protecting citizens’ personal information becomes increasingly important. Without robust data governance frameworks, the very technologies meant to empower people could end up undermining their rights.
Looking forward: ICT as a force for inclusive growth
The interface between ICT and development is not static – it is constantly evolving. Emerging technologies like artificial intelligence, blockchain, and the Internet of Things promise to further transform how development is pursued. But technology alone is never the answer. The real question is always about how these tools are designed, deployed, and governed.
For ICT to truly serve as a catalyst for inclusive, sustainable development, three things must be in place: access (affordable and reliable connectivity), capability (digital literacy and skills), and agency (the power to use technology to shape one’s own future). When these elements come together, ICT becomes more than a set of tools – it becomes a pathway to a more equitable world.
