Governments around the world are investing heavily in e-governance to make urban services faster, more transparent, and citizen-friendly. But the path from paper-based bureaucracy to a fully digital government is far from smooth. Developing countries, in particular, continue to face significant hurdles in their digital transformation efforts, including issues like a lack of system interoperability, limited resources, and insufficient management commitment. Understanding these challenges is essential for anyone studying how ICT intersects with governance and urban development.

What is e-governance in urban development?
Before diving into the challenges, it’s helpful to define the scope. E-governance in the urban context refers to the use of information and communication technologies (ICT) to improve how city governments deliver services, engage with citizens, and manage urban infrastructure. It involves leveraging digital technologies and institutional innovation to enhance the efficiency and inclusivity of public services and governance processes. This goes beyond simply putting forms online – it encompasses everything from digital land records and online building permits to smart traffic management and participatory budgeting platforms.
According to the UN E-Government Survey 2022, cities are rapidly deploying technology to tackle a wide range of urban challenges, and terms like “smart solutions” and “smart cities” are commonly used to describe these efforts. Yet, deploying technology is only half the battle. The real test lies in overcoming the systemic and structural barriers that stand in the way.
The challenge of committed and sustained leadership
One of the most frequently overlooked challenges in e-governance is the need for consistent, high-level leadership commitment. Digital transformation projects in urban governance don’t deliver results overnight. They require multi-year planning, sustained funding, and political will that survives changes in government.
Senior management support and commitment is a priority throughout the entire e-services implementation life cycle in order to provide and allocate sufficient resources. When political leaders view e-governance as a legacy project rather than an ongoing responsibility, initiatives often stall after the initial launch. A new administration may deprioritise the previous government’s digital projects, leading to incomplete rollouts and wasted investment.
Research on local governments in South Sulawesi Province found that leadership commitment has a direct, positive, and significant effect on good governance outcomes. Without dedicated leaders who champion the cause and hold departments accountable, e-governance remains a patchwork of disconnected pilots rather than a cohesive system.
Privacy, security, and the trust deficit
As governments digitise services, they inevitably collect and store large volumes of personal citizen data – identity documents, property records, tax information, health data, and more. This creates a significant responsibility around data privacy and cybersecurity.
Government digital systems are prime targets for cyberattacks, ranging from hacking and malware to sophisticated state-sponsored threats. A single data breach can undermine years of effort spent building public trust in digital platforms. Citizens who feel their data is unsafe will simply refuse to use online services, negating the entire purpose of e-governance.
A UNDP study on Vietnam’s e-governance performance found that roughly one-third of users of the National E-Service Portal expressed privacy concerns, which contributed to low adoption rates. This pattern is not unique to Vietnam. Across the developing world, citizens remain sceptical about sharing personal information with government portals, especially when they see few assurances about how that data will be handled.
To address this, governments need robust cybersecurity frameworks, clear data protection regulations, and transparent policies that tell citizens exactly what data is collected, why it’s collected, and how it’s safeguarded. Collaboration between public and private sectors is essential to ensure that the technologies developed for smart cities are secure by design.
Bridging the digital divide
Perhaps the most fundamental challenge is ensuring that e-governance doesn’t end up serving only those who already have access to technology, while excluding the people who need government services most.
The digital divide refers to the gap between those who have access to ICTs and those who do not. This divide is not merely about internet connectivity; it also encompasses digital literacy, affordability of devices, and the availability of relevant online content in diverse languages.
Infrastructure gaps
In many developing countries, reliable broadband internet is still unavailable in large parts of rural and peri-urban areas. The UN notes that urban residents are twice as likely as those in rural areas to use the internet, and in Africa, the gap is even starker – about half of urban dwellers are online compared to just 15 per cent of rural populations. Without basic connectivity, e-governance platforms are inaccessible to a significant portion of the population.
Digital literacy
Even where infrastructure exists, many citizens – particularly the elderly, low-income groups, and those in remote communities – lack the skills to navigate digital platforms. Research from Indonesia found that although internet access is fairly high (around 76 per cent), the ability of people to functionally use government digital services remains low. Many people are either unaware that government platforms exist, don’t trust the security of their data, or find the processes too complicated.
Vietnam’s PAPI data also reveals persistent divides based on gender, ethnicity, and place of residence. While the urban-rural gap in internet access narrowed from over 25 percentage points in 2016 to 9 percentage points in 2023, ethnic minorities still lagged behind the majority population by 10 to 20 percentage points.
Building a citizen-centric approach
A recurring criticism of e-governance platforms is that they are designed from the government’s perspective rather than the citizen’s perspective. Complex navigation, jargon-heavy interfaces, and procedures that mirror offline bureaucracy defeat the purpose of going digital.
E-governance platforms are often designed from a bureaucratic perspective rather than a user-centric one, with difficult-to-navigate interfaces and complex procedures that discourage citizen engagement.
A truly citizen-focused approach means designing services around how people actually interact with government – on mobile phones, in local languages, with minimal steps. It means conducting user testing with real citizens, including those who are less tech-savvy. In Vietnam, for example, despite government mandates, only about 2.4 to 3 per cent of survey respondents reported actually using local government portals, and fewer than 27 per cent of those users found them user-friendly.
Governments that invest in user experience (UX) design, simplify workflows, and create mobile-first platforms tend to see significantly higher adoption and satisfaction rates.
The need for robust ICT infrastructure
E-governance runs on technology, and that technology needs a strong backbone. This includes not just internet connectivity, but also servers, data centres, application platforms, security systems, and interoperability standards that allow different government departments to share data seamlessly.
The e-government ICT infrastructure may consist of numerous components forming the backbone of implementation, including application server environments, security infrastructure, operating systems, development tools, and data management systems. In many cities, especially in developing countries, this infrastructure is either outdated, fragmented, or entirely absent.
Interoperability: the silent killer
One of the less visible but critical issues is the lack of interoperability between different government systems. Urban governance involves multiple departments – planning, water supply, taxation, transport, health – each often running its own software and databases. When these systems cannot communicate with each other, citizens end up submitting the same documents multiple times, and government departments cannot coordinate effectively.
Different departments and agencies often use disparate systems, making it difficult to share information seamlessly. Overcoming this challenge requires standardised protocols and effective data-sharing mechanisms.
Developing skilled human capital
Technology is only as effective as the people who manage it. E-governance demands a workforce that is skilled not just in IT, but also in data management, cybersecurity, user experience design, project management, and change management.
Many government agencies, particularly at the local and municipal level, face a severe shortage of technically skilled staff. Existing employees may lack training in digital tools, and governments often struggle to compete with the private sector for top tech talent. This skills gap can lead to poorly implemented systems, slow response times, and a general inability to maintain and update digital platforms.
Raising awareness about e-government early in the programme can help avoid resistance and foster growth and adoption. But awareness alone is not enough. Structured training programmes, partnerships with academic institutions, and competitive hiring practices are all essential to build the human capital required for sustained e-governance success.
Intergovernmental coordination
Urban development doesn’t happen in isolation. It involves coordination across multiple levels of government – local, state or provincial, and national. E-governance initiatives need to be aligned across these levels to avoid duplication, ensure consistent standards, and enable data sharing.
The UN’s New Urban Agenda and the SDGs call for institutional coordination at all levels through new governance arrangements and improved metropolitan governance structures. In practice, however, many countries struggle with fragmented decision-making, where national digital strategies don’t trickle down to municipal execution, or where local initiatives develop in silos without connecting to state or national platforms.
This lack of coordination creates confusion for citizens and leads to inefficient use of public funds. For instance, a national identity database is of limited use if municipal property tax systems can’t access it. Effective e-governance requires a whole-of-government approach where policies, standards, and platforms are designed for integration from the outset.
Legal and regulatory frameworks
Digital transformation creates new legal challenges that existing laws may not adequately address. Issues such as electronic signatures, digital authentication, data ownership, and online dispute resolution all require updated legal frameworks.
New legal issues arise through e-government implementation processes, as the shift to digital often requires the development and implementation of new legislation and policies through a series of legislative updates. Without clear legal backing, many e-governance services remain optional extras rather than trusted, legally valid channels for doing business with the government.
The Global Digital Compact, adopted at the UN Summit of the Future in 2024, represents a significant step forward in articulating objectives for bridging digital divides and strengthening data governance cooperation at all levels. But translating international frameworks into actionable national and local legislation remains a work in progress for most countries.
Learning from ongoing projects
One of the smartest things governments can do is learn from what’s already been tried – both successes and failures. E-governance is not a one-size-fits-all solution. What works in Seoul may not work in Nairobi, and what fails in one Indian state may succeed in another with minor adjustments.
The UN’s Local Online Services Index (LOSI) assesses e-government development across 193 cities, providing a benchmarking tool that highlights best practices and areas needing improvement. Cities like Madrid, Berlin, Tallinn, and Copenhagen consistently rank at the top, offering models that other cities can study and adapt.
The key is to build feedback loops into every e-governance project – collecting data on usage patterns, citizen satisfaction, and service delivery outcomes, and using that data to iterate and improve. The capability of a municipality to cultivate innovation is significantly dependent on its technological infrastructure and institutional competence. Continuous learning and adaptation, rather than one-time implementation, is what separates successful e-governance programmes from failed ones.
The road ahead
E-governance holds enormous promise for transforming how cities are managed and how citizens experience government services. But realising that promise requires honest engagement with the challenges involved. From building political commitment and protecting citizen data to bridging the digital divide and training government staff, the obstacles are real – but so are the solutions.
UN-Habitat emphasises that ICT, when appropriately used, accessible, and affordable, can become a catalyst to improve governance in towns and cities, helping increase participation, efficiency, and accountability in public urban policies. The challenge lies in creating the conditions – political, technical, legal, and social – that allow this potential to be fully realised.
