For most of human history, being literate meant one thing: the ability to read and write. That definition served societies well for centuries. But in today’s world – where job applications are filed online, public services are accessed through apps, and social and political participation increasingly happens on digital platforms – reading and writing alone are no longer enough. The knowledge society demands a fundamentally expanded idea of what it means to be literate, and how education systems must respond to that demand.

What is the knowledge society, and why does literacy matter in it?

The term “knowledge society” describes a social and economic order in which the creation, distribution, and use of knowledge are the primary drivers of progress. In such a society, information is not just a resource – it is a form of currency. Those who can access, evaluate, and produce knowledge are positioned to participate fully in economic, civic, and cultural life. Those who cannot are increasingly left behind.

As the Educational Testing Service’s ICT Literacy Panel has noted, literacy in the 21st century is no longer a binary condition – something one either has or lacks. Instead, it is a continuum of skills and strategies that individuals develop over time. Traditional literacy (reading and writing) remains foundational, but it now shares the stage with ICT literacy: the ability to use digital technology, communication tools, and networks to access, manage, integrate, evaluate, and create information in order to function in a knowledge society.

This expanded definition matters because the stakes are high. According to the Center for Strategic and International Studies (CSIS), digital skills are vital not only for workforce readiness and economic participation, but also for fostering open, inclusive, and secure societies. In short, digital literacy is now a civic requirement, not just a professional asset.

How literacy has been redefined in the digital age

The concept of literacy has always evolved with the needs of society. Historically, literacy began as little more than the ability to sign one’s name on a legal document. Fluent reading came later; reading for information became central only in the 20th century. Now, as the 21st century advances, the definition is expanding again.

UNESCO defines digital literacy as the ability to access, manage, understand, integrate, communicate, evaluate, and create information safely and appropriately through digital technologies. This definition encompasses computer literacy, ICT literacy, information literacy, and media literacy – all aimed at empowering individuals, especially young people, to engage critically with digital information and build resilience against disinformation and manipulation.

Critically, digital literacy also extends to security and safety challenges created by technology – including misinformation, data privacy, and digital authoritarianism. A digitally literate person is not just someone who knows how to use a device; they are someone who can navigate an increasingly complex information environment with judgment and responsibility.

The five components of ICT literacy

The ICT Literacy Panel identifies five core components that represent increasing levels of cognitive complexity: Access (knowing how to retrieve information); Manage (applying classification and organizational systems); Integrate (interpreting, comparing, and summarizing information); Evaluate (judging quality, relevance, and usefulness); and Create (generating new knowledge by applying or adapting information). Together, these components describe what it actually means to be functionally literate in a knowledge society.

The digital divide: when literacy gaps become equity gaps

The promise of the knowledge society is inclusive – knowledge, in theory, can be shared freely across borders and communities. In practice, however, access to that knowledge is deeply unequal, and this inequality shapes life outcomes in profound ways.

UNESCO’s Global Education Monitoring Report found that only 40% of primary schools globally are connected to the internet. The UNESCO Director-General has pointed out that today, 2.6 billion people – 32% of the global population – still lack internet access, with 1.8 billion of them living in rural areas. A report from UNICEF estimates that 1.3 billion children between the ages of three and seventeen lack internet access at home – nearly two-thirds of the world’s school-age children.

This connectivity gap translates directly into a literacy gap. Individuals within societies that lack economic resources to build ICT infrastructure do not have adequate digital literacy, which means their ability to participate in education, employment, and civic life is severely curtailed. The digital divide is not merely a technological problem – it is a human rights and social justice issue, one that perpetuates and deepens existing social and economic disparities.

Who is most at risk?

The digital divide does not affect all groups equally. The World Economic Forum warns that nearly 40% of today’s skills will become obsolete, with 60% of workers needing to reskill by 2030. Vulnerable groups are disproportionately exposed to this risk. Young girls are 35% less likely than their male peers to have digital skills, placing adolescent girls and young women at a significant disadvantage regarding internet use and job opportunities.

The digital divide creates a vicious cycle: disadvantaged groups – the poor, rural communities, women in developing regions, persons with disabilities, and those in conflict-affected areas – have less access to technology, which leads to lower educational outcomes and fewer skills. Those outcomes then reinforce the original disadvantage, making it harder for these groups to compete academically or economically.

According to UNESCO, women in Africa, Asia, and South America are 30-50% less likely to use the internet than men. In some parts of sub-Saharan Africa, the cost of transmitting one gigabit of data can represent nearly 40% of the average monthly wage – making consistent internet access simply out of reach for most people.

The role of education and ICT integration

ICT has become embedded in all aspects of daily life, transforming the way people work, communicate, and participate in the global economy. Yet many educational systems around the world continue to rely on traditional teaching methods – isolated tasks, memorization, and rote exercises – that do not prepare learners for the demands of a digital environment.

ICT integration in education refers to the use of computer-based communication incorporated into daily classroom instruction. Its goal is to improve the quality, accessibility, and efficiency of learning while networking communities to meet the challenges of globalization. But this integration only works when teachers are genuinely equipped to lead it. Research consistently shows that insufficient teacher knowledge, digital skills, and technical support hinder the transformation of ICT-enhanced learning – and that teachers who lack digital literacy face compounded challenges in using pedagogical models effectively.

What effective ICT integration looks like

Effective integration goes beyond simply placing devices in classrooms. It requires digital literacy to be embedded across subjects rather than taught as a standalone module. It demands teaching methods that mirror real-world digital practices – collaborative, project-based, and inquiry-driven. It also requires that teachers receive continuous professional development to keep pace with rapidly changing technologies. The OECD emphasizes that the rapid evolution of technology means tools and platforms frequently change, requiring continual adaptation – making adaptability, not just specific technical skills, a core educational outcome.

Beyond technical skills, future-ready education increasingly emphasizes adaptability, critical thinking, creativity, collaboration, and learning how to learncompetencies that remain valuable even as specific technologies become obsolete. Computational thinking is now recognized alongside traditional reading, writing, and mathematics as a foundational literacy for full participation in digital society.

Building inclusive knowledge societies: targeted approaches for marginalized groups

Bridging the digital literacy gap requires more than general policy – it demands targeted interventions designed around the specific barriers faced by different communities. UNESCO’s Information for All Programme (IFAP), established to ensure that all people have access to the information they need to improve their lives, underscores that access to information is a universal right – and that this right must account for the specific needs of persons with disabilities, linguistic minorities, and other marginalized groups.

UNESCO’s central message is clear: digital learning must be a tool for inclusion, not for widening divides. Policymakers must prioritize equitable access, invest in teacher training, and support locally driven innovations. In Brazil, for example, projects allowing students to create podcasts and videos to address local issues have demonstrated how technology can amplify marginalized voices – including those of indigenous communities – when used with genuine educational intent.

Bridging the divide calls for a comprehensive effort involving governments, private sectors, NGOs, and educational institutions to create sustainable digital ecosystems that serve all learners. Digital literacy programs must include offline pedagogies – mobile phone labs, community technology centers, peer mentoring – for communities where connectivity remains limited. And they must be culturally relevant, designed with and for the communities they serve, not simply imposed on them.

The policy and institutional responsibility

The United Nations’ Sustainable Development Goals (SDGs) capture this imperative clearly: under SDG Target 4.4, countries are urged to increase the proportion of youth and adults with skills relevant for employment, with indicator 4.4.1 specifically measuring ICT competency. The UN has incorporated digital literacy skills as a thematic indicator under the SDGs, signaling that digital literacy is no longer a privilege but an essential right.

National governments are responding with varying levels of ambition. The European Union has set a target to ensure 70% of adults have basic digital skills by 2025, while countries like South Korea, Ukraine, and Oman have developed national digital literacy curricula and platforms. Yet even with these efforts, the OECD finds that only 55% of adults in the EU had at least basic digital skills in 2023 – and globally, the gaps remain far wider. No single government, school, or organization can close this gap alone. Progress requires coordinated action: governments creating enabling policies, educational institutions implementing effective curricula, the private sector supporting infrastructure and accessible technologies, and civil society advocating for and implementing community-level programs.

Literacy as a lifelong, evolving practice

One of the most important shifts in thinking about literacy in the knowledge society is the recognition that literacy is not something achieved once and maintained forever. Literacy continues to develop throughout life – it is not a skill fixed once a person leaves school but remains malleable across the entire lifespan. As technologies evolve, so do the demands placed on individuals.

This makes lifelong learning not just a desirable goal but a structural necessity. The OECD notes that higher skills levels are positively associated with greater employment prospects, higher wages, higher levels of trust, more active democratic participation, and better health outcomes. Conversely, being left behind in the digital literacy race compounds disadvantage across virtually every dimension of life. Future-oriented literacy education therefore must prioritize adaptability and critical thinking – equipping people not just to use today’s tools, but to continuously learn and adjust as those tools change.
