India is one of the world’s fastest-growing digital economies, with over 800 million internet users as of early 2025. But behind these impressive numbers lies a deeply unequal reality. Millions of Indians – particularly those in rural areas, lower-income households, and marginalised communities – remain locked out of the digital world. This gap in access to information and communication technologies (ICTs), commonly known as the digital divide, is not just a technology problem. It is a social, economic, and political challenge that shapes who gets opportunities and who gets left behind.

What is the digital divide?

The digital divide refers to the unequal distribution of access to, use of, and benefits from digital technologies across different groups of people. It exists along multiple axes: geography (rural vs. urban), income (rich vs. poor), gender (men vs. women), caste, education level, and age. In India, the divide isn’t a single gap – it’s a complex web of overlapping disadvantages that determine a person’s ability to participate in the increasingly digital fabric of everyday life.

Researchers often categorise the digital divide into three levels. The access divide is about physical availability of devices and connectivity. The skills divide concerns whether people know how to use digital tools effectively. And the usage divide looks at whether people can meaningfully benefit from technology – for education, livelihoods, healthcare, or governance. India faces challenges on all three fronts.

The rural-urban gap: India’s most visible digital fault line

The most prominent dimension of India’s digital divide is the gap between its cities and villages. According to DataReportal’s Digital 2025 India report, India had approximately 806 million internet users in January 2025, giving it an internet penetration rate of about 55.3%. However, nearly 63% of India’s population lives in rural areas, and their share of internet users remains disproportionately low.

Data from the Centre for Economic Data and Analysis (CEDA), based on the NSSO’s 80th Round survey conducted between January and March 2025, paints a clear picture. About 91.6% of urban households reported having internet access, compared to only 83.3% of rural households. That means roughly one in six rural homes remains completely disconnected – double the rate of urban areas.

But the quality of connectivity matters just as much as its presence. While mobile internet coverage is nearly universal across both rural and urban India (around 99%), high-speed fibre-optic connections tell a different story. Only about 3.8% of rural households have access to fibre-based broadband, compared to 15.3% in urban areas. This means that even when rural households are technically “online,” they often deal with slow speeds, data caps, and unreliable signals – making tasks like video-based learning, telemedicine, and digital financial transactions difficult.

Why many households stay offline

The reasons for staying offline are revealing. According to the same CEDA analysis, the biggest barrier to internet adoption is not infrastructure – it’s a lack of digital awareness and readiness. Nearly half of rural offline households and over 40% of urban offline households reported that they either don’t know what the internet is or don’t know how to use it. About a third of offline households said they simply don’t feel the need for internet. Cost remains a barrier for roughly 10-11% of disconnected rural households, while infrastructure issues like lack of electricity or poor signals are now cited by fewer than 3%.

This tells us something important: the digital divide in India is increasingly a problem of digital literacy and perceived relevance, not just cables and towers.

The state-level divide: a tale of many Indias

India’s digital divide also plays out sharply between states. As a study published in the International Journal of Finance & Economics notes, states like Kerala and Himachal Pradesh rank at the top for digital infrastructure in both rural and urban areas. These states benefit from higher literacy rates, better governance, and more developed economies.

On the other end, low-income, high-poverty states such as Bihar, Madhya Pradesh, and Uttar Pradesh consistently rank at the bottom. The gap is stark: a study on school-level digital infrastructure using UDISEPlus 2023-24 data found that only 18.5% of schools in Bihar had internet connectivity, compared to 92.1% in Kerala and a national average of 53.9%. Computer availability in Bihar’s schools stood at just 19.6%, while in Kerala it was nearly universal at 99.4%.

The northeastern states face their own set of challenges. Difficult terrain, sparse populations, and lower investment in telecom infrastructure have made digital access significantly harder in states like Meghalaya, Arunachal Pradesh, and Manipur. A child growing up in one of these states faces a fundamentally different digital reality than a child in Bengaluru or Hyderabad.

This state-level digital disparity has a reinforcing effect. States with better digital infrastructure attract more investment, create more tech-related jobs, and generate more revenue – which then funds further digital expansion. States left behind digitally also tend to fall behind economically, creating a vicious cycle.

Beyond geography: gender, caste, and class

The digital divide in India doesn’t stop at geography. It runs deep along lines of gender, caste, and economic class.

The gender divide

According to analysis by the Observer Research Foundation using National Family Health Survey (NFHS) data, only 33.3% of Indian women had ever used the internet, compared to 57.1% of men. In rural India, the gap is even wider: 48.7% of rural men had used the internet versus just 24.6% of rural women. Indian women are also about 15% less likely to own a mobile phone than men, and even when they do have access to a device, their usage is often monitored or restricted by male family members.

This gender digital divide has real consequences. Women cut off from the internet miss out on online education, digital financial services, employment opportunities, and even access to government welfare schemes. As UNFPA India has pointed out, bridging this gap is essential for India’s long-term inclusive economic growth.

The caste divide

Caste is another critical but often under-discussed dimension. As research published by India Development Review (IDR) highlights, both men and women from Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) face substantial barriers in accessing digital technologies compared to dominant caste groups. In the 15-29 age group, dominant caste youth are three times more likely to possess at least basic digital skills than their SC/ST counterparts.

ICT skill deprivation is highest among STs (around 89%), followed by SCs (about 87%) and OBCs (approximately 82%). Access to computers is also heavily skewed by caste – about 8% of the general category can access a computer or laptop, compared to less than 1% of Scheduled Tribes. Without a caste-conscious approach to digital policy, the digital divide risks hardening into what IDR calls a “digital wall.”

The class divide

Income is perhaps the most straightforward barrier. According to data cited by the Oxfam India Inequality Report 2022, among the poorest 20% of Indian households, only about 2.7% had access to a computer and 8.9% to the internet. For the richest 20%, these figures were 27.6% and 50.5% respectively. The wealthiest 60% of Indians are four times more likely to use digital payment facilities than the poorest 40%.

Social and economic implications

The digital divide is not an abstract concept – it has direct, measurable consequences on people’s lives.

Education

The COVID-19 pandemic exposed the educational impact of the digital divide with devastating clarity. When schools shifted online, students without devices or internet connections were effectively shut out. Affluent children transitioned to laptops and online classes. Students from poor families, especially in rural areas, dropped out or fell behind. According to Oxfam India, about 75% of parents and 84% of teachers reported facing challenges with digital education during this period.

Livelihoods and financial inclusion

Digital transactions in urban India are roughly 20 times higher in volume than in rural India. Workers without digital skills tend to remain confined to informal, low-paying jobs. Small and micro-enterprises that lack digital access miss out on e-commerce, digital credit, and broader market reach. For women, the digital gender divide compounds their exclusion from the formal economy and limits entrepreneurship opportunities.

Governance and welfare

As more government services move online – from ration card applications to scholarship portals – those without digital access are increasingly locked out of the benefits they are entitled to. E-governance initiatives such as DigiLocker and various digital service portals cannot serve populations that remain digitally excluded, weakening transparency and service delivery where it’s needed most.

Government initiatives to bridge the gap

The Indian government has launched several programmes aimed at narrowing the digital divide.

Digital India (2015) is the flagship initiative, built on three pillars: creating digital infrastructure, delivering government services digitally, and promoting digital literacy. Under its umbrella, multiple schemes have been rolled out.

BharatNet is arguably the most ambitious of these – the world’s largest rural broadband connectivity programme. It aims to connect every Gram Panchayat in India with optical fibre. As of October 2024, India had over 24.96 lakh 4G base stations spread across 783 districts, and 5G had been deployed across 779 districts. In August 2023, the Amended BharatNet Program was approved to extend fibre connectivity to the remaining non-Gram Panchayat villages as well.

Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) focuses specifically on rural digital literacy, covering 60 million rural households. The National Digital Literacy Mission (NDLM) aims to train citizens in basic digital skills. The PM-WANI initiative seeks to set up public Wi-Fi hotspots across the country to democratise internet access beyond private data plans.

While these programmes have made measurable progress – India’s 4G coverage now reaches 99.5% of the rural population – the gap between connectivity and meaningful digital participation persists. Infrastructure alone doesn’t guarantee adoption. The challenge now is to move from access to competence and confidence.

What needs to change

Closing the digital divide requires a multi-pronged strategy that goes beyond laying cables and distributing devices.

Targeted digital literacy programmes: One-size-fits-all approaches to digital training don’t work. A tribal community in Chhattisgarh has different digital needs and contexts than a garment worker in Tirupur. As Down To Earth has reported, digital literacy programmes must be designed around the specific needs and livelihoods of different communities.

Addressing the gender barrier: Women’s access to devices is often controlled by male family members. Policies that provide smartphones or tablets to women – particularly health workers, teachers, and SHG members – combined with women-focused training programmes can help close the gender gap.

Affordable high-speed internet in rural areas: Mobile data has been a game-changer, but it is not a substitute for reliable broadband. Accelerating fibre rollout to rural areas and incentivising private telecom players to invest in underserved regions is critical.

Local language content: Much of the internet remains inaccessible to non-English speakers. Creating relevant content in regional languages can make the internet feel more useful and welcoming to millions of potential users.

Community digital hubs: Setting up shared internet access points at panchayat offices, libraries, and schools – where people can access the internet, get training, and receive help with digital services – can serve as a bridge for those who cannot yet afford personal devices.

Looking ahead

India’s digital story is one of remarkable progress – and persistent inequality. The country has built one of the world’s most impressive digital public infrastructure ecosystems, from Aadhaar to UPI. But the benefits of this transformation continue to flow disproportionately to those who are already better off: urban, male, upper-caste, and educated. For the digital revolution to be truly transformative, it must reach the last mile – not just with signals and cables, but with skills, relevance, and trust.

The digital divide is not inevitable. It is the result of choices – in policy, in investment, and in priorities. With the right interventions, India can ensure that digital technology becomes a tool for inclusion rather than another axis of inequality.
