Governments around the world are going digital, but not everyone is benefiting equally. While urban residents increasingly access public services online-from filing taxes to booking hospital appointments-millions of people in rural areas remain cut off from these digital conveniences. The gap between those who can access digital technologies and those who cannot, commonly known as the digital divide, is one of the biggest obstacles to making e-governance work for everyone. Understanding this divide, and exploring how ICT for development (ICT4D) can bridge it, is essential for building truly inclusive governance systems.

What is e-governance and why does it matter for rural areas?
E-governance refers to the use of information and communication technologies (ICTs) to deliver government services, exchange information, and enable communication between the government and its citizens. It goes beyond just putting services online; it aims to make governance more transparent, efficient, and accessible.
For rural communities, e-governance holds tremendous promise. Services like land record digitisation, online birth and death registration, telemedicine consultations, agricultural advisories, and direct benefit transfers can reduce the need for rural citizens to travel long distances to government offices. In countries like India, platforms like UMANG (Unified Mobile App for New Governance) and Common Service Centres (CSCs) were designed specifically to bring digital government services to the village level.
However, the reality on the ground is far more complicated. Rural areas face unique barriers-poor infrastructure, low digital literacy, unreliable electricity, and limited internet connectivity-that make implementing e-governance a significant challenge.
Understanding the digital divide
The digital divide is the gap between individuals, communities, or countries that have access to modern digital technologies and those that do not. While it is often framed as a simple issue of internet access, the divide is actually multifaceted, involving differences in infrastructure, affordability, skills, and meaningful usage.
The access gap
At the most basic level, the digital divide is about who can physically connect to the internet and who cannot. According to the ITU’s Facts and Figures 2025 report, nearly three-quarters of the world’s population are now online, but 2.2 billion people remain without internet access-most of them in low- and middle-income countries. Mobile broadband coverage is nearly universal in a technical sense, but the quality of that coverage and its affordability remain highly uneven.
In India, for instance, the government reports that 99.5% of the rural population is covered by 4G networks. Yet actual internet usage tells a different story. Among rural youth aged 15-24, about 82% can access the internet, compared to nearly 92% in urban areas. For older demographics and women, the gap is even wider.
The skills gap
Having access to a device and a data connection does not automatically make someone a competent digital user. Digital literacy-the ability to use digital tools effectively-remains a critical barrier, especially in rural regions. Many rural residents may own a mobile phone but primarily use it for voice calls and messaging, not for accessing government services or navigating complex online platforms.
Research published in the Journal of Innovation and Entrepreneurship highlights that while India’s Digital India Programme has successfully promoted technology adoption in rural areas, the extent to which people can benefit from these technologies depends heavily on their education levels and prior exposure to digital tools.
The usage gap
Even when people have both access and basic digital skills, they may not use digital services in meaningful ways. This “usage gap” is influenced by factors like language barriers (many government websites lack accurate local language options), trust issues, and the perceived relevance of digital services. If a farmer does not see how an e-governance platform can directly help them, they are unlikely to use it-regardless of whether they technically can.
The gender gap
The digital divide has a pronounced gender dimension. In many rural communities, women face additional barriers to accessing technology-social restrictions, lower literacy rates, and limited economic independence all play a role. In India, mobile phone ownership among women stands at roughly 56%, compared to 84% for men. Women are also less likely to use mobile internet, digital banking, or e-governance platforms. This gendered digital exclusion means that the benefits of e-governance often bypass the very populations who need them most.
How the digital divide impacts rural development
The digital divide is not just a technology problem; it is a development problem. When rural communities cannot access digital governance services, they miss out on welfare schemes, subsidies, healthcare, and educational resources that are increasingly delivered through online channels.
The UN E-Government Survey 2024 found that while the global proportion of people on the wrong side of the digital divide dropped from 45% in 2022 to about 23.7% in 2024, regional disparities remain stark. In Africa, around 84.4% of the population still lives in countries with below-average e-government development scores. Even in regions showing progress, the benefits are concentrated in urban centres, leaving rural populations behind.
This inequality creates a vicious cycle. Rural residents who cannot access digital services remain dependent on inefficient, often corrupt intermediaries. This reduces transparency, slows down service delivery, and deepens existing socio-economic inequalities. Former Indian Prime Minister Rajiv Gandhi once noted that of every rupee spent on development, only a fraction actually reached the intended beneficiaries-a problem that e-governance was supposed to fix, but can only address if the digital divide is bridged first.
ICT for development (ICT4D): a framework for bridging the gap
ICT4D, or Information and Communication Technologies for Development, is a broad movement that focuses on using digital technologies to promote social and economic development, particularly in underserved communities. The United Nations Development Programme (UNDP) has recognised ICT4D as a powerful force for advancing economic growth and social justice globally.
Unlike general technology adoption, ICT4D is specifically concerned with equity. It does not just ask whether a new technology works, but whether it reaches the people who need it most and whether it improves their lives in tangible ways. In the context of rural e-governance, ICT4D provides a useful lens for designing interventions that address the root causes of the digital divide rather than just its symptoms.
Key areas where ICT4D supports rural e-governance
Healthcare: Telemedicine platforms and mobile health applications allow rural residents to consult doctors remotely, reducing the need for expensive and time-consuming travel. India’s e-Sanjeevani platform, for example, has facilitated millions of teleconsultations across the country.
Agriculture: Mobile-based advisory services deliver weather forecasts, market prices, and farming techniques directly to farmers. Projects like e-Choupal in India set up ICT kiosks managed by trained farmers to provide agricultural information and connect producers with markets.
Education: E-learning platforms and digital classrooms help bridge the education gap in rural areas. India’s DIKSHA platform provides digital learning resources for teachers and students across multiple states and languages.
Financial inclusion: Digital payment systems and mobile wallets have made banking accessible in areas where physical bank branches are scarce. India’s Unified Payments Interface (UPI), with hundreds of millions of users, has become one of the world’s largest digital payment networks.
Governance and transparency: Online land records, digital grievance redress systems, and platforms for accessing government schemes reduce corruption and empower citizens to hold local authorities accountable.
Government initiatives tackling the rural digital divide
Several major policy initiatives around the world aim to bring digital governance to rural areas. Here are some of the most significant ones.
India’s Digital India programme
Launched in 2015, Digital India is one of the most ambitious e-governance initiatives globally. It aims to make all government services available electronically, improve digital infrastructure, and promote universal digital literacy. Key sub-programmes include BharatNet, which seeks to connect all 250,000 gram panchayats (village councils) with high-speed broadband. As of 2025, over 180,000 gram panchayats have been connected through optical fibre networks.
More recently, the Ministry of Electronics and Information Technology (MeitY) launched the Digital India Common Service Center (DICSC) project, establishing model centres in gram panchayats across multiple districts. These centres offer services ranging from Aadhaar registration and banking to tele-law and telemedicine, all equipped with high-speed broadband.
China’s digital village strategy
China has been implementing a comprehensive digital village strategy since 2018 that covers digital infrastructure, digital industry, digital governance, and digital literacy. The Action Plan for Digital Rural Areas (2022-2025) specifically focuses on enhancing digital governance capacity and extending internet-based government services to rural areas. The approach integrates smart party-building systems, online public services, and digital information sharing at the village level.
Global e-governance trends
According to the UN E-Government Survey 2024, all world regions showed improvement in e-government development scores. Europe leads with the highest average scores, followed by Asia, the Americas, Oceania, and Africa. Asia showed the most notable progress, with a 7.65% increase in its average score, driven largely by investments in digital infrastructure and services by countries like India, Bangladesh, and members of the Gulf Cooperation Council.
Key challenges in implementing rural e-governance
Despite these initiatives, serious obstacles remain. Understanding these challenges is the first step toward addressing them effectively.
Infrastructure limitations
Many rural areas still suffer from unreliable electricity supply, poor mobile network quality, and limited broadband infrastructure. Even when connectivity exists on paper, frequent outages and slow speeds make e-governance platforms impractical for daily use. A study published in the Information Systems Journal identified infrastructure gaps as one of the most critical obstacles to developing rural e-governance, particularly in remote regions.
Digital literacy deficits
Building digital infrastructure without investing equally in digital literacy is like building roads without teaching people to drive. Many rural residents, particularly older adults and women, lack the skills needed to navigate online government platforms. Government websites are often complex, available only in English or a national language, and not designed with low-literacy users in mind.
Resistance to change
Both government employees and citizens sometimes resist shifting from familiar paper-based systems to digital platforms. This reluctance can stem from insufficient training, fear of technology, or distrust of digital processes. In some cases, local intermediaries who benefit from the existing system actively resist digital reforms that would reduce their role.
Cost and affordability
Even in places with adequate coverage, the cost of devices and data plans can be prohibitive. A smartphone remains a luxury for many rural households, and data costs can consume a significant portion of a low-income family’s budget. Without affordable access, e-governance remains a service for the relatively privileged.
Strategies for bridging the digital divide in rural governance
Addressing the rural digital divide requires a coordinated, multi-stakeholder approach. Here are some strategies that have shown promise.
Invest in last-mile connectivity: Governments must prioritise extending reliable, high-speed internet to the most remote areas. Technologies like satellite internet and community Wi-Fi networks can complement fibre-optic infrastructure in hard-to-reach locations.
Build digital literacy from the ground up: Community-based digital training programmes, like India’s Internet Saathi initiative (a partnership between Google and Tata Trusts), use a train-the-trainer model where local women are trained in digital skills and then teach others in their communities. This peer-based approach is more effective than top-down training programmes.
Design for the user, not the technology: E-governance platforms must be built with rural users in mind. This means offering services in local languages, using voice and visual interfaces for low-literacy populations, and simplifying processes to require minimal digital expertise.
Strengthen public-private partnerships: Collaboration between governments, technology companies, NGOs, and local communities can pool resources and expertise. The establishment of multipurpose telecentres at the village level, managed by local entrepreneurs, is one model that has shown results in multiple developing countries.
Monitor and measure inclusion: Frameworks like a Digital Inclusion Index can help track progress across different demographics and regions, ensuring that improvements are reaching the most marginalised communities and not just those already close to the digital threshold.
The road ahead
E-governance has the potential to fundamentally transform rural development-making services faster, more transparent, and more equitable. But this transformation cannot happen without first addressing the structural barriers that keep rural communities offline. The digital divide is not just a technical problem to be solved with more towers and cables; it is a social, economic, and political challenge that demands thoughtful, context-sensitive solutions.
The ICT4D framework reminds us that technology is not an end in itself. Its value lies in what it enables-better health outcomes, improved livelihoods, more accountable governance, and greater participation in civic life. When designed and deployed with equity at its core, digital governance can be a powerful force for rural development. When it is not, it risks widening the very inequalities it was meant to close.
