In the 1990s, when the internet was just beginning to enter public life, the conversation about technology access was simple: you either had it, or you didn’t. This binary framing – known as the digital divide – dominated policy discussions for years. But as billions of people came online, a deeper and more uncomfortable truth emerged. Having access to a computer or a smartphone does not automatically mean you can use it effectively, find content relevant to your life, or turn your online activity into real-world benefits. This is where the concept of digital inequality enters the picture – a far more layered and accurate way of understanding why technology still fails to be the great equaliser it was promised to be.

From the digital divide to digital inequality: a shift in thinking

The term “digital divide” first gained widespread attention through a 1999 U.S. government report that described the gap between those who had access to new technologies and those who did not. For much of the early 2000s, this remained the dominant framework: the goal was to get devices and internet connections into as many hands as possible.

And the world has made significant progress on that front. According to the ITU’s Facts and Figures 2024 report, an estimated 5.5 billion people – roughly 68 per cent of the global population – are now online. But that same report reveals that approximately 2.6 billion people remain offline, with the vast majority living in low-income countries and rural areas. In high-income countries, 93 per cent of the population uses the internet; in low-income countries, that figure drops to just 27 per cent.

These numbers make one thing clear: the old “access versus no access” framing is no longer sufficient. As scholars began to observe, simply putting a device in someone’s hand did not eliminate the inequality. A person browsing the internet on a slow, data-capped mobile connection in a rural village and a person working on high-speed fibre optic broadband in a metropolitan city are both “online” – but their experiences are worlds apart. This recognition led researchers to move from the binary concept of a digital divide towards the more nuanced framework of digital inequality.

The three levels of the digital divide

One of the most useful ways to understand this evolution is through the three-level model of the digital divide, a framework widely used in information systems research. Each level adds a layer of complexity, revealing why connectivity alone is not enough.

The first level: access

This is the original digital divide – the gap in physical access to technology. It asks: do you have a device? Do you have an internet connection? Can you afford to maintain them? While this level has narrowed considerably in many parts of the world, it has not disappeared. As research published in the journal Telematics and Informatics points out, the first-level divide has shifted from being purely about whether someone has a connection to questions about material access – the diversity of devices one owns, the quality of peripherals, and the ongoing expenses needed to keep hardware, software, and subscriptions up to date. A student who can only access the internet through a shared smartphone with limited data faces a fundamentally different reality than one with a personal laptop and unlimited Wi-Fi.

The second level: skills and usage

Once someone has access, the next question is: can they use technology effectively? This is the second-level digital divide, and it focuses on digital skills and patterns of internet use. These skills exist on a spectrum. At the basic end, there are operational skills like using a browser or sending a message. Moving up, there are information literacy skills – the ability to search effectively and distinguish credible sources from misinformation. At the top are creative and professional skills like using software tools, creating digital content, or coding.

This level is significant because it shows that even when the access problem is solved, deep inequalities persist. People with higher levels of education and socioeconomic status tend to use the internet for activities that enhance their careers, education, and civic participation – like job searching, online courses, or accessing government services. Those with fewer resources often use the internet more passively, limited to entertainment and social media. The technology is the same; the outcomes are vastly different.

The third level: tangible outcomes

The third-level digital divide is the most recent addition to the framework, and arguably the most important. It asks: what real-world benefits does someone actually gain from their internet use? Can they convert their online activity into better job opportunities, improved health outcomes, greater political participation, or educational advancement?

This level highlights a harsh reality. As scholars at the University of the West of Scotland have argued, socio-economic and cultural backgrounds shape not only who goes online and how, but also whether that online experience translates into real advantages in the offline world. People who are already socially advantaged tend to extract the most value from digital technologies, while those who are disadvantaged see fewer returns – creating a cycle where digital inequality reinforces existing social inequality.

Beyond access: the real barriers to digital equality

If we accept that digital inequality is about more than just physical access, then we need to examine the deeper barriers that prevent people from fully participating in the digital world. Three of the most critical are the relevance of content, language accessibility, and the competencies required to navigate digital life.

The language barrier online

A vast proportion of high-quality internet content – educational resources, technical documentation, research, health information – is in English. For the billions of people worldwide who do not speak or read English fluently, this creates an enormous barrier. It is not simply a matter of not understanding the language; it is about an entire ecosystem of knowledge and opportunity being locked behind a linguistic gate.

In India, this challenge is particularly acute. With 22 officially recognised languages and hundreds of dialects, the country’s linguistic diversity is immense. While research from ICRIER notes that states where people are more proficient in English tend to be more digitally competent, the majority of India’s population communicates in regional languages. Content in Hindi and regional languages is growing rapidly – according to industry reports, regional language digital news content in India is growing several times faster than English content – but there remains a significant gap in areas like government services, healthcare information, and advanced educational material.

Initiatives by state governments to create content in regional languages, particularly for government services, are a step in the right direction. But translation alone is insufficient. Content must also be culturally relevant and context-appropriate for it to be genuinely useful to local populations.

Relevance of digital tools to daily life

For digital technology to be meaningful, it must connect to a person’s actual needs. A farmer does not need the same apps or information as a corporate professional. A daily-wage labourer does not benefit from a productivity suite. Yet, much of the digital world is designed with urban, educated, and relatively affluent users in mind.

The concept of meaningful connectivity addresses this gap. It is not enough for someone to technically be “online.” The internet must offer something that directly improves their livelihood, health, education, or access to government services. When digital tools are designed without considering the diverse realities of their users, they can become irrelevant – or worse, exclusionary. A government portal that requires high-speed internet and a desktop browser to function is useless to a villager with a basic smartphone and intermittent mobile data.

The COVID-19 pandemic made this painfully clear. As research published in Postdigital Science and Education highlighted, the sudden shift to online education, remote work, and digital healthcare exposed how millions of people lacked not just devices and connectivity, but also the relevant digital tools and content to participate in these activities. Students without access to suitable learning platforms, workers without collaboration tools, and patients without telemedicine interfaces were all excluded – not because the internet did not exist, but because it did not work for them.

Digital competencies: the skills that really matter

Digital literacy has evolved far beyond the ability to operate a device. Modern digital competency involves a layered set of skills. The European framework for digital competence (DigComp), for instance, identifies five areas: information literacy, communication and collaboration, content creation, safety, and problem-solving.

In India, digital literacy rates have been rising – from roughly 20 per cent in 2019 to over 46 per cent in 2023, according to government survey data – but significant gaps remain. Urban areas consistently outperform rural regions. Southern and Western states lead the way, while Eastern and Northeastern India lag behind. The gender gap adds another dimension: men are more likely to be digitally literate than women, though this gap is narrower than the gender gap in traditional foundational literacy.

Government programmes like the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) have aimed to train millions of rural citizens in basic digital skills. While these programmes have shown measurable improvements in basic competency immediately after training, evaluations suggest that sustained benefits require complementary measures – continued access to devices, affordable data, vernacular content, and ongoing post-training support. Teaching someone to use a smartphone once is not enough if they cannot afford data the next month or have nothing relevant to access in their language.

Digital inequality as social inequality

One of the most important insights from modern digital inequality research is that digital divides do not exist in a vacuum. They mirror, and often amplify, the social inequalities that already exist offline. Income, education, gender, age, geographic location, caste, disability – all of these factors shape a person’s digital experience just as they shape their access to opportunities in the physical world.

The sociological concept of digital capital – drawing from Pierre Bourdieu’s theory of social and cultural capital – captures this well. Just as people with more social and cultural capital tend to succeed in education and the economy, those with more digital capital (a combination of access, skills, and the ability to derive value from technology) tend to benefit the most from the digital world. And like other forms of capital, digital capital can be accumulated and passed on. Children in digitally equipped and literate households enter the digital world with advantages that compound over time.

This means that digital inequality is not a separate problem to be solved independently. It is deeply intertwined with broader issues of poverty, education, gender equity, and social inclusion. Addressing it requires looking at the whole picture – not just building infrastructure, but investing in skills development, creating inclusive and multilingual content, and designing policies that focus on equitable outcomes, not just connectivity statistics.

Moving forward: what a comprehensive approach looks like

The shift from “digital divide” to “digital inequality” is fundamentally a shift in how we measure success. Under the old framework, success meant more people online. Under the new framework, success means more people using technology to achieve tangible improvements in their education, health, economic opportunity, and civic participation.

This requires a multi-pronged approach. Infrastructure development must continue, especially in rural and underserved areas – the ITU data shows that 1.8 billion of the 2.6 billion people offline globally live in rural areas. But infrastructure alone will not close the gap. Equally important is investing in comprehensive digital literacy programmes that go beyond basic training to include critical thinking, information evaluation, and online safety. Governments and content creators need to prioritise the development of high-quality content in regional and local languages. And digital services – from e-governance to telemedicine to online education – must be designed with the most marginalized users in mind, not just the most connected.

The framework of digital inequality reminds us that technology is not a magic solution. It is a tool. And like any tool, its value depends entirely on who can access it, who knows how to use it, whether it is relevant to their needs, and whether it leads to meaningful improvements in their lives.
