When conversations about technology and society come up, the term “digital divide” is often thrown around. It usually refers to whether someone has access to the internet or not. But the reality is far more layered than a simple binary of connected versus disconnected. The concept of digital inequality pushes us to look deeper – beyond wires and Wi-Fi signals – into how socio-economic status, education, geography, language, and gender shape people’s relationship with technology. Understanding this conceptual framework is essential for anyone studying media, policy, or development in the 21st century.

From “digital divide” to “digital inequality”: why the shift matters
The term “digital divide” first gained international prominence in a 1999 US government report that highlighted the gap between those with access to new technologies and those without. It was a useful starting point. Governments and international organisations used it to justify building infrastructure, rolling out broadband, and distributing devices.
But as technology became more widespread, researchers recognised a problem with the term. It framed the issue as a simple yes-or-no question: do you have access, or don’t you? This binary thinking missed the bigger picture. Scholars began arguing that merely having access to ICT was not sufficient to bridge societal gaps. What mattered equally – if not more – was whether people had the skills, motivation, and resources to use technology in ways that actually improved their lives.
This is where the concept of digital inequality takes over. Unlike the digital divide, digital inequality acknowledges that disparities exist on a spectrum. Two people might both “have” the internet, but the quality of their connection, the devices they use, the content available to them, and their ability to leverage digital tools for education or employment can be vastly different. As research on digital inequalities in Italy notes, once connectivity becomes nearly universal, significant territorial, educational, and social gaps persist – reflecting deeper inequalities in resources and opportunities.
The three levels of digital inequality
One of the most widely used frameworks for understanding digital inequality breaks it down into three distinct levels. Each level represents a progressively deeper layer of the problem.
First level: access
This is the most basic layer – whether people have physical access to digital devices and internet connectivity. Early digital divide policies focused almost entirely on this. Build more cell towers, lay more fibre optic cables, distribute more computers – and the problem would solve itself. Or so the thinking went.
But research has shown that the first-level divide is more complex than it appears. A study based on the Dutch population found that even in one of the world’s richest and most technologically advanced countries, the first-level digital divide persists. It’s not just about whether you have a connection. It’s about the variety of devices you own, the quality of those devices, and whether you can afford the ongoing costs of maintaining hardware, software, and subscriptions. For lower-income populations, the inability to consistently maintain access due to financial constraints is a real and documented barrier.
Second level: skills and usage
The second level shifts the focus from hardware to human capability. Even when people have access, they differ enormously in their digital skills and literacy. Researchers have developed frameworks distinguishing between operational skills (knowing how to use a device), informational skills (finding and evaluating information online), and strategic skills (using digital tools to achieve personal or professional goals).
According to scholars like Jan van Dijk, this is where the differences between demographic groups become large and tend to grow over time. People with higher education and professional occupations consistently outperform those with less education in content-related digital skills. This matters because how you use the internet determines what you get out of it. Browsing social media passively is a fundamentally different activity from using digital platforms for career development, civic participation, or learning.
Third level: outcomes
The most recent addition to the framework, the third-level digital divide looks at the tangible outcomes people achieve from their digital engagement. Do they get better jobs? Do they earn more? Are they more politically engaged? Do they access better healthcare? Even among people with equivalent access and skills, socioeconomic status shapes the kinds of online activities they undertake. Higher-status individuals are more likely to use the internet for activities that enhance their economic and social capital.
These three levels are cumulative. Disadvantages at one level feed into the next. Those with fewer resources don’t just get online later – they also develop fewer skills and derive fewer benefits from their digital participation.
Socio-economic factors that drive digital inequality
Digital inequality does not exist in a vacuum. It is a mirror of broader social stratification. Several key factors shape who benefits from the digital revolution and who gets left behind.
Income and economic status
The link between income and digital access is well-established. ITU’s Facts and Figures report paints a stark picture: in high-income countries, 93 percent of the population uses the internet, while in low-income countries, just 27 percent are online. Even within countries, income determines the type of device a person uses, the speed of their connection, and their ability to pay for data. Affordability remains a critical barrier – in low-income countries, a fixed-broadband subscription costs the equivalent of nearly a third of the average monthly income.
Geography: urban versus rural
Where you live profoundly affects your digital opportunities. Globally, around 83 percent of urban residents use the internet, compared to less than half of rural populations. Of the estimated 2.6 billion people still offline in 2024, about 1.8 billion live in rural areas. The reasons are practical: laying broadband infrastructure in remote or sparsely populated regions is expensive, and the commercial incentive to do so is often low. This geographic divide has direct consequences for education, healthcare, and economic participation.
Education
Education is one of the factors most frequently linked to the digital divide in academic literature. Higher educational attainment correlates with greater digital literacy, more diverse internet use, and better outcomes from that use. It creates a feedback loop: those with better education gain more from technology, which in turn gives them further advantages in education and employment. The reverse is equally true – lack of education limits meaningful digital engagement, reinforcing existing disadvantage.
Gender
Gender remains a persistent axis of digital inequality globally. ITU data indicates that approximately 70 percent of men used the internet worldwide in 2024, compared with 65 percent of women. In certain regions, the gap is much wider. In India, for example, women are significantly less likely to use mobile internet, often because of economic dependence, lack of personal device ownership, and cultural restrictions on technology use.
The language barrier: a critical but overlooked dimension
One aspect of digital inequality that doesn’t always receive the attention it deserves is linguistic diversity. The internet remains overwhelmingly English-centric. A vast amount of valuable information – particularly in higher education, science, and technology – is available only in English or a handful of other dominant languages.
This creates a massive barrier for non-English speaking populations. In a linguistically diverse country like India, with 22 officially recognised major languages and hundreds of dialects, the challenge is enormous. Industry estimates suggest that more than 70 percent of Indian internet users prefer digital content in regional languages. Yet most digital platforms, government services, and educational resources still prioritise English or Hindi, effectively excluding speakers of other languages from meaningful digital participation.
Without content in their own languages, people can access the internet but cannot fully engage with it. Health advisories, legal information, financial literacy resources, and educational materials remain inaccessible or difficult to comprehend. This is not just an inconvenience – it’s a democratic deficit. Access to information in one’s native language is fundamental to participating in civic life, accessing government services, and making informed decisions about one’s health and livelihood.
Quality of connectivity: beyond the “connected” label
The conversation about digital inequality has also evolved to include the quality of connectivity, not just its presence. Being “online” via a slow, unreliable 2G connection on a shared feature phone is a fundamentally different experience from accessing high-speed broadband on a personal laptop.
The ITU’s 2025 report highlights that today’s digital divides are increasingly defined by speed, reliability, affordability, and skills rather than simple connectivity. A user in a high-income country generates nearly eight times more mobile data per month than a user in a low-income country. This “usage gap” reveals that even among the connected, the depth and richness of digital engagement varies enormously.
The concept of meaningful connectivity – which the ITU defines as access with high-quality service, at an affordable cost, whenever and wherever needed – captures this shift well. It recognises that simply counting internet users is an inadequate measure of digital equality.
The role of digital literacy and competencies
Giving people devices and connectivity without equipping them with skills is like handing someone a book in a language they can’t read. Digital literacy – the ability to find, evaluate, create, and communicate information using digital technologies – is the bridge between access and meaningful use.
In India, programmes like the Pradhan Mantri Gramin Digital Saksharta Abhiyan aim to make at least one person in every family digitally literate. But the scale of the challenge is immense, and the rapid pace of technological change means that digital literacy programmes must continually evolve. Basic skills like sending an email are no longer enough; people need competencies in online safety, critical evaluation of information, and the ability to use digital tools for economic and civic participation.
Research increasingly distinguishes between basic digital skills (operating a device, using an app) and advanced digital skills (data analysis, content creation, understanding algorithmic processes). The gap between these two skill levels closely mirrors existing socio-economic divides, with privileged groups more likely to possess the advanced capabilities that translate digital access into real-world advantages.
Digital capital: a new way to understand digital inequality
Drawing on the sociological work of Pierre Bourdieu, some researchers have introduced the concept of digital capital to provide a unified framework for understanding all three levels of the digital divide. Digital capital refers to the combination of digital access, skills, and the ability to convert these into social, economic, or cultural advantages.
Just like cultural or social capital, digital capital can be accumulated, transmitted across generations, and converted into other forms of advantage. A parent with high digital capital is more likely to raise children who are confident and capable digital users. A professional with advanced digital skills can leverage them for career advancement in ways that someone with only basic skills cannot.
This framework is powerful because it moves beyond treating digital inequality as a purely technical problem. It positions technology use within the broader system of social stratification, making it clear that addressing digital inequality requires interventions at the social and institutional level – not just more infrastructure.
Why this conceptual shift matters for policy
Understanding digital inequality as a multi-dimensional, socially embedded phenomenon has direct implications for policy. If the problem were simply about access, the solution would be straightforward: build infrastructure. But because the problem extends to skills, usage patterns, outcomes, language, and quality of connectivity, the solutions must be equally comprehensive.
Effective digital inclusion policy needs to address affordability (subsidised devices and data plans), infrastructure (reliable connectivity in rural and underserved areas), digital literacy (ongoing, contextualised training programmes), content localisation (creating resources in regional languages), and institutional support (ensuring government and educational services are accessible to all).
The COVID-19 pandemic made this painfully obvious. When education moved online, students without reliable internet, suitable devices, or digital skills were left behind. The shift exposed both first-level access gaps and second-level skills gaps, with underserved communities facing the greatest disadvantages. This was not just a temporary crisis – it was a revealing stress test that showed how deeply digital inequality is woven into the fabric of social inequality.
