In a world where almost every aspect of life – from education and banking to healthcare and governance – is moving online, not everyone has an equal ticket to this digital revolution. The digital divide refers to the gap between those who have meaningful access to information and communication technologies (ICTs) and those who do not. In India, this gap is deep, layered, and shaped by geography, income, gender, and education. Understanding this divide is not just an academic exercise; it directly determines who gets to participate in the opportunities of the 21st century and who gets left behind.

What exactly is the digital divide?

At its core, the digital divide is about unequal access to digital technologies – the internet, smartphones, computers, and broadband infrastructure – across different segments of society. But the concept has evolved significantly since it first entered public discourse in the 1990s. Initially, it simply meant the gap between people who had telephone or internet access and those who did not. Today, as Brookings Institution research points out, the divide encompasses not just connectivity but also differences in digital skills, quality of infrastructure, access to relevant content, and the ability to use technology productively.

The International Telecommunication Union (ITU) categorises the challenge into two goals: universal connectivity (getting everyone online) and meaningful connectivity (ensuring that access translates into real-world benefits). Researchers also distinguish between a first-level digital divide – disparities in physical access to technology – and a second-level digital divide, which concerns gaps in digital skills and the ability to use technology effectively even among those who are technically connected.

The global picture: billions still offline

Despite rapid advances in internet infrastructure worldwide, the gap remains staggering. According to a 2024 report by the Italian Institute for International Political Studies (ISPI), around 2.6 billion people were still offline as of 2024. Internet usage in high-income countries stands at roughly 93%, but it drops to just 27% in low-income countries. Urban areas globally have internet usage rates of about 83%, compared to only 48% in rural regions.

These numbers are not just statistics. They represent communities cut off from online education, telemedicine, digital financial services, and e-governance. The UN-Habitat notes that approximately 2.2 billion children and young people aged 25 or younger lack internet access at home – that is two out of every three young people worldwide. The economic dimension is equally stark: 87% of children in high-income households have home internet, compared to just 6% in low-income households.

India’s digital divide: a tale of contrasts

India presents one of the most complex cases of digital inequality in the world. The country is both a global IT powerhouse and home to hundreds of millions of people who remain digitally excluded. As of 2025, only about 41.75% of India’s internet users are from rural areas, even though rural India accounts for nearly 63% of the total population.

Urban vs. rural: the infrastructure gap

The most visible dimension of India’s digital divide is between cities and villages. While mobile internet has achieved near-universal coverage – about 98.8% of rural and 98.9% of urban households have access to mobile connectivity – the quality of that connectivity is vastly different. Only about 3.8% of rural households have optical fibre connections compared to 15.3% in urban areas. Fixed broadband access in urban homes stands at around 24%, nearly 2.6 times higher than in rural households.

This means that while rural users can technically go online, they are largely dependent on mobile data – often with slower speeds, data limits, and inconsistent signals. Tasks that urban users take for granted, like streaming educational videos, attending a telemedicine consultation, or accessing government portals, remain frustrating or impossible for many rural users.

The state-level and regional dimension

India’s digital divide also has a strong regional character. States like Kerala, Karnataka, and Tamil Nadu have significantly higher internet penetration and digital infrastructure compared to states like Bihar, Odisha, and many northeastern states like Meghalaya and Arunachal Pradesh. A study published in the International Journal of Finance & Economics found that India’s “Digital India” growth story is far from equitable, with low-income states and rural populations deserving far greater attention. The researchers developed both a Digital Infrastructure Index and a Digital Skills Index at the sub-national level, and found persistent rural-urban gaps across most states.

The BharatNet Project, India’s ambitious rural broadband initiative aimed at connecting all 2.5 lakh Gram Panchayats with high-speed broadband, has made progress – over 1.8 lakh Gram Panchayats have been connected through optical fibre networks as of 2025. However, laying cable is only part of the solution. Without adequate last-mile connectivity, affordable devices, and local support, infrastructure alone does not guarantee meaningful access.

Socio-economic and gender disparities

Income and social status are powerful determinants of digital access. Affordability remains a major barrier: while mobile data prices in India are among the lowest globally, smartphones and broadband subscriptions are still out of reach for many low-income households. Digital literacy is another critical bottleneck – only about 27% of rural users are considered digitally literate.

The gender divide adds another layer of exclusion. Data from India’s Comprehensive Modular Survey shows that only 56.9% of rural young women own mobile phones, compared to 81.2% of men in the same age group. The National Statistical Office reports that around 51% of rural women in India do not own a mobile phone at all. Social norms, cultural constraints, and lack of financial autonomy often prevent women – especially in rural areas – from owning devices or accessing the internet independently. This is not just a technology problem; it limits women’s ability to participate in online education, digital financial services, and e-governance.

Impact on education

The digital divide’s impact on education became painfully visible during the COVID-19 pandemic. When schools shifted online, an estimated 320 million learners in India were affected. But for millions of students in rural and low-income households, “online school” was simply not an option. UNICEF research highlighted that many rural households lacked basic electricity for more than 12 hours a day, and over 36% of Indian schools operated without electricity – making digital learning impossible.

Even in normal times, the divide in school infrastructure is stark. According to the Unified District Information System for Education (UDISE) report for 2023-24, only 32.4% of India’s 1.47 million schools have functional computers, and just 24.4% have smart classrooms. The gap between government and private schools is even more telling: about 60% of private schools have desktop computers, while only 21.4% of government schools do.

Government initiatives like PM e-VIDYA, DIKSHA, and SWAYAM (Massive Open Online Courses) are attempting to bridge this gap by offering multi-channel educational content through digital platforms, TV, radio, and mobile apps. These platforms have reached millions, but their effectiveness is limited by the very digital divide they seek to address – students who lack devices, connectivity, or digital skills cannot fully benefit from them.

Impact on economic development

Digital access is increasingly a prerequisite for economic participation. From job searches to digital payments, from e-commerce to agricultural market information, the internet opens doors to economic opportunity. India’s UPI (Unified Payments Interface) system has been a remarkable success story, but its benefits are unevenly distributed. While UPI usage among youth has crossed 80%, multimodal digital banking literacy remains underdeveloped in rural areas.

For farmers, digital tools like market price portals, weather forecast apps, and subsidy platforms exist – but a farmer in a remote district is unlikely to use them if the app loads in English, the interface is unfamiliar, or there is no one nearby to help navigate it. The shift towards Direct Benefit Transfers and Aadhaar-authenticated services has helped millions, but it has also created new barriers for those who cannot navigate biometric errors or failed authentication screens.

At a macro level, research shows that broadband access is closely linked to employment outcomes and economic growth. Countries and regions with better digital infrastructure attract more investment, foster more entrepreneurship, and create more jobs. The digital divide, therefore, is not just a technology issue – it is an economic equality issue that directly affects livelihoods and upward mobility.

Impact on social inclusion and governance

Digital exclusion reinforces existing social hierarchies. Marginalised communities – Scheduled Castes, Scheduled Tribes, religious minorities, persons with disabilities, and the elderly – face compounded barriers. They are less likely to have access to devices, less likely to be digitally literate, and less likely to benefit from digital government services.

As governments increasingly digitise services – from ration card applications to land records to healthcare appointments – those without digital access find themselves excluded from systems designed to serve them. E-governance promises transparency and efficiency, but without inclusive design and local support, it can deepen the very inequalities it aims to address.

The Internet Society emphasises that people without connectivity are not just missing out on convenience – they face real barriers to healthcare, civic participation, and social networks. Digital exclusion silences voices and limits the ability of communities to advocate for their own interests.

Bridging the gap: what needs to happen

Addressing India’s digital divide requires a multi-pronged approach that goes beyond laying cables and distributing devices.

Infrastructure with last-mile focus

Projects like BharatNet must be accelerated with a focus on last-mile connectivity – ensuring that fibre reaches not just Gram Panchayats but individual households and community centres. Public Wi-Fi initiatives like PM-WANI can supplement this by creating affordable access points in rural and semi-urban areas.

Digital literacy and skill building

Access without skills is meaningless. Programmes like PMGDISHA (Pradhan Mantri Gramin Digital Saksharta Abhiyan) have trained millions in basic digital skills, but the focus must shift from basic literacy to productive usage – teaching people how to use digital tools for education, business, healthcare, and governance. ICT training should be embedded in school curricula from an early age.

Affordable devices and localised content

Smartphone affordability remains a bottleneck. Subsidies, instalment purchase schemes, and device recycling programmes can help. Equally important is the availability of content in local languages. Nearly 60% of internet content consumption in India already happens in regional languages, and this trend must be supported with more government services, educational content, and applications available in Indian languages.

Gender-focused interventions

Closing the gender digital divide requires targeted action – from training self-help group members to use mobile apps for business and finance, to challenging social norms that restrict women’s device ownership. Community-based models, such as the “digital didis” programme in parts of Maharashtra where trained local women help others transact online, have shown that adoption rates increase dramatically when trust is built through local intermediaries.

Measuring outcomes, not just inputs

Success should not be measured by towers built or cables laid, but by what people can actually do with their connectivity – how often they use digital services, whether they understand them, and how these tools improve their real-life outcomes. A shift from measuring access to measuring meaningful use is essential.

The road ahead

India’s digital ambitions are bold. With initiatives like Digital India, BharatNet, and a thriving startup ecosystem, the country has made significant strides. But progress has been uneven. The digital divide is not just about who has a phone or a data plan – it is about who can meaningfully participate in a rapidly digitalising economy and society. Bridging this divide is essential for achieving equitable development, empowering marginalised communities, and fulfilling the promise of a truly inclusive digital India.

The challenge is not merely technological. It is about awareness, trust, skills, affordability, and design. As one analysis put it, a digital divide is not just about who is connected – it is about who is empowered.
