Governments around the world are using digital tools to connect with citizens, deliver services, and improve transparency. But not all digital governance efforts follow the same approach. In his influential paper E-Government Theory and Practice: The Evidence from Tennessee (USA), Prof. Dr. Arie Halachmi identified five distinct models of e-governance. Each model represents a different way governments can use information and communication technology (ICT) to serve the public – from simply publishing information online to enabling full two-way interaction between citizens and the state. Understanding these five models helps us see how e-governance has evolved and what a truly digital government looks like.

What are e-governance models?
E-governance models are conceptual frameworks that describe how governments apply ICT to carry out governance functions. They are not rigid categories – a single government initiative can draw on more than one model at the same time. Instead, these models act as strategic blueprints. They help policymakers decide what kind of digital system to build based on the local context, the governance goals, and the needs of citizens.
According to the World Bank, e-government refers to the use of information technologies by government agencies to transform their relationships with citizens, businesses, and other government bodies. Halachmi’s five models break this broad idea into specific, actionable approaches. Let’s look at each one.
The broadcasting model
The broadcasting model is the most basic form of e-governance. It focuses on one-way communication: the government publishes information, and citizens read it. The goal is simple – make governance-related information accessible to the public through ICT and digital media.
How it works
Under this model, governments upload laws, regulations, budget reports, policy documents, official schedules, and contact details of public officials onto websites and digital platforms. Citizens can access this information anytime, from anywhere, without having to visit a government office. It is essentially a digital version of a public notice board – available 24/7 and not restricted by physical location.
Why it matters
The strength of this model lies in one key idea: an informed citizenry is better equipped to evaluate how the government functions and form well-grounded opinions about governance. When people know what the rules are, how public money is being spent, and what their rights include, they become more empowered to participate in democratic processes. The NITI Aayog has noted how broadcasting through ICT – via platforms like Doordarshan, All India Radio, and government web portals – forms the foundation of India’s digital governance efforts.
A practical example is a municipal website that publishes the annual city budget, meeting minutes from the latest council session, and the garbage collection schedule. No feedback is being sought – the government is simply saying, “Here is what is happening.” This addresses what scholars call “information failure situations” – scenarios where citizens lack the data they need to make informed decisions.
The critical flow model
While the broadcasting model deals with general information, the critical flow model is more targeted and strategic. It focuses on channelling information of critical value to specific audiences – or to the wider public – at the right time, using ICT.
How it works
Not all government information carries the same weight. Some data is so important that its timely release can change public opinion, expose poor governance, or force decision-makers to act. This model ensures that such high-value information reaches the people who need it most – journalists, activists, regulatory bodies, opposition parties, affected communities, or the judiciary.
The key feature of this model is that ICT eliminates the barriers of time and distance. Once information is placed on a digital network, it can be transferred instantly to anyone, anywhere. This removes the time lag that previously allowed information to be suppressed or manipulated. According to a research paper published in the International Journal of Applied Information Systems, this characteristic is especially useful in reducing the exploitation that becomes possible when there are delays in data availability between different users.
Real-world applications
This model covers scenarios like making corruption-related data about a ministry available to the concerned regulatory body, releasing environmental reports on pollution to affected communities, or sharing enquiry commission findings with the public. In India, the MCA21 platform – which enables online company registration, document filing, and compliance tasks – is often cited as an example. The e-Courts project and the e-District project in India also draw on this model’s principles.
Globally, platforms like WikiLeaks represent an extreme application of this model, where classified or suppressed information is made publicly available to hold governments accountable. However, the model works best when there is a free press and an active civil society that can act on the information released.
A key limitation
The critical flow model may not work well in environments where the governance system does not allow public debate or censors critical information. Without freedom of expression and a responsive media, releasing critical data has limited impact.
The comparative analysis model
This model shifts the focus from simply sharing information to using information for evaluation and improvement. It is about collecting governance data, comparing it against benchmarks, and learning from those comparisons.
How it works
Governments and independent organisations gather data on specific governance indicators – such as infant mortality rate (IMR), maternal mortality rate (MMR), literacy levels, or life expectancy – and compare them across different regions, time periods, or policy interventions. The comparisons can be between districts within a country, between states, or even between nations. The idea is to identify best practices, highlight areas that need improvement, and provide evidence for policy changes.
The strength of this model comes from the ability of digital networks to store large volumes of data and retrieve and share it instantly across geographical and hierarchical boundaries. As NITI Aayog explains, benchmark parameters like the Innovation Index or School Education Quality Index are created, and then regional performance is measured against them to drive improvement.
Examples
The National e-Governance Service Delivery Assessment (NeSDA) in India is a strong example. It evaluates how well different states and union territories are delivering citizen-centric services digitally, and then shares best practices across the country. At the global level, the United Nations E-Government Survey and the UNDP’s Human Development Report use archived statistical information on literacy, health, and national income as benchmarks to assess and compare the progress of different countries.
Watchdog organisations and civil society groups also use this model to track governance performance over time and advocate for improvements. For example, comparing how two states handle the same public health crisis can reveal which policies worked and which didn’t – giving policymakers concrete evidence for future decisions.
Why it’s important for developing countries
This model is considered especially significant for developing nations because it provides a data-driven foundation for empowerment and reform. It enables strong, evidence-based arguments and allows citizens to hold their governments to measurable standards rather than vague promises.
The e-advocacy, mobilisation, and lobbying model
This model introduces the most politically active dimension of e-governance. It is about using ICT to build virtual communities, organise collective action, and influence government decision-making from the ground up.
How it works
The e-advocacy model harnesses the power of digital platforms to amplify the voices of citizens, activists, and civil society organisations. It works by setting up a planned, directed flow of information to build strong virtual alliances that complement and support real-world actions. People who share similar values and concerns form online communities, and these communities then link up with real-life groups for coordinated campaigns.
This model is built on the idea that collective digital voices can push governments to listen and respond. It goes beyond simply informing or comparing – it actively seeks to change policy outcomes through organised public pressure.
Examples in practice
Online petitions on platforms like Change.org are a clear example. Indian citizens regularly use it to create and sign petitions on social and political issues, directly influencing policy debates. Social media campaigns using hashtags to stop a government decision, email campaigns urging citizens to write to their elected representatives, and crowdsourcing platforms where citizens report corruption or broken infrastructure all fall under this model.
India’s MyGov platform also partially fits this model. It was established as the government’s citizen engagement platform, enabling people to provide feedback, share suggestions, and participate in policy formulation on issues of public interest.
Strengths and challenges
The biggest strength of this model is that it makes advocacy cost-effective and scalable. You don’t need a lobbyist in the capital – you need a compelling narrative and an internet connection. It ensures that diverse voices, including those from marginalised groups, can be heard in the public sphere. It also enables rapid, large-scale mobilisation on issues that matter.
However, this model also has its downsides. It can be used to spread misinformation, create echo chambers, or overwhelm governments with noise that isn’t constructive. Its effectiveness also depends heavily on digital literacy and internet access – which remain uneven in many developing countries.
The interactive-service model
This is the model most people picture when they hear the term “e-governance.” It represents direct, two-way interaction between the government and citizens for delivering services.
How it works
Under this model, government services are made directly available to citizens in an interactive manner. It opens up a Government-to-Consumer-to-Government (G2C2G) channel that allows citizens to not only receive information but also transact with the government. This includes filing applications, making payments, receiving acknowledgements, providing feedback, and even participating in governance processes like electronic voting.
As described in the IGNOU study material on e-governance, this model covers activities like election of government officials through e-ballots, online redressal of grievances, sharing of concerns and expertise, and opinion polls on various public issues.
Examples
Filing income tax returns online through the government’s e-filing portal is a textbook example. Citizens log in, enter financial details, calculate tax, pay online, and receive an instant acknowledgement – all without visiting a tax office. Similarly, booking railway tickets on IRCTC, applying for a passport through the Passport Seva portal, using DigiLocker for document storage, and making payments through UPI all represent this model in action.
The CoWIN platform, used during the COVID-19 pandemic for vaccine registration and certification, is another strong example. It allowed citizens to book vaccination slots, receive digital certificates, and interact with the health system entirely online.
Why this model is the goal
The interactive-service model is often seen as the most advanced stage of e-governance because it fundamentally changes the citizen-government relationship. ICT enables every individual on a digital network to engage in two-way communication with the state. This creates a more participatory, transparent, and accountable governance system – one where citizens are active partners rather than passive recipients.
How these five models work together
It’s important to understand that these five models are not mutually exclusive. A mature e-governance system uses all of them simultaneously. Consider a practical scenario: the government announces new traffic regulations (Broadcasting Model). An activist group releases data showing the fines are disproportionately high for low-income earners (Critical Flow Model). Researchers compare how other countries handle similar traffic violations (Comparative Analysis Model). Citizens launch an online petition to revise the fines (E-Advocacy Model). And once the revised rules are in place, a driver pays a fine online after a violation (Interactive-Service Model).
This layered approach is what makes Halachmi’s framework so valuable. It shows that e-governance is not just about putting government services on a website. It’s about building a comprehensive digital ecosystem where citizens are informed, empowered, heard, and served – at every stage of the governance process.
The bigger picture
The five models collectively illustrate a progression – from passive information sharing to active citizen participation. The broadcasting model lays the foundation by ensuring transparency. The critical flow model adds accountability by targeting key information to those who can act on it. The comparative analysis model brings in evidence-based governance. The e-advocacy model empowers citizens to organise and influence decisions. And the interactive-service model delivers the promise of a government that truly works for its people, digitally.
For developing countries like India, where the National e-Governance Plan (NeGP) and initiatives like Digital India are reshaping public administration, understanding these models is essential. They provide the theoretical backbone for designing digital governance initiatives that are context-appropriate, citizen-centric, and genuinely transformative.
