In today’s interconnected world, access to information and communication technologies has become essential for participation in society, economy, and education. Yet, millions of women worldwide remain disconnected from the digital revolution. This gap is not just about lacking internet access or smartphones. It runs deeper, shaped by poverty, social norms, literacy barriers, and structural inequalities that place women at the deepest end of the digital divide.

The deepest end of the digital divide

Women represent a disproportionate share of those left behind in the digital age. In the world’s least developed countries, men are 52% more likely to have access to the internet than women. This digital exclusion directly impacts their ability to access education, healthcare, financial services, and employment opportunities. For women living in poverty, the intersection of economic disadvantage and gender creates a powerful barrier to digital participation.

The consequences extend beyond individual disadvantage. When women cannot access digital tools and information, entire communities miss out on their potential contributions. Gender advocates working in ICT recognize that without addressing this fundamental inequity, the promise of technology as a tool for development and empowerment remains unfulfilled for half the population.

Skills, literacy, and the burden of time

Even when digital infrastructure exists, women face significant challenges in using it effectively. Technical skills and education form the foundation of meaningful internet use, yet women consistently lag behind men in digital literacy. In India, the gender gap in digital literacy increases with skill complexity, from 6.7% for basic skills to 9.8% for advanced capabilities.

Language creates another barrier. The internet’s predominance in English means that women in non-English speaking regions struggle to access and benefit from online resources. For those who are illiterate or have limited education, this challenge multiplies. Reading comprehension, numeracy, and basic computer skills all become prerequisites that many women lack the opportunity to develop.

Time poverty compounds these educational barriers. Women typically shoulder the majority of domestic responsibilities, from childcare to cooking to household maintenance. These unpaid care duties leave little room for learning new skills or exploring digital tools. When a woman has spent hours fetching water, preparing meals, and caring for family members, sitting down to learn how to use a smartphone or computer becomes a luxury she cannot afford.

The language and literacy challenge

Research shows that women with mobile phones in rural areas often know only how to answer calls but cannot dial numbers or read messages without assistance. This limited use stems from literacy constraints that prevent them from fully engaging with digital technology. Until content becomes available in local languages and interfaces become more intuitive for those with limited reading skills, the technology remains partly inaccessible regardless of whether women physically possess devices.

Location matters: The urban-rural technology gap

Geography plays a crucial role in determining who can access digital technologies. ICT infrastructure tends to concentrate in urban centers, where telecommunications companies can more easily justify investment. Rural regions often struggle with even basic internet access, hampered by limited infrastructure and inadequate power supply. Yet the majority of women in developing countries live in rural areas, far from these digital hubs.

This spatial inequality means that rural women face a double disadvantage. Not only do they contend with weaker or nonexistent internet connectivity, but they also have fewer opportunities to develop digital skills through community centers, libraries, or educational institutions. The cost of establishing reliable internet connections in remote areas remains prohibitively high, leaving rural women further behind in the digital race.

Economic barriers to entry

Financial constraints create one of the most significant obstacles to women’s digital access. Smartphones, computers, data plans, and internet subscriptions all require monetary investment that many families cannot afford. When resources are scarce, households typically prioritize spending on immediate necessities like food, shelter, and healthcare over technology purchases.

Families often prioritize purchasing mobile phones for husbands and male children, leaving women dependent on borrowing devices or going without. This economic reality reflects and reinforces existing power dynamics within households, where women frequently lack control over financial decisions and resources. Even when women earn income, they may not have the autonomy to invest in technology for their own use.

Structural and sociocultural barriers that hold women back

Beyond economics and infrastructure, deeply rooted social and cultural factors limit women’s access to digital technologies. The location of information centers and public internet facilities can determine whether women use them. If these spaces are far from residential areas or in locations considered unsafe or inappropriate for women, they effectively exclude female users.

Gender socialization and technology intimidation

From childhood, many societies condition girls to believe that technology and science are masculine domains. Stereotypes around technology being for boys and fear of discrimination prevent girls from using digital tools. Schools often discourage girls from pursuing science, technology, engineering, and mathematics subjects, closing off pathways to developing technical competence.

This gender socialization creates psychological barriers as well. Women may feel intimidated by technology, believing they lack the natural aptitude to understand or use it effectively. Without encouragement and support, these feelings of inadequacy become self-fulfilling prophecies. When women do attempt to engage with technology, they may face mockery, harassment, or dismissal from male family members or community members, further discouraging their participation.

Safety concerns and restricted mobility

Cultural norms around women’s mobility and behavior create additional obstacles. In many contexts, women face restrictions on where they can go, whom they can interact with, and what activities are considered appropriate. Public internet cafes or technology centers may be viewed as unsuitable places for women, limiting their access to shared digital resources.

Online safety concerns also affect women disproportionately. Women and girls face higher rates of online harassment, abuse, and gender-based violence in digital spaces. These threats can deter women from using the internet or cause them to limit their online activities. Parents and families, aware of these risks, may further restrict women’s digital access in misguided attempts to protect them, ultimately reinforcing their exclusion.

The path forward: Creating genuine digital inclusion

Addressing women’s digital exclusion requires multifaceted approaches that tackle infrastructure, affordability, education, and cultural change simultaneously. The Broadband Commission recommends targeted action from governments, private sector, NGOs, and academia to overcome these complex barriers. Solutions must go beyond simply providing devices and connectivity to address the deeper structural issues that keep women offline.

Successful interventions combine technical solutions with social change. This means not only building infrastructure in rural areas and reducing costs, but also challenging gender stereotypes, providing safe spaces for women to learn, creating relevant content in local languages, and ensuring women participate in designing digital tools and policies. When women themselves shape the digital landscape, the resulting technologies and services better meet their actual needs and circumstances.
