When we talk about technology and disability inclusion in India, we’re discussing something far more profound than just accessible websites or apps. We’re talking about opening doors to education, employment, healthcare, and social participation for millions of people. As India continues its digital transformation journey, the question becomes urgent: are we building a future that includes everyone, or are we leaving some people behind?

India’s commitment to disability rights through technology
India took a significant step forward when it ratified the United Nations Convention on the Rights of Persons with Disabilities and enacted the Rights of Persons with Disabilities Act in 2016. This landmark legislation doesn’t just recognize the rights of people with disabilities on paper. It specifically mandates that accessibility includes both physical environments and information and communication technology.
The Act defines communication broadly to include everything from Braille and sign language to accessible multimedia and information technology. This comprehensive definition reflects an understanding that in today’s world, digital accessibility isn’t a luxury or an afterthought. It’s a fundamental right that enables people to participate fully in society.
Making assistive technology reach the grassroots
One of India’s biggest challenges in disability inclusion is its sheer diversity and scale. With a largely rural population spread across vast geographical areas, ensuring that technological interventions reach everyone who needs them is no small task. This is where government schemes like the Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances scheme become crucial.
Operating since 1981, the ADIP scheme helps people with disabilities access durable, scientifically manufactured assistive devices that can genuinely transform their lives. Think about JAWS software, which enables people with visual impairments to read computer screens through speech synthesis. Or consider computer-based learning tools specifically designed for children with intellectual disabilities. These aren’t just gadgets. They’re bridges to independence, education, and opportunity.
The scheme works through various implementing agencies, including national institutes, regional centers, and NGOs, to distribute everything from wheelchairs and hearing aids to specialized learning equipment. The goal is to reduce the effects of disabilities and enhance people’s economic potential and quality of life.
Looking ahead at accessible technology
While current efforts are important, the future of disability inclusion lies in ensuring that new technologies are born accessible rather than retrofitted later. This is particularly crucial as we rush headlong into the age of Artificial Intelligence and machine learning.
Innovation for people with deafblindness
Some of the most exciting developments are happening for individuals with deafblindness, a condition that affects approximately 500,000 people in India. The Good Vibes app, developed by Samsung in partnership with Sense International India, represents exactly the kind of innovation we need more of.
This app uses Morse code to convert vibrations into text or voice and vice versa, enabling two-way communication between people with deafblindness and their caregivers or loved ones. The app has two interfaces: one with an invisible UI for people with deafblindness that uses vibrations, taps, and gestures, and another with a standard chat interface for others. A person with deafblindness can tap on their smartphone screen using combinations of dots and dashes, which then translate into text messages that anyone can read or hear.
What makes this particularly meaningful is how it was developed. Samsung conducted training workshops with Sense India educators, people with deafblindness, and their caregivers in Delhi and Bengaluru. The basic functionality was tested and refined based on their feedback, improving everything from notification styles to text sizing and vibration patterns. This participatory approach to technology development is what genuine inclusion looks like.
The pandemic pushed digital inclusion forward
If there’s a silver lining to the COVID-19 pandemic, it’s that it forced society to confront the critical importance of digital accessibility. When lockdowns began, people with disabilities found themselves particularly vulnerable, often isolated and struggling to access essential information, healthcare, and supplies.
The pandemic exposed significant gaps in compliance with accessibility laws and guidelines. Many government websites providing crucial COVID-19 information weren’t accessible to people with visual or hearing impairments. PDF documents weren’t readable by optical character recognition software. Video announcements lacked captions or sign language interpretation.
But the crisis also accelerated positive changes. Organizations that had resisted flexible work arrangements for employees with disabilities for years suddenly implemented them on a massive scale for everyone. This raised an important question: if these accommodations were always technically feasible, why weren’t they available before? The pandemic revealed that many barriers to inclusion were never truly about technical limitations. They were about priorities and attitudes.
Online education and the promise of MOOCs
The increased reliance on digital platforms during the pandemic highlighted both the potential and the challenges of online education for people with disabilities. Massive Open Online Courses offer tremendous opportunities for inclusive education. They can reach learners in remote areas, provide flexible learning schedules, and eliminate physical barriers to accessing educational institutions.
India has been promoting platforms like SWAYAM, and the University Grants Commission has encouraged universities to conduct up to 40 percent of courses online. The National Education Policy 2020 emphasized this digital approach to widen educational reach.
However, this shift raises critical questions about accessibility. Are these online learning materials compatible with screen readers? Do videos include captions and transcripts? Are interactive elements keyboard-navigable? The rush to digitize education must not inadvertently exclude students with disabilities. As one educator noted, unlike the UK’s standards for accessible teaching content, India doesn’t yet have comprehensive guidelines along those lines, or awareness about them remains low among teachers and institutions.
Gaming becomes a gateway to inclusion
An often overlooked aspect of disability inclusion is access to recreation and entertainment. Accessible gaming represents an important frontier in this regard. Games aren’t just leisure activities. For children and young adults, they’re social spaces, learning environments, and confidence builders.
Making games accessible means incorporating features like customizable controls, visual alternatives to audio cues, audio alternatives to visual information, and adjustable difficulty levels. When done right, accessible gaming allows people with diverse abilities to participate in shared cultural experiences and build connections with peers.
The road ahead requires commitment
India has laid a solid legal and policy foundation for disability inclusion through technology. The Rights of Persons with Disabilities Act, the Guidelines for Indian Government Websites, and various accessibility standards create a framework for action. The Indian Standard IS 17802 on accessibility for ICT products and services, aligned with international standards, provides clear technical requirements.
Yet having laws and guidelines is just the beginning. The gap between legislation and implementation remains significant. Surveys have found that thousands of government websites still have accessibility barriers. Private sector compliance varies widely. Many people with disabilities still struggle to access basic digital services, from banking websites to e-commerce platforms.
Bridging this gap requires sustained effort from multiple stakeholders. Government agencies must enforce accessibility standards and lead by example. Technology companies need to embed accessibility into their design processes from the start, not treat it as an afterthought. Educational institutions should train the next generation of developers, designers, and policymakers to think inclusively. Civil society organizations must continue advocating and monitoring progress.
Most importantly, people with disabilities themselves must be central to these conversations. Their lived experiences, needs, and insights should drive technological innovation and policy decisions. After all, they’re not just users of technology. They’re experts in accessibility.
