India’s ambition to build a digitally empowered education system is real, well-funded, and growing. Yet, for millions of students – particularly those in rural areas, low-income households, or non-Hindi-speaking communities – that ambition still feels distant. The challenge is not simply about buying more laptops or laying more fibre-optic cable. Integrating Information and Communication Technology (ICT) into the Indian education system involves navigating a complex intersection of social inequality, physical infrastructure gaps, language diversity, and uneven human capacity. Understanding these challenges clearly is the first step toward addressing them effectively.

The digital divide: not just about devices

The most discussed barrier to ICT integration in Indian education is the digital divide – the gap between those who can access and use digital technology and those who cannot. But the divide goes deeper than hardware availability. According to the Observer Research Foundation, disparities in internet and device availability in both households and schools act as first-order divides, limiting the broader integration of technology for teaching, administration, and governance purposes in education.

The numbers are sobering. A study published by Education for All in India found that only 15% of Indian households have internet access and just 8% own computers – this in a country where the higher education system alone serves over 43 million students across more than 52,000 colleges. The COVID-19 pandemic made this divide impossible to ignore: when schools shifted to online learning overnight, a significant portion of students simply could not participate.

The divide also has a strong gender and social dimension. Marginalized communities – including Scheduled Castes, Scheduled Tribes, and economically weaker sections – face compounded barriers. Girls in rural India are especially underserved, with both device access and social permission to use technology remaining restricted in many regions.

Beyond device access, researchers note that digital literacy is an equally critical dimension of the divide. Students from more privileged backgrounds often grow up in technology-rich environments, giving them a familiarity advantage over peers from less-resourced backgrounds. Knowing how to use a computer is not the same as knowing how to critically evaluate online resources, navigate digital platforms, or engage safely in online learning spaces.

Infrastructure limitations: power, connectivity, and hardware

Even where the will to adopt ICT exists, the physical infrastructure to support it often does not. A recent study published in the Indian Journal of Educational Technology, examining rural schools in Jammu and Kashmir, found that 61.7% of schools lacked adequate ICT resources, and only 3.3% of teachers had the competencies to use advanced ICT tools. These figures are consistent with patterns across other underserved regions of India.

Three infrastructure deficits recur across research and policy literature: electricity supply, internet connectivity, and functional hardware. Many schools in remote areas experience frequent power cuts or have no reliable electricity at all, making any device-dependent teaching model unworkable. Even where electricity exists, broadband connectivity in rural India remains patchy and expensive relative to household incomes.

Hardware itself presents a challenge of sustainability, not just availability. Devices donated or procured under government schemes often lack regular maintenance, technical support, or software updates. A working paper from Columbia University’s Center for Sustainable Development noted that many schools in rural India lack basic facilities of electricity and internet, forcing even motivated teachers to fall back entirely on textbook-based teaching regardless of their own digital awareness.

Digital content in Indian languages: a persistent gap

India has 22 officially recognised languages and hundreds of dialects. The majority of digital educational content, however, is available primarily in English and, to a lesser extent, Hindi. This creates an immediate barrier for the vast number of learners whose mother tongue is neither.

The problem runs both ways. Students who are not fluent in English or Hindi struggle to comprehend digital content even when they have device access. Teachers, too, find it difficult to use digital resources that are not in their regional language, which limits classroom engagement and instructional quality. As ORF’s analysis of ICT in Indian education pointed out, language is a direct contributor to the digital divide – it determines not just whether a student can access content, but whether they can actually learn from it.

Efforts to localise content are underway. The DIKSHA platform, developed by NCERT under the Ministry of Education, currently supports content in over 35 Indian languages and hosts interactive videos, assessments, and practice materials aligned to state and national curricula. Still, gaps remain significant – particularly for lesser-resourced regional languages and for curriculum-aligned, high-quality instructional material beyond basic content.

Capacity building: teachers and learners both need support

Technology in a classroom is only as effective as the educator using it. Here lies one of the most critical – and often underestimated – challenges in ICT integration: teacher capacity.

Many teachers, particularly in government schools, received their foundational training before digital classrooms were even a concept. In-service training programmes have not always kept pace with the speed of technological change. The study from Jammu and Kashmir highlighted limited teacher training opportunities and internet connectivity problems as two of the four principal barriers to ICT adoption. What makes the situation more difficult is that training programmes often focus on technical skills – how to use a particular app or device – without addressing the pedagogical strategies needed to meaningfully integrate ICT into learning outcomes.

There is also the dimension of resistance to change. Some educators, especially those closer to retirement or from non-STEM backgrounds, are uncomfortable with digital tools and reluctant to adopt unfamiliar methods. This is less a character flaw than a natural response to insufficient support and unclear incentives. Without ongoing mentorship and a non-punitive environment for experimentation, ICT adoption in classrooms tends to remain superficial.

Students face their own capacity challenges. Those from disadvantaged backgrounds – who may never have owned a smartphone or visited a cybercafe – can find digital learning platforms alienating rather than empowering. The lack of foundational digital literacy programmes at the school level means many students arrive at higher classes without the basic skills to navigate an online learning environment confidently.

Government response: policies and programmes

The Indian government has recognised these challenges and launched a series of targeted interventions. While no single programme has resolved every barrier, the policy architecture has grown substantially more coherent over the past decade.

NEP 2020 and NDEAR

The National Education Policy 2020 placed technology at the centre of India’s educational transformation agenda. It explicitly calls for investing in an open, interoperable public digital infrastructure – now being developed as the National Digital Education Architecture (NDEAR) – that can connect all digital platforms, from DIKSHA to SWAYAM, into a coherent, scalable ecosystem. NEP 2020 also mandates that every teacher and school head undertake at least 50 hours of Continuous Professional Development each year, directly addressing the capacity-building gap.

PM eVidya

Launched in May 2020 as part of the Atma Nirbhar Bharat initiative, PM eVidya was designed to consolidate all digital education efforts under one umbrella. It operates on a multi-modal delivery model – reaching students through digital platforms, DTH television channels, radio, and podcasts – precisely to accommodate students without reliable internet access. The initiative has since expanded from 12 to 200 dedicated TV channels, covering classes 1 through 12, with content delivered in multiple Indian languages. Its work during the COVID-19 pandemic earned it the UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of ICT in Education in 2021.

DIKSHA and SWAYAM

DIKSHA (Digital Infrastructure for Knowledge Sharing) serves as India’s national school-level learning platform. It has been used by over 120 million learners and 2.5 million teachers across K-12 education, and its QR-coded textbooks allow students to access supplementary digital content by simply scanning a printed page. SWAYAM, on the other hand, is targeted at higher education and lifelong learning, offering thousands of MOOCs across disciplines. Both platforms operate on a low-bandwidth model, making them usable even in areas with limited internet speed.

NISHTHA: training teachers at scale

To address the teacher capacity gap directly, the Ministry of Education launched NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement) in 2019. Described as the world’s largest teacher training programme, NISHTHA aims to train approximately 42 lakh elementary school teachers and principals across India. Its 18 activity-based training modules cover ICT integration, learner-centred pedagogy, competency-based assessment, and school leadership. A digital version, NISHTHA Online, was introduced in 2020 and operates through the DIKSHA platform. NCERT’s CIET unit has also conducted over 540 live webinar sessions on ICT tools for teaching and assessment, simulcast via YouTube and PM eVidya’s DTH channels.

The road ahead: systemic, not piecemeal

The pattern emerging from both research and policy experience is clear: ICT integration in Indian education cannot be resolved through any one intervention. Providing devices without connectivity is ineffective. Providing connectivity without trained teachers leaves infrastructure underused. Creating digital content in English alone excludes the majority of the country. Each challenge is tied to the others.

ORF’s analysis suggests that what India needs is a devolved ecosystem approach – one that builds on a strong national digital backbone while remaining sensitive to last-mile, localised conditions. That means open-source hardware and software, feedback loops between national policy and ground-level reality, and genuine investment in both content and the people who must deliver it.

The interplay of technology, society, and policy in Indian education is intricate. Progress on any one front – infrastructure, language, teacher training, or student digital literacy – creates conditions for progress on the others. The challenge is not simply technical. It is fundamentally about equity.
