India is home to over 265 million school-going students and one of the world’s largest higher education systems. Getting quality education to each of them – across cities, small towns, and remote villages – is an enormous challenge. That’s exactly where Information and Communication Technology (ICT) has stepped in, quietly reshaping how India teaches and learns. From government-built online platforms to private EdTech unicorns, the digital transformation of Indian education is both impressive in its ambition and instructive in its gaps.

The foundation: why ICT matters in Indian education
India’s education system has long grappled with inequality – between urban and rural areas, between well-funded private schools and under-resourced government ones, and between students who can afford coaching and those who cannot. ICT offers a potential equalizer: digital content, online courses, and virtual classrooms can reach students regardless of geography, provided the right infrastructure is in place.
As the Observer Research Foundation notes, India has registered steadily rising average years of schooling over time, but the urban-rural divide continues to significantly drive educational inequalities – with digital access, household income, and infrastructure being the biggest contributing factors. ICT, if deployed well, directly addresses each of these variables. This recognition has driven both the government and private sector to invest heavily in digital education over the past decade.
Government initiatives driving the digital shift
The Indian government has been the primary engine of ICT-driven education reform, particularly through the Ministry of Education’s National Mission on Education through ICT (NMEICT) – a centrally sponsored scheme launched in 2009. This mission has spawned a range of platforms and programmes, many of which are now central to how millions of students access learning.
SWAYAM: free online education at scale
SWAYAM (Study Webs of Active Learning for Young Aspiring Minds) is arguably the flagship of India’s digital education push. Launched in 2017, it is an integrated online platform offering free courses from Class 9 all the way to postgraduate level. Each course is structured around four elements: video lectures, downloadable reading material, self-assessment quizzes, and online discussion forums for doubt resolution. All courses are designed by educators drawn from top institutions across the country.
The numbers speak to its adoption. As of January 2024, over 11,772 courses have been made available on the platform, with approximately 1,182 available in that semester alone. More than 4 million students have enrolled across its course offerings, and around 295 universities have approved SWAYAM courses for credit transfer – a significant step toward integrating online learning into formal degree programmes.
For areas where internet connectivity remains patchy, SWAYAM Prabha extends the platform’s reach through 40 dedicated DTH channels broadcasting high-quality educational content 24 hours a day, seven days a week, using the GSAT-15 satellite. Content is provided by IITs, UGC, CEC, and IGNOU – making it a genuinely high-quality alternative for students who cannot reliably stream online video.
DIKSHA: the national school education platform
At the school level, DIKSHA (Digital Infrastructure for Knowledge Sharing) is the government’s primary platform. Launched in September 2017 under NCERT and the Ministry of Education, it has been adopted by virtually all states, union territories, and educational boards including CBSE. The platform currently has a user base of 275 million, including 15 million teachers across 36 states, and has achieved 70% rural penetration – a remarkable figure given India’s connectivity challenges.
DIKSHA currently offers over 8,900 courses and more than 200,000 pieces of content across thirty Indian languages, contributed by 11,500 educators, institutions, and NGOs. Over its first five years, the platform recorded more than 60 billion learning minutes in usage and 135 million course completions. Its “energized textbooks” feature – where students scan a QR code printed in their physical textbook to access supplementary digital content – is a particularly practical innovation, bridging the gap between offline and online learning.
DIKSHA also includes resources specifically designed for children with special needs, offering audiobooks and Indian Sign Language videos, reflecting the government’s stated commitment to inclusive digital education.
The National Digital Library of India
For researchers, students, and lifelong learners, the National Digital Library of India (NDLI) functions as a comprehensive single-window repository. Developed and maintained by IIT Kharagpur under NMEICT, it hosts more than 30 million digital resources – spanning textbooks, articles, audiobooks, lectures, simulations, and multimedia content from both Indian and international sources. The NDLI is designed to support all academic levels, from school students to doctoral researchers, and provides interface support for ten of India’s most widely used languages, making it meaningfully multilingual rather than just symbolically so.
Other notable government platforms
The ecosystem of government-built ICT tools extends well beyond these flagship initiatives. NPTEL (National Programme on Technology Enhanced Learning), a collaboration between the Ministry of Education and the IITs, offers courseware in engineering, science, humanities, and management – with video lectures and certification tests accessible to anyone with an internet connection. e-PG Pathshala provides postgraduate-level e-content across disciplines. Shodhganga is an open-access repository of Indian PhD theses and dissertations, mandated by the UGC to reduce research duplication. And the Virtual Labs project, coordinated by IIT Delhi and consisting of over 100 virtual laboratories with approximately 700 web-enabled experiments, has made hands-on science education possible even where physical laboratory infrastructure is absent.
The National Education Policy (NEP) 2020 has given all of these initiatives renewed policy momentum. It firmly positions technology not as a supplementary tool but as a foundational component of teaching, learning, and assessment – and envisions the National Digital Education Architecture (NDEAR) as the overarching framework to connect India’s various digital education platforms into a coherent, interoperable ecosystem.
The private sector: EdTech’s rise and reckoning
Alongside government initiatives, India’s private EdTech sector grew at a remarkable pace through the 2010s and early 2020s. Cheaper smartphones, expanding internet access, and – critically – the COVID-19 pandemic created conditions for explosive growth in online learning platforms.
India’s EdTech industry was valued at $7.5 billion in 2024, with projections pointing toward $29 billion by 2030, driven by digital infrastructure expansion, growing aspirations among students and families, and the increasing role of artificial intelligence in personalising learning content.
Platforms like Vedantu, Unacademy, and upGrad redefined how students approached exam preparation, professional upskilling, and higher education. Physics Wallah, with over 7 million YouTube subscribers and 10 million app downloads, built its reputation by offering affordable, high-quality content for students preparing for JEE and NEET, demonstrating that quality EdTech need not be expensive.
The sector has also attracted significant CSR investment. Many companies donated devices, set up computer labs in rural schools, and funded teacher training – complementing government efforts in areas where public funding has been insufficient.
The EdTech correction: growth pains and lessons learned
The private EdTech story, however, is not without cautionary lessons. Byju’s, once valued at $22 billion and celebrated as the world’s most valuable EdTech startup, saw its valuation effectively collapse to zero by October 2024, with insolvency proceedings initiated and its Android app eventually delisted from the Google Play Store over unpaid dues. The company’s downfall revealed the dangers of aggressive, valuation-driven growth disconnected from sound financial management.
EdTech funding in India fell to a eight-year low in 2025, dropping 56% year-on-year to $249 million, as investors recalibrated their expectations and demanded profitability over scale. The era of growth-at-all-costs is giving way to one where outcome-driven, focused platforms – those deep in specific subjects, skill sets, or learner profiles – are showing greater resilience. The sector is maturing, and that maturation, while painful, is likely healthy for learners in the long run.
ICT and administrative efficiency in education
Beyond teaching and learning, ICT is reshaping how India’s education system is administered. Platforms like UDISEPlus (Unified District Information System for Education Plus) allow schools to digitally update enrolment, infrastructure, and teacher data – enabling the government to make policy decisions based on real-time, disaggregated information. The National Academic Depository (NAD) functions as a secure digital vault for academic certificates and degrees, reducing fraud and simplifying verification for employers and institutions. VIDWAN, maintained by INFLIBNET, is a database of researcher and faculty profiles across Indian institutions, facilitating collaboration and reducing duplication in academic work.
Persistent challenges: the digital divide and infrastructure gaps
Despite these achievements, significant challenges remain. Ministry of Education data shows that rural schools lag behind urban schools in internet access by 29%, with only 44.9% of rural schools connected compared to 68.7% of urban schools. This gap directly undermines the reach of even the best-designed digital platforms.
The 75th round of the NSS survey on household education found that only 4.4% of rural households have access to computers – a stark reminder that digital infrastructure cannot be taken for granted outside major urban centres. Many rural schools also face unreliable electricity supply and inadequate device maintenance, meaning that where hardware exists, it is often non-functional.
Teacher training is another persistent bottleneck. The availability of platforms is only as effective as educators’ ability to use them. Infrastructure limitations, inadequate teacher training, socio-economic disparities, and the absence of localised content continue to restrict digital empowerment in rural areas, despite robust policy frameworks at the national level.
Language is a related challenge. India has over 22 official languages and hundreds of dialects, but the majority of digital educational content remains in English or Hindi. While platforms like DIKSHA and SWAYAM have made genuine efforts at multilingual content, the depth and quality of resources in many regional languages remain insufficient for learners whose primary language is neither English nor Hindi.
The road ahead: towards inclusive digital education
The NEP 2020 advocates for collaboration between private sector firms, EdTech companies, and NGOs to enhance digital infrastructure, distribute devices, and create localised educational content – a recognition that neither the government nor the private sector can solve this challenge alone. Public-private partnerships, if structured thoughtfully, offer the most promising path to closing infrastructure and content gaps.
State-level experiments also offer useful models. Kerala’s KITE (Kerala Infrastructure and Technology for Education) project has transformed government schools into smart classrooms. Tamil Nadu’s Smart Schools initiative has installed digital labs and provided ICT training in select government schools. These state-led efforts demonstrate that localised implementation, informed by ground-level understanding of infrastructure and community needs, can succeed where top-down mandates struggle.
India’s ICT-in-education journey is genuinely impressive in its breadth and ambition. The scale of platforms like DIKSHA and SWAYAM, the depth of the National Digital Library, and the energy of the private EdTech ecosystem all reflect a society that takes education seriously and is willing to invest in its digital future. At the same time, the persistent gaps – in connectivity, teacher training, regional language content, and digital equity – are reminders that technology alone is not a solution. It is a tool, and like any tool, its impact depends entirely on how, where, and for whom it is deployed.
