India is home to over 1.4 billion people, but only about half of them can access the internet. This stark gap between the digitally connected and the digitally excluded-commonly known as the digital divide-is one of the country’s most pressing developmental challenges. Over the past decade, both government agencies and private enterprises have launched a range of ambitious initiatives to close this gap. From laying fibre-optic cables to the remotest villages to placing internet kiosks in the hands of farmers, these efforts are reshaping how millions of Indians access information, services, and opportunities.

What is the digital divide, and why does it matter in India?
The digital divide refers to the unequal distribution of access to digital technologies-internet connectivity, devices, and the skills to use them-across different sections of society. In India, this divide runs deep along the lines of geography (urban vs. rural), gender, income, caste, and education. According to a 2025 study published in SAGE Journals, internet penetration in India grew from 14% in 2014 to about 55% in 2025. While that growth is significant, it also means that roughly 700 million people are still offline. And the increase has been heavily skewed towards urban areas, leaving rural communities further behind.
This matters because, in today’s world, being digitally excluded means being excluded from education, healthcare, financial services, government schemes, and economic opportunities. Bridging this divide isn’t just about technology-it’s about equity and development.
Digital India: the flagship government initiative
The most comprehensive effort to address the digital divide is the Digital India programme, launched on 1 July 2015 by the Government of India. Coordinated primarily by the Ministry of Electronics and Information Technology (MeitY), it is built around three core objectives: building secure digital infrastructure, delivering government services digitally, and empowering citizens through universal digital literacy.
The programme is not a single project but an umbrella initiative that integrates dozens of earlier ICT and e-governance schemes into a unified national strategy. As India celebrated 10 years of Digital India in July 2025, the numbers told a compelling story: internet connections jumped from 25.15 crore in March 2014 to over 96.96 crore by mid-2024-a growth of roughly 285%. Broadband connections surged by over 1,450% in the same period. The digital economy’s contribution to India’s GDP rose to 11.74% in 2022-23 and was projected to reach 13.42% by 2024-25.
BharatNet: connecting the last village
At the heart of Digital India’s infrastructure push is BharatNet, one of the largest rural broadband projects in the world. Its goal is to connect every Gram Panchayat (village council) with high-speed optical fibre cable (OFC). By 2025, about 2.18 lakh Gram Panchayats had been connected through nearly 6.92 lakh kilometres of optical fibre. Additionally, 4G mobile connectivity had reached over 6,15,836 of India’s roughly 6.44 lakh villages.
The Universal Service Obligation Fund (USOF) supplements BharatNet by targeting connectivity in the most remote and difficult terrains-hilly regions, dense forests, and border areas. Under USOF schemes, around 9,000 previously uncovered villages have been connected with 4G services. However, the BharatNet rollout has faced significant delays and cost overruns. The project’s estimated cost has reportedly risen from โน20,000 crore to over โน1.39 lakh crore, and last-mile connectivity remains a persistent challenge.
5G rollout and affordable data
India’s telecom revolution has been further accelerated by the rapid deployment of 5G. In just 22 months, 4.74 lakh 5G towers were installed, covering 99.6% of districts. Meanwhile, mobile data prices fell dramatically-from โน308 per GB in 2014 to just โน9.34 per GB in 2022-making India one of the cheapest mobile data markets in the world. However, as the Institute for Economics and Peace notes, the cost of smartphones and computers remains a significant barrier for low-income families, even if data itself is affordable.
Tackling digital literacy: PMGDISHA and Common Service Centres
Laying cables and installing towers is only half the battle. If people don’t know how to use digital tools, connectivity alone is insufficient. This is where the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) plays a critical role.
Launched in 2017 under MeitY, PMGDISHA aims to make at least one person in every rural household digitally literate-targeting 6 crore (60 million) rural households. The programme provides 20 hours of free training covering basic skills: how to operate a computer or smartphone, browse the internet, send emails, use digital payment systems, and access e-governance services. The focus is particularly on marginalised communities-Scheduled Castes, Scheduled Tribes, women, minorities, and persons with disabilities.
Complementing PMGDISHA is the massive network of Common Service Centres (CSCs). These are entrepreneur-run kiosks-often a single room with a computer, printer, and internet connection-that serve as the physical interface between the government’s digital services and the rural population. Under the CSC 2.0 scheme, over 5.9 lakh CSCs have been set up, with nearly 4.7 lakh located in rural areas. Through these centres, citizens can access everything from Aadhaar enrolment and banking services to telemedicine appointments and educational course registrations.
e-Choupal: a private-sector model for rural digital empowerment
While government programmes dominate the landscape, the private sector has produced one of India’s most celebrated examples of digital inclusion: ITC Limited’s e-Choupal.
Launched in June 2000, e-Choupal (the word “choupal” means village gathering place in Hindi) involved setting up internet kiosks in rural farming villages. Each kiosk is run by a trained local farmer called a sanchalak (operator), and typically serves about 600 farmers across 10 surrounding villages. Through these kiosks, farmers can access real-time information on weather conditions, crop prices, farming best practices, and market trends-data that was previously available only to urban traders and intermediaries.
The initiative was designed to tackle the chronic inefficiencies of India’s traditional mandi (market) system, where multiple layers of intermediaries exploited information gaps to keep farmers’ incomes low. By providing price transparency and direct access to ITC’s procurement process, e-Choupal allowed farmers to make informed decisions about when, where, and at what price to sell their produce. The network grew to approximately 6,100 installations across 35,000 villages, serving over 4 million farmers.
Beyond procurement: e-Choupal’s wider impact
What started as a supply-chain efficiency project evolved into a broader platform for rural development. ITC used the e-Choupal network to offer micro-credit, health services, insurance, and educational resources to farming communities. The Choupal Pradarshan Khet programme brought agricultural best practices to small and marginal farmers through hands-on demonstrations and agri-extension services.
With the launch of e-Choupal 4.0 in 2019, ITC shifted its focus from physical expansion to digital aggregation-bringing all its services onto a mobile app and leveraging technologies like AI, IoT, and machine learning. The digital component of the platform increased from about 15% to nearly 40%. However, critics have noted that the model’s heavy dependence on a single corporation raises concerns about monopolistic tendencies and uneven geographic coverage.
Kisan Call Centres: using simple technology to bridge the knowledge gap
Not all solutions to the digital divide require the internet. The Kisan Call Centre (KCC) initiative, launched by the Ministry of Agriculture in January 2004, is an excellent example of using a familiar, low-barrier technology-the telephone-to deliver vital information to farmers.
Farmers anywhere in India can dial a single toll-free number (1800-180-1551) and receive expert answers to their agricultural queries in their local language. The service is available in 22 languages, operates from 6 AM to 10 PM, seven days a week, across 14 locations. The agents, known as Farm Tele Advisors (FTAs), are agriculture graduates or postgraduates. If a query is too complex, it is escalated to subject matter specialists from state agriculture departments, ICAR institutes, or state agricultural universities.
A Kisan Knowledge Management System (KKMS) backs the call centres, providing FTAs with a digital database to ensure consistent and accurate responses. While studies like a research report coordinated by IIM Ahmedabad have pointed out operational challenges-such as lack of coordination between departments, unanswered calls during droughts, and outdated information-the KCC model remains a vital lifeline for millions of farmers who are not yet online.
Digital public infrastructure: UPI, Aadhaar, and the JAM trinity
India’s approach to bridging the digital divide isn’t limited to connectivity and literacy. The country has also built a powerful layer of digital public infrastructure (DPI) that is now central to how citizens interact with the government and the economy.
The JAM trinity–Jan Dhan bank accounts, Aadhaar biometric IDs, and mobile phones-is the backbone of India’s financial inclusion and direct benefit transfer system. Aadhaar, the world’s largest biometric identification programme, enables everything from opening bank accounts to accessing government subsidies. The Unified Payments Interface (UPI) recorded an astonishing 1,867.7 crore transactions worth โน24.77 lakh crore in April 2025 alone, transforming India into one of the world’s leaders in digital payments.
Platforms like DigiLocker (with over 53 crore users for secure document storage), UMANG (offering 2,300+ government services in 23 languages), and BHASHINI (an AI-powered language translation tool supporting 35+ languages) are removing barriers of paperwork, language, and access that have historically excluded marginalised communities from public services.
The gender and rural divide: persistent challenges
Despite these impressive strides, India’s digital divide is far from closed. The gaps are most visible along two fault lines: geography and gender.
Rural internet penetration and digital literacy remain significantly lower than in urban areas. A 2023 estimate placed rural digital literacy at just 37%. The NSS 78th Round (2020-21) found that computer literacy among those aged 15 and above is only 24.7% nationally. While mobile ownership has expanded, true digital skill-the ability to navigate the internet safely, use e-governance platforms, or leverage digital tools for economic activity-remains limited.
The gender divide compounds the problem. Only about 31.2% of AI course learners in India in 2025 were women. Google’s Internet Saathi programme, which trained rural women as digital ambassadors, was a notable private-sector effort to address this gap, but the scale of the problem requires far more sustained intervention.
Cybersecurity is another growing concern. India recorded 13.91 lakh cybersecurity incidents in 2022 and faces a shortage of approximately 8 lakh cybersecurity professionals. As millions of first-time users come online-many with limited understanding of digital safety-the risk of fraud, misinformation, and data exploitation is significant.
The path forward: what still needs to happen
India’s progress on digital inclusion over the past decade has been remarkable by any measure. Telephone connections have grown from 93.3 crore to over 120 crore. The digital economy is projected to contribute nearly one-fifth of the country’s GDP by 2030. India now ranks third globally in digitalisation of the economy.
But the numbers also reveal how much work remains. Key priorities for the future include:
Completing last-mile connectivity: BharatNet and PM-WANI (a public Wi-Fi scheme) must overcome implementation delays to reach the most remote habitations. Satellite-based internet and 5G fixed wireless access could play a critical role here.
Making devices affordable: Subsidising smartphones and tablets for below-poverty-line families and students can help ensure that affordable data translates into actual access.
Deepening digital literacy: Programmes like PMGDISHA need to evolve beyond basic operations to include cybersecurity awareness, media literacy, and advanced digital skills relevant to the modern job market.
Expanding regional language content: Platforms like BHASHINI are a strong start, but the internet needs to become truly multilingual-with high-quality educational, health, and governance content available in every major Indian language.
Strengthening data protection: The Digital Personal Data Protection Act, 2023 is a step in the right direction, but effective enforcement and public awareness are essential to building trust in the digital ecosystem.
A combined effort for digital equality
What makes India’s story unique is the combination of public-sector ambition and private-sector innovation. The government provides the macro infrastructure-fibre-optic cables, digital identity systems, policy frameworks-while initiatives like e-Choupal demonstrate how the private sector can create commercially viable models of rural digital empowerment. Community-level programmes like Kisan Call Centres and Common Service Centres ensure that even those who are not personally digital can still benefit from digital systems through trusted human intermediaries.
The journey from 14% internet penetration to 55% in a single decade is an extraordinary achievement. But the next phase-reaching the remaining 45%, ensuring they are not just connected but truly empowered-will be far harder. It demands a convergence of infrastructure investment, skill development, affordable devices, relevant content, and strong governance frameworks.
