When a farmer in rural Kenya checks crop prices on a mobile phone, or a student in Bangladesh attends a virtual class during monsoon season, or a small trader in Peru processes a digital payment – these are all examples of e-development at work. E-development is the strategic use of Information and Communication Technologies (ICT) to drive economic growth, improve governance, and raise the quality of life across communities. But technology alone doesn’t create progress. What matters is how nations design and implement their e-development strategies – the policies, partnerships, and priorities that turn digital tools into engines of inclusive growth.

What is e-development?

At its core, e-development means using digital technologies – the internet, mobile networks, software platforms, data systems – to address real development challenges. It goes well beyond simply distributing devices or connecting cables. E-development is about embedding ICT into the broader development agenda so that digital tools enhance productivity, efficiency, and access to services in sectors like health, education, agriculture, and governance.

The concept gained global momentum through the World Summit on the Information Society (WSIS), which was launched in Geneva in 2003 and concluded in Tunis in 2005. WSIS established a global framework for addressing ICT issues including digital inclusion, cybersecurity, and development cooperation. The summit’s vision was to build a people-centred, inclusive information society where everyone can access, create, and share knowledge.

A critical insight from decades of global experience is that e-development cannot succeed as a standalone initiative. It must be integrated into the fabric of national development planning. Whether a government is working on poverty reduction, infrastructure, health, or education, ICT should be treated as a foundational tool – just as essential as roads or electricity.

Why do nations need e-development strategies?

Without a deliberate strategy, ICT investments tend to be fragmented. Different government departments build incompatible systems. Private sector initiatives focus on profitable urban markets while rural areas are left behind. Donor-funded pilot projects succeed in isolation but never scale up. The result is wasted resources and missed opportunities.

A national e-development strategy provides a roadmap that coordinates these efforts. According to research by Nagy Hanna, a former World Bank senior advisor on e-strategies, countries that succeed in digital transformation typically have clear long-term visions – 5-year, 10-year, or even 20-year plans – that provide direction and continuity beyond political cycles. His work highlights that mastering ICT has become a core competency for national competitiveness, and that a passive approach risks leaving developing countries behind in a technological revolution as profound as the industrial revolution.

The Asian Development Bank has similarly noted that an effective national ICT strategy should address telecom liberalisation, infrastructure strengthening, human resource development, investment-friendly policies, and the active role of government in promoting technology diffusion. Countries like Singapore, South Korea, India, and Finland have demonstrated that well-coordinated government action can accelerate ICT adoption dramatically.

Key e-development strategies

Raising awareness and building a shared vision

The first step in any e-development strategy is creating broad awareness about what ICT can achieve. This isn’t limited to technical training – it’s about helping policymakers, business leaders, community organisations, and citizens understand how digital tools can solve their specific problems.

Visioning exercises, as recommended by the UN Asian and Pacific Training Centre for ICT for Development (UNAPCICT), are a powerful starting point. These exercises bring together diverse stakeholders to define personal, community, and national goals for a digital future. They work best when they include measurable targets – for example, connecting a specific percentage of rural households to broadband within five years.

The point is to move beyond vague aspirations. A shared vision anchors the strategy, builds political support, and ensures that different stakeholders are working toward the same objectives.

Creating an enabling environment

No amount of technology deployment will work without the right policy and regulatory framework. An enabling environment for e-development includes several elements:

Clear regulatory policies: Governments must establish rules that encourage ICT adoption while protecting citizens. This includes data privacy laws, cybersecurity frameworks, and telecom regulations that promote competition and lower costs. Policies that reduce taxes on imported ICT hardware and software, for instance, can accelerate access in developing countries.

Infrastructure investment: Reliable power supply and internet connectivity remain the biggest barriers to digital transformation in many regions. According to the International Telecommunication Union (ITU), about a third of the world’s population still does not use the internet, with most of these individuals living in rural areas of least developed countries. Closing this infrastructure gap is a precondition for everything else.

Coordination mechanisms: E-development cuts across multiple government departments – health, education, agriculture, finance. Without coordination, these departments create fragmented and incompatible systems. Many successful countries have established national ICT ministries or e-governance committees that serve a coordinating function, ensuring all digital efforts align with the broader development agenda.

Building coalitions and clarifying roles

E-development is not a task for government alone. It requires multi-stakeholder coalitions that bring together the public sector, private enterprises, civil society, academia, and international organisations. Each stakeholder brings distinct strengths: governments set policy and regulate; the private sector delivers technology, investment, and innovation; civil society ensures that marginalised communities are included; and academia provides research and training.

Clarifying roles within these coalitions prevents duplication and conflict. For example, a government might focus on building backbone infrastructure and setting interoperability standards, while private telecom operators handle last-mile connectivity and service delivery. Community organisations might manage local digital literacy training, and universities could contribute to applied ICT research.

Successful ICT policy formulation worldwide shows that one critical factor is strategic political leadership – often through a senior leader at the highest level of government who champions the digital agenda. Without this leadership, competing bureaucratic interests can stall progress.

Fostering public-private partnerships

Public-private partnerships (PPPs) are central to scaling e-development. Governments in developing countries often lack the financial resources and technical expertise to build digital infrastructure on their own. Private companies, meanwhile, may avoid investing in underserved markets without policy incentives or risk-sharing mechanisms.

PPPs bridge this gap. The World Bank’s Private Participation in Infrastructure database tracks investments in ICT backbone infrastructure across developing countries, including land-based and submarine cables built through public-private arrangements. These investments have contributed significantly to expanding connectivity.

The Asian Development Bank has documented how PPPs in ICT for education bring together governments, development partners, civil society, and business to expand access to digital learning. Key success factors include strong high-level commitment from both ministries and companies, clear financing plans, and well-defined roles and responsibilities.

However, there is no universal formula for successful PPPs. Each partnership must be structured carefully to balance commercial viability with public interest, particularly in ensuring that services reach poor and rural populations.

Leveraging ICT across development sectors

One of the most powerful aspects of e-development is its cross-cutting nature. The same digital infrastructure can serve multiple development goals at once. Here are some key application areas:

E-governance: Digital platforms make government services more accessible and transparent. Citizens can submit applications, track requests, and provide feedback online, which reduces corruption and improves service delivery. Countries like India have demonstrated this through platforms like Aadhaar-enabled services and the Digital India initiative.

E-health: Telemedicine connects patients in remote areas with specialists. Electronic health records improve care coordination. Mobile health apps enable preventive care. During the COVID-19 pandemic, countries with strong e-health strategies were far better prepared to maintain healthcare services.

E-education: Online learning platforms, digital libraries, and virtual classrooms expand access to quality education. The pandemic exposed how countries with existing digital education infrastructure could maintain learning continuity, while others struggled with the abrupt shift to online modes.

E-agriculture: Market information systems, weather forecasting apps, and digital supply chain tools help farmers make better decisions, reduce waste, and access new markets. Mobile-based agricultural advisory services have shown strong results in countries across Sub-Saharan Africa and South Asia.

E-commerce: Digital payment systems and online marketplaces allow small businesses to reach customers far beyond their local area, opening new economic opportunities in previously isolated communities.

Ensuring inclusivity and bridging the digital divide

A major risk of e-development is that it can widen existing inequalities if not designed with inclusivity at its core. The UN Department of Economic and Social Affairs emphasises the importance of building a people-centred, inclusive information society where everyone – regardless of gender, income, disability, or geography – can participate.

Inclusivity in e-development means addressing several gaps. There is a gender digital divide: women in many developing countries are significantly less likely than men to have internet access or own a smartphone. There is a rural-urban divide: the ITU reports that internet access at home in urban areas is nearly double that in rural areas globally. And there is an affordability divide: in many least developed countries, broadband costs remain far above the Broadband Commission’s target of 2% of monthly gross national income per capita.

Addressing these gaps requires targeted interventions – subsidised access for low-income households, digital literacy programmes tailored for women and older adults, content and services in local languages, and accessible design for persons with disabilities.

Scalability: from pilot projects to national impact

Many e-development initiatives start as small pilot projects. The real challenge is scaling them up to achieve national impact. Scalability requires several conditions: interoperable technical standards so that systems built in one department or region can work with others; sustainable financing models that go beyond initial donor funding; institutional capacity within government to manage and maintain digital systems over the long term; and political commitment that survives changes in leadership.

The United Nations Development Programme (UNDP) identifies three priorities for scaling digital development: building capacity for inclusive digital transformation, establishing strong digital public infrastructure and digital public goods, and mobilising sustainable financing through public and private investment. UNDP is currently supporting over 130 countries in strengthening their digital ecosystems, including through digital readiness assessments and national digital strategy formulation.

The shift from fragmented projects to systems-level approaches is essential. Scalable e-development demands that countries move beyond treating ICT as a series of isolated interventions and instead build coherent, integrated digital ecosystems.

The road ahead: integrating ICT into national development agendas

Two decades after WSIS, the landscape has changed dramatically. In 2005, only about 16% of the world’s population was online. Today, nearly three-quarters of humanity has internet access. Yet significant challenges remain – around 2.2 billion people are still offline, and meaningful access remains out of reach for many more.

The next phase of e-development must contend with emerging technologies like artificial intelligence, quantum computing, and digital public infrastructure while continuing the unfinished work of basic connectivity and digital literacy. It must balance the urgency of rapid deployment with the necessity of safeguarding rights, privacy, and security.

What is clear is that e-development strategies cannot be optional add-ons. They must be embedded at the heart of national development agendas – with strong political leadership, multi-stakeholder partnerships, adequate financing, and an unwavering focus on reaching the people who stand to benefit the most.
