Information and Communication Technology (ICT) has the power to transform education – making it more accessible, interactive, and inclusive. But in a country as vast and diverse as India, integrating ICT into education is far from straightforward. From unequal access to devices and the internet, to undertrained teachers and a severe shortage of content in regional languages, several obstacles stand between the promise and the practice of digital learning. Understanding these challenges is the first step toward solving them.

The digital divide: an unequal playing field
The most visible barrier to ICT integration in education is the digital divide – the gap between those who have access to digital devices and connectivity and those who do not. In India, this gap runs along urban-rural, economic, and gender lines.
According to the UDISE+ 2024-25 report released by the Ministry of Education, only about 64.7% of Indian schools have computers, and just 63.5% have internet connectivity. That means more than one-third of schools still lack these basic digital resources. The divide becomes even sharper when you compare government schools with private ones – government schools report roughly 58.6% internet access, while private schools stand at about 77.1%.
The rural-urban gap is equally stark. Data from the Observer Research Foundation notes that only about 4.4% of rural households have access to computers, compared to 23.4% in urban areas. Internet access follows a similar pattern – approximately 14.9% in rural areas against 42% in urban households. During the COVID-19 pandemic, when education shifted online almost overnight, millions of students in rural and economically weaker sections were left behind simply because they had no device or connectivity to participate.
This digital divide does not only affect students. It also impacts data collection and educational administration. Schools without digital infrastructure often have to rely on nearby cyber cafรฉs or block-level resource centres to upload data to government platforms like UDISE+, creating delays and inefficiencies in planning.
Infrastructure gaps: beyond just devices
ICT integration requires more than just distributing laptops and tablets. It demands a robust ecosystem – reliable electricity, functioning hardware, stable internet connections, and regular technical support. In many parts of India, these basics are still missing.
While the UDISE+ 2024-25 data shows that 93.6% of schools now have electricity, over 25,000 schools still lack a working power supply. Frequent power outages, particularly in rural areas, often render whatever digital infrastructure exists unusable. Even where computers are available, only about 58% are functional and used for teaching purposes. The rest are outdated, broken, or sitting idle due to a lack of trained personnel to operate them.
There is also the challenge of maintenance and upgrades. Many schools receive devices through government schemes but have no budget or plan for ongoing maintenance. Over time, hardware deteriorates, software becomes outdated, and the initial investment loses its value. Without a sustainable support system, ICT tools become classroom decorations rather than learning instruments.
The BharatNet problem
The Indian government’s ambitious BharatNet project, which aimed to connect six lakh villages with broadband, has faced persistent delays. As of late 2024, only about 2.14 lakh villages were connected – well short of the target. These delays directly affect schools in remote areas that depend on broadband connectivity for digital learning initiatives. Without reliable internet, platforms like DIKSHA and SWAYAM remain inaccessible to the students who need them most.
Teacher attitudes and digital readiness
Teachers are the backbone of any educational reform, and ICT integration is no exception. However, a large number of educators in India lack the skills, training, and sometimes the willingness to adopt digital tools in their classrooms.
Research published in the International Education and Research Journal found that while ICT generally encourages positive attitudes among teachers, challenges such as insufficient resources, inadequate training, and resistance to change continue to hinder effective adoption. Many teacher training programmes focus primarily on basic technical skills – how to operate a computer or use Microsoft Office – but neglect the pedagogical strategies needed to meaningfully integrate technology into lesson planning, delivery, and assessment.
A working paper from Columbia University’s Center for Sustainable Development highlights that even in schools with digital infrastructure, teachers often face basic technical barriers, such as difficulty connecting laptops to smart boards, which can discourage them from using the available resources. Time constraints compound the problem – many teachers report that preparing technology-integrated lessons takes significantly more time than traditional methods, and troubleshooting technical issues during class can be disruptive.
Resistance to change
Beyond skill gaps, there is often a deeper attitudinal resistance to technology. Some teachers, particularly those who have taught for decades using traditional methods, may view ICT as a threat to their authority or an unnecessary complication. Without clear demonstrations of how technology can enhance – rather than replace – their teaching, this resistance is unlikely to diminish. Awareness campaigns, peer mentoring, and exposure to successful pilot programmes can help shift this mindset.
Student readiness and engagement
The challenge is not limited to teachers. Students, especially in rural and semi-urban areas, may also lack basic digital literacy. If a student has never used a computer or a tablet, placing one in front of them in a classroom without adequate orientation achieves little. Moreover, unfiltered internet access in schools comes with its own risks – distractions, exposure to inappropriate content, and difficulty in staying focused on educational material. A structured, curriculum-aligned approach to digital learning is essential for students to actually benefit from ICT tools.
The language barrier: content availability in Indian languages
India is a linguistically diverse country with 22 officially recognised languages and hundreds of dialects. Yet the vast majority of digital educational content is available only in English or Hindi. This creates a significant barrier for students who learn best in their mother tongue – particularly in states where regional languages dominate.
The National Education Policy (NEP) 2020 recognised this gap and explicitly called for digital content to be made available in all major Indian languages so that it reaches teachers and students in their medium of instruction. The DIKSHA platform, developed by the Ministry of Education, has made progress in this direction – it now offers e-content in over 35 Indian languages and has digitised more than 7,000 textbooks. But the quality and depth of content in many regional languages remains limited compared to what is available in English.
Creating high-quality, curriculum-aligned digital resources in multiple languages is a resource-intensive task. It requires collaboration among content developers, subject experts, linguists, and educators. Without sustained investment and coordination, the language gap will continue to exclude millions of learners from the benefits of ICT in education.
Capacity building: strengthening educational stakeholders
Effective ICT integration is not just about technology – it is about building the capacity of everyone involved in the education ecosystem. This includes teachers, school administrators, education policymakers, and even parents.
Teacher professional development
The NEP 2020 has laid emphasis on continuous professional development for teachers, including training in digital pedagogy. Government initiatives like NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement) have trained millions of teachers, but the scale of the challenge is enormous. With over one crore teachers now in the system, ensuring that each one is equipped to use ICT effectively requires a sustained, decentralised effort. Training must go beyond one-time workshops and become an ongoing process embedded in teachers’ professional lives.
Administrative and institutional capacity
School administrators and education officials also need to understand how to plan, budget for, and manage ICT resources. Without institutional capacity to maintain hardware, update software, manage digital platforms, and monitor outcomes, even well-funded ICT initiatives can fall short. The proposed National Educational Technology Forum (NETF) under NEP 2020, envisioned as an autonomous body to advise on technology use in education, is a step in the right direction – but its effective establishment and functioning remain critical.
Engaging parents and communities
In many parts of India, parents – especially in rural areas – may have limited understanding of digital learning and its potential benefits. Community engagement initiatives, such as Himachal Pradesh’s e-Samwad programme where parents can monitor their child’s progress via SMS, demonstrate how simple technology can bridge the gap between schools and homes. Building parental awareness and trust in ICT-based education is essential for its success beyond the classroom.
Government initiatives: steps in the right direction
The Indian government has launched several programmes to drive ICT adoption in education. Understanding these initiatives is important because they form the foundation on which future improvements must be built.
The DIKSHA platform (Digital Infrastructure for Knowledge Sharing) serves as the national digital learning infrastructure. It provides QR-coded textbooks, interactive videos, assessments, and teacher training materials in multiple languages. The platform has recorded billions of learning sessions and is used by millions of teachers and students across the country.
PM eVidya, launched in 2020 under the Atmanirbhar Bharat initiative, consolidated multiple digital education programmes under one umbrella. It operates on the principle of “One Nation, One Digital Platform” and includes DTH television channels broadcasting curriculum-aligned content for classes 1 to 12 in regional languages – a crucial solution for students without internet access.
The SWAYAM platform offers free online courses from school to postgraduate level, while SWAYAM Prabha provides educational content through dedicated DTH channels. These initiatives, along with community radio and podcasts, aim to ensure that education reaches students through multiple modes – not just the internet.
Despite these efforts, a significant gap remains between policy and implementation. The availability of digital hardware in schools increased from about 34% in 2019-20 to 64.7% in 2024-25 – meaningful progress, but still far from universal coverage. The challenge now is to ensure that existing tools are used meaningfully, not just for passive content consumption but as genuine pedagogical instruments.
The way forward: strategic planning and equitable resource allocation
Addressing the challenges of ICT integration in education requires a coordinated, multi-pronged strategy. Here are some priorities that deserve attention:
Bridging the infrastructure gap must be the immediate priority. This means accelerating projects like BharatNet, investing in solar-powered solutions for schools in areas with unreliable electricity, and establishing dedicated maintenance budgets for digital equipment in schools.
Investing in teacher training needs to shift from one-time events to continuous, practice-oriented professional development. Teachers should learn not just how to use tools but how to design lessons, assessments, and learning experiences that leverage technology meaningfully. Peer-learning networks and mentorship models can make this more sustainable and scalable.
Creating multilingual digital content is non-negotiable for a country like India. This requires partnerships between government agencies, academic institutions, and technology companies to develop curriculum-aligned resources in all major Indian languages. The content must be interactive, engaging, and of comparable quality to what is available in English.
Adopting a blended learning approach – combining digital tools with traditional teaching – is more realistic and effective than a complete shift to technology-based instruction. Not every school can become fully digital overnight, but every school can begin to integrate small, meaningful uses of technology into its existing practices.
Ensuring equity in resource allocation is perhaps the most critical factor. ICT resources and programmes must be directed disproportionately toward underserved areas – rural schools, schools serving marginalised communities, and regions with the weakest digital infrastructure. Without deliberate equity-focused planning, existing disparities will only deepen.
