India’s education system serves over 250 million students across vastly different geographies, languages, and economic backgrounds. In this context, Information and Communication Technology (ICT) has emerged as a critical tool for expanding access, improving quality, and bridging long-standing inequalities. From government-run digital platforms to private-sector innovations, the integration of ICT into Indian education is reshaping how millions learn, teach, and connect with knowledge. But how far has this digital transformation actually reached, and what barriers still stand in the way?

The policy framework driving ICT in Indian education
India’s push toward digital education did not happen overnight. It has been driven by a series of deliberate policy interventions over the past two decades. The ICT in Schools scheme, launched in December 2004 and revised in 2010, was one of the earliest efforts. Administered under the Ministry of Education, this scheme aimed to provide secondary and higher secondary students with computer-aided learning opportunities. It supported states and union territories in setting up computer labs, training teachers, and developing e-content. By the time it was subsumed into the Rashtriya Madhyamik Shiksha Abhiyan (RMSA), over 87,000 government and government-aided schools had been approved for coverage.
The scheme also introduced the concept of smart schools at the district level – technology demonstrators equipped with at least 40 computers each, funded through grants of โน25 lakh per school. These schools were meant to serve as role models for neighbouring institutions, showcasing what ICT-enabled education could look like in practice.
A more comprehensive vision arrived with the National Education Policy (NEP) 2020, which placed technology at the centre of curricular reform, teacher training, and access expansion. NEP 2020 mandated the integration of digital tools into classroom instruction and called for the development of a robust digital infrastructure across the country. The government’s education budget for FY 2024-25 reflected this commitment, allocating โน73,498 crore for school education – a significant year-on-year increase.
Key government digital platforms for education
India’s approach to ICT in education stands out for one reason: it has been largely government-led, with public platforms designed to reach students at every level – from primary school to postgraduate education. Here are the most significant initiatives.
DIKSHA: digital infrastructure for knowledge sharing
DIKSHA is a national-level digital platform developed by the National Council of Educational Research and Training (NCERT) under the Ministry of Education. It serves as a hub for teachers and students to access curriculum-aligned learning resources, including lesson plans, worksheets, interactive content, and teacher training modules. One of its most practical features is the integration of QR codes in textbooks – students can scan a code in their printed textbook and instantly access related digital resources on their phones. DIKSHA operates in over 35 Indian languages, making it one of the most linguistically inclusive platforms in the country. It has been used by over 120 million learners and 2.5 million teachers across K-12 education.
SWAYAM: India’s answer to global MOOCs
SWAYAM (Study Webs of Active-Learning for Young Aspiring Minds) is a free MOOC platform launched by the Ministry of Education in 2017, covering courses from class 9 through postgraduate level. It is coordinated by ten national bodies including NPTEL for engineering, UGC for postgraduate education, NCERT for school education, and IGNOU for out-of-school students. Over 11,700 courses have been offered on SWAYAM so far, with more than 4 crore total enrolments. Notably, the UGC has established a credit framework allowing students to transfer SWAYAM course credits into their formal degree programmes – a significant step toward blending online and offline education.
PM eVIDYA: multi-mode access to learning
Launched during the COVID-19 pandemic, PM eVIDYA unified all digital, online, and broadcast-based education efforts under a single umbrella. Its core principle was simple: not every student has internet access, so education must be delivered through multiple channels. The initiative operates through DIKSHA for online content, SWAYAM Prabha DTH channels for television-based learning (now expanded to 40 channels), community radio for remote areas, and special content for students with disabilities including sign language videos. This multi-mode approach is designed to reach approximately 25 crore school-going children regardless of their technology access.
National Digital Library and other resources
The National Digital Library of India (NDL) serves as a virtual repository housing over 3 crore digital resources spanning nearly all academic disciplines. It supports learners from school level to lifelong learning, with multilingual access features. Complementing this is ePathshala, a joint initiative of the Ministry of Education and NCERT that provides free access to textbooks, audio-visual content, and periodicals in English, Hindi, and Urdu. The National Repository of Open Educational Resources (NROER) adds another layer, hosting thousands of documents, interactive resources, audio files, and videos created specifically for school education.
ICT in higher education and open distance learning
Higher education has seen some of the most ambitious ICT interventions through the National Mission on Education through ICT (NMEICT), administered by the Department of Higher Education. This centrally sponsored scheme was designed to make high-quality content freely available to all higher education learners in the country.
The National Programme on Technology Enhanced Learning (NPTEL) is a flagship initiative under NMEICT. Started in 2003 by seven IITs and IISc Bangalore, NPTEL has become one of the largest online repositories of engineering and science courses globally. Its YouTube channel alone has accumulated over 819 million views with more than 50,000 hours of video content. NPTEL courses are offered through the SWAYAM platform and include 4-, 8-, and 12-week structured courses with certification options.
Other NMEICT initiatives include Virtual Labs, which provide simulation-based laboratory experiences for students who lack access to physical lab infrastructure – particularly valuable for engineering colleges in smaller towns. The Spoken Tutorial project offers short audio-video tutorials on open-source software, available in all 22 scheduled languages, designed for self-paced learning. The e-Yantra project focuses on robotics and embedded systems education across engineering colleges.
Open and distance learning institutions have also benefitted enormously from ICT. IGNOU (Indira Gandhi National Open University), which serves millions of distance learners, is one of SWAYAM’s national coordinators. Platforms like e-PG Pathshala provide postgraduate-level content in over 70 subjects, with thousands of e-textbooks and video lectures created by subject experts.
The private sector’s role in digital education
While the government has built the foundational infrastructure, India’s private sector has significantly expanded the reach and innovation in digital education. Companies like Byju’s, Unacademy, Vedantu, and others have developed interactive learning apps and platforms that use video content, gamification, and adaptive learning technologies to engage students. The EdTech sector in India saw explosive growth during and after the pandemic, with millions of students turning to private platforms for exam preparation, skill development, and supplementary learning.
Private players have also contributed to teacher training and content creation. Some EdTech companies work directly with state governments to integrate their tools into public school systems. However, the affordability and accessibility of private platforms remain concerns, as many require paid subscriptions that are out of reach for economically weaker households.
The challenge of digital content in Indian languages
India recognises 22 scheduled languages in its Constitution, and hundreds more dialects are spoken across the country. This linguistic diversity creates a massive challenge for digital education. A large proportion of educational content – especially in higher education and on global MOOC platforms – is still primarily available in English. This effectively excludes students who are more comfortable learning in their regional language.
The government has taken steps to address this. DIKSHA provides content in over 35 languages. The Spoken Tutorial project under NMEICT has dubbed its software training modules into all 22 scheduled languages. SWAYAM Prabha has also started broadcasting educational content in regional languages, including Meitei (Manipuri). However, as multiple reports note, there remains a significant shortage of high-quality educational content in local Indian languages, particularly for advanced and specialised subjects.
Creating quality vernacular content is not just a translation exercise. It requires subject matter experts who can think and write fluently in regional languages, culturally appropriate examples and case studies, and technical infrastructure to support diverse scripts. Without sustained investment in this area, ICT’s promise of universal access will remain only partially fulfilled.
The digital divide: infrastructure and access gaps
Perhaps the biggest challenge facing ICT in Indian education is the persistent digital divide between urban and rural India. According to recent analysis, India’s internet penetration rate has plateaued at around 55%, meaning nearly half the population remains offline. The urban-rural gap is stark: survey data indicates that only about 37% of rural households have internet access, compared to 66% in urban areas.
The problem goes beyond connectivity. As UDISE 2021-22 data shows, only around 34% of Indian schools have internet access, and fewer than 50% have functional computers. Unreliable electricity supply in many rural and tribal regions makes even basic digital access difficult. The cost of smartphones and computers remains prohibitive for a large segment of low-income families.
A study by the Azim Premji Foundation in 2021 found that nearly 60% of school children in India could not access online learning. The COVID-19 pandemic made this gap painfully visible – when schools shifted online, millions of students in rural areas and from disadvantaged backgrounds were simply left behind.
The government’s BharatNet project aims to extend broadband connectivity to all gram panchayats, and initiatives like the National Digital Literacy Mission seek to ensure at least one person per household gains basic digital skills. But progress on last-mile connectivity has been slow, and digital literacy levels – especially among parents, women, and older populations – remain low.
Teacher readiness and training
Technology is only as effective as the people using it. In India, many teachers – especially in rural government schools – lack the training and confidence to integrate ICT into their teaching practice. The ICT in Schools scheme included provisions for in-service training (both induction and refresher courses) for all secondary and higher secondary school teachers. DIKSHA also hosts dedicated teacher professional development modules. The government has targeted training 80% of educators in digital tools and new pedagogical methods.
Despite these efforts, resistance to adopting new technology remains common, often due to unfamiliarity, inadequate support, and the comfort of traditional methods. India’s shortage of trained teachers – estimated at over 11 lakh – compounds the problem. In many rural areas, single-teacher schools still operate, leaving almost no bandwidth for teachers to learn and implement digital tools alongside their heavy workload.
Looking ahead: what needs to change
India’s ICT in education story is one of ambitious policy vision meeting ground-level reality. The platforms exist. The policies are in place. The content libraries are growing. But bridging the gap between digital ambition and actual classroom experience requires sustained attention to several areas: accelerating rural connectivity through projects like BharatNet, making devices affordable for low-income families, investing heavily in regional language content creation, and providing continuous hands-on training and support for teachers.
The National Education Policy 2020 has set the direction. Programmes like DIKSHA, SWAYAM, and PM eVIDYA have built the infrastructure. The question now is whether India can ensure that these tools genuinely reach and benefit the students who need them most – those in remote villages, in single-teacher schools, studying in languages that still lack quality digital resources.
