Information and Communication Technology (ICT) is no longer just about faster internet or smarter phones. It has become a driving force behind development across entire sectors – from farms to hospitals, from classrooms to women-led businesses. Across the developing world, ICT tools like mobile phones, the internet, satellite systems, and software applications are transforming how people access knowledge, earn a living, and participate in public life. This post explores how ICT is reshaping four critical sectors: agriculture, education, health, and women’s empowerment.

ICT in agriculture: bridging the information gap
Agriculture remains the backbone of many developing economies, yet farmers often struggle with limited access to timely information about weather, market prices, crop management, and new technologies. This is where ICT steps in as a powerful equaliser.
According to the Food and Agriculture Organization (FAO) and the International Telecommunication Union (ITU), e-agriculture – the application of ICT in the rural and agricultural domain – involves the design, development, and evaluation of new ways to deliver information to farming communities. Tools range from mobile apps and SMS-based advisory services to radio, television, and internet platforms.
How ICT tools help farmers
ICT enables farmers to receive real-time updates on weather conditions, pest management, soil health, crop prices, and best practices – information that was previously difficult to access in remote areas. A systematic review published in Taylor & Francis analysing 49 studies found that ICT-based agricultural extension services led to increased adoption of good practices in 76% of studies, improved awareness in 60%, higher crop yields in 74%, and enhanced farmer incomes in 68% of cases. These numbers show the scale of impact that even simple tools like SMS alerts and mobile apps can deliver.
In India, the government has deployed multiple ICT-driven agricultural initiatives under the Digital India programme, including Kisan Call Centres, the mKisan portal, mobile apps for farm advisories, and Common Service Centres. Private players and mobile operators also contribute significantly to these e-extension services, ensuring that farmers even in remote locations can get timely advice.
Challenges in ICT adoption for agriculture
Despite these gains, several barriers persist. Low digital literacy, inadequate rural internet infrastructure, limited electricity supply, lack of local-language content, and the cost of devices continue to hinder widespread adoption. A study in Bangladesh, for example, found that most farmers and extension workers had limited access to and knowledge of ICT tools, relying mainly on non-smart phones, television, and radio for agricultural communication. The takeaway is clear: technology alone is not enough – it must be supported by training, infrastructure, and locally relevant content.
ICT in education: expanding access and improving quality
Education is one of the sectors where ICT has had the most visible impact. From online learning platforms and digital textbooks to virtual classrooms and teacher training modules, technology is making quality education more accessible – especially in underserved regions.
The role of e-learning
UNESCO has been a leading advocate for integrating ICT into education systems worldwide. The organisation’s ICT Competency Framework for Teachers provides guidelines for building digital skills among educators across three progressive stages: basic technology literacy, deeper knowledge application, and knowledge creation. Countries across Africa, Asia, and the Caribbean have adopted this framework to modernise their teaching practices.
Under its “ICT Transforming Education in Africa” initiative, UNESCO has worked with countries like Ghana, Senegal, Côte d’Ivoire, and more recently Namibia, Tanzania, and Uganda to build digital learning platforms, train teachers in ICT skills, and develop open educational resources. In Senegal, for instance, over 2,000 teachers were trained on digital tools, and platforms with thousands of self-assessment quizzes and learning modules were launched for students.
Benefits and barriers
E-learning breaks down geographical barriers. A student in a remote village can access the same quality lecture or study material as one in a city, provided they have internet connectivity. ICT also supports teacher professional development through online communities that allow educators to share best practices and collaborate across borders.
However, significant challenges remain. The digital divide – in terms of device availability, connectivity, electricity, and digital skills – is a major bottleneck in developing countries. Content that is culturally relevant and available in local languages is also lacking in many regions. Without addressing these gaps, ICT risks deepening educational inequality rather than closing it.
ICT in healthcare: the rise of e-health and telemedicine
Healthcare delivery, especially in low-resource settings, has been dramatically improved by ICT. The concept of e-health – which covers telemedicine, mobile health (mHealth), electronic health records, and health informatics – is helping countries extend medical services to communities that previously had little or no access to trained physicians.
How telemedicine works
According to the World Health Organization (WHO), telemedicine uses ICTs to bridge geographical distances and increase access to healthcare, which is especially beneficial for rural and underserved populations in developing countries. It allows doctors to consult patients remotely, specialists to guide local practitioners through complex diagnoses, and health workers to manage patient records digitally.
India’s eSanjeevani platform, one of the world’s largest telemedicine programmes, integrates virtual consultations with primary healthcare. It has enabled millions of patients in remote areas to receive medical advice without travelling long distances. Similarly, state-level programmes like the Mother and Child Tracking System (MCTS) use ICT to provide end-to-end health services – from antenatal care to childhood immunisation – via digital alert systems for health workers.
Mobile health (mHealth)
The widespread penetration of mobile phones, even in rural areas, has made mHealth a powerful tool. Health-related SMS reminders, mobile apps for disease tracking, and phone-based diagnostic tools are being used across Sub-Saharan Africa and South Asia. A review in the Journal of Medical Internet Research noted that digital health in low- and middle-income countries has evolved significantly – from basic SMS platforms to sophisticated mobile health applications – driven by increased internet access and recognition of the benefits digital tools bring to healthcare delivery.
Persistent challenges
Yet, barriers to e-health remain serious. Unreliable internet connectivity, insufficient power supply, shortage of digital devices, and limited ICT training among health workers are common problems. A survey in Brazil found that over 80% of physicians reported unsatisfactory response times with electronic health records, while 86% faced technical issues. In many African and South Asian countries, the percentage of the population with reliable internet access is still too low to sustain full-scale e-health deployment.
ICT and women’s empowerment: unlocking new opportunities
ICT has emerged as a significant enabler of women’s empowerment – economically, socially, and politically. By providing access to information, markets, education, and financial services, digital tools are helping women overcome long-standing barriers to participation in public and economic life.
Economic empowerment through digital tools
A systematic review published in Women’s Studies International Forum, analysing 79 highly cited studies, found that ICTs are vital in reducing women’s isolation, supporting entrepreneurship, and improving their access to resources and markets. Digital mobile lifestyles and virtual workplaces with flexible schedules have been particularly beneficial for women who balance professional responsibilities with childcare.
The Digital Cooperation Organization (DCO) has highlighted the enormous cost of excluding women from the digital economy – an estimated loss of over USD 1 trillion from the GDP of low- and middle-income nations in a single decade. Conversely, achieving gender equality in the digital space could add USD 12 trillion to the global economy.
Global initiatives for women in ICT
Several international initiatives are working to close the gender digital gap. The International Telecommunication Union (ITU) celebrates Girls in ICT Day each year, encouraging young women and girls to pursue education and careers in STEM and technology. The EQUALS Global Partnership, co-founded by ITU, UN Women, and other agencies, brings together over 100 public and private sector actors to ensure women have the access, leadership opportunities, and digital skills needed to participate fully in the digital economy.
Barriers women face
Despite these efforts, significant obstacles remain. Women in many developing countries face unequal access to affordable devices and internet connectivity, socio-cultural restrictions on technology use, lower digital literacy, and online safety concerns. Research consistently shows a strong correlation between education levels and technology adoption – women with higher educational attainment are more likely to use ICT effectively. This means that investments in women’s basic education are a necessary precondition for meaningful digital empowerment.
The cross-cutting nature of ICT for development
What makes ICT particularly powerful is that it does not work in isolation within any single sector. The most effective ICT applications increasingly operate across traditional boundaries. For example, a single digital platform can integrate agricultural market prices with mobile banking services and weather alerts, creating a comprehensive support system for a rural community. Similarly, telemedicine platforms can double as health education tools for women, combining healthcare access with information about nutrition and childcare.
The Islamic Development Bank (IsDB) has recognised this cross-sectoral potential, noting that ICT interventions must go beyond building communications infrastructure to also focus on building human capacity in education, health, public services, and agriculture – creating opportunities for inclusive development.
The digital divide remains the central challenge
Across all four sectors discussed above, the digital divide is the single biggest barrier to realising ICT’s full potential. This divide manifests in several ways: infrastructure gaps (no electricity or internet in rural areas), affordability issues (devices and data costs), skills gaps (low digital literacy), and content gaps (lack of locally relevant, local-language digital resources). Addressing these interconnected challenges requires coordinated action from governments, the private sector, international organisations, and civil society.
Looking ahead: the future of ICT-driven development
Emerging technologies like 5G networks, the Internet of Things (IoT), artificial intelligence, big data analytics, and cloud computing promise to push the boundaries of what ICT can achieve for development even further. Smart agriculture using IoT sensors, AI-powered diagnostic tools in healthcare, adaptive learning platforms in education, and digital financial services for women entrepreneurs – these are not distant possibilities but realities taking shape today.
The key question is not whether ICT can transform development, but whether it can do so equitably. Without deliberate policies to bridge the digital divide and ensure that marginalised communities – rural populations, women, people with disabilities, and the economically disadvantaged – are included, ICT risks becoming another tool that benefits the already privileged.
