Every day, billions of people consume news without stopping to ask: who decided this story mattered? Why did this event make the front page while another, equally significant one did not? The answer lies in a process far more deliberate than most audiences realize. In 1957, two American communication scholars – Bruce Westley and Malcolm S. MacLean Jr. – published a model that explained exactly this. Their framework, now widely known as the Westley and MacLean Model of Communication, was one of the first to map out the messy, multi-layered reality of mass media. At its core, it introduced a character the world of communication theory had largely ignored: the gatekeeper. Understanding this model means understanding how the media shapes not just what we read, but what we think is worth knowing.

The origins of the model: building on what came before
Westley and MacLean did not start from scratch. Their model was a direct combination of two earlier frameworks – Kurt Lewin’s concept of gatekeeping and Theodore Newcomb’s ABX model of interpersonal communication. Newcomb’s original model described how Person A communicates with Person B about an object X, with feedback immediately exchanged between them. It was clean, simple, and well-suited to face-to-face conversation. But it said nothing about what happens when communication moves from a two-person exchange to a newsroom serving millions.
Lewin had earlier introduced the concept of “gatekeeping” in a completely different context – wartime food supply chains – to describe how certain decision-makers controlled which goods moved through a distribution channel. This idea was first applied to journalism by David Manning White in 1950, who studied the editorial decisions of a single newspaper editor nicknamed “Mr. Gates.” White found that personal judgments, biases, and professional values determined what stories were published and which were discarded. Westley and MacLean took this insight and built it into a full-scale communication model – one designed specifically for the mass media environment.
The key components: A, B, C, and X
The model uses four primary notations to represent the different actors and elements in the communication process. Once you understand each one, the whole system clicks into place.
X – the environment and its events
The model begins not with a person, but with the environment. The letter X represents the countless events, issues, and objects in the world – everything happening around us at any given moment. There is an infinite supply of X’s: a flood in one state, a political speech in another, a scientific discovery, a celebrity scandal. This sea of events is the raw material from which communication eventually flows. The model acknowledges that communication is triggered by something real in the world, not simply by a sender’s impulse to speak.
A – the source or advocate
A is the source – a person, a political party, a corporation, or a pressure group – who wants to communicate a particular message to the public. Critically, A is purposive: they have an intention. A politician holds a press conference, an NGO issues a statement, a business launches a campaign. A selects from the available X’s (events in the world) and constructs a message they want people to hear. The message A sends is shaped by their own object of orientation – their values, beliefs, and social position. No source is neutral; every advocate has a reason for sending the message they send.
C – the gatekeeper
This is where the Westley-MacLean model makes its most important contribution. C represents the mass media channel – the newspaper, the television network, the news website – and crucially, the human (or institutional) decision-maker within it. C acts as a gatekeeper, filtering what information from A (and directly from X) actually reaches the audience. The editor deciding which stories run on the front page, the TV producer choosing which clips to air, the digital editor selecting what appears on the homepage – these are all manifestations of C.
A vital distinction the model makes is that C does not simply relay A’s message. Westley and MacLean described C as an agent of B – meaning the gatekeeper is theoretically supposed to serve the audience’s need for information, not merely the advocate’s desire to be heard. C also has direct access to events in the world (X) and can select and report on them independently of any advocate. A journalist covering a fire doesn’t need a press release from A to report the story; they encounter X directly.
The gatekeeping process operates at multiple levels. At the individual level, a journalist’s personal background, cultural identity, and professional training influence what they consider newsworthy. At the organisational level, the policies and commercial interests of the media house shape what gets published. At the social level, broader ideological and political norms frame what is acceptable to report and how.
B – the audience or receiver
B is the audience – the readers, viewers, and listeners who ultimately receive the mediated message. Unlike in simpler models where B is a passive endpoint, the Westley-MacLean framework treats B as an active participant. Feedback in interpersonal communication is direct and fast, but in mass communication, it is indirect and slow. A viewer cannot immediately respond to the evening news anchor the way one friend responds to another in conversation. Yet B’s responses – ratings, letters, subscriptions, website clicks – do eventually loop back to influence C and A.
The feedback loops: making the model dynamic
One of the most sophisticated aspects of the Westley-MacLean model is its inclusion of feedback, represented by lowercase ‘f’. Rather than treating mass communication as a one-way broadcast, the model recognises that all parties in the system influence each other over time. There are three key feedback loops:
fBC (Feedback from audience to gatekeeper): This is the most consequential feedback in practice. When B responds to C’s selections – through ratings, click-through rates, comment sections, or subscription cancellations – C learns what is working and adjusts future editorial decisions accordingly. In the 1950s, this was a letter to the editor arriving days later. Today, it is a real-time flood of engagement data that newsrooms monitor continuously.
fCA (Feedback from gatekeeper to source): C also communicates back to A. When a newspaper declines to cover a politician’s press conference, or a broadcaster edits down a corporate statement, the advocate receives a signal about what the media considers worthy of attention. This shapes how A crafts future communications.
fBA (Feedback from audience to source): B can also respond directly to A, bypassing C entirely. Voters can reject a politician at the ballot box; consumers can boycott a brand. This feedback loop highlights how audiences, though seemingly passive recipients, actively participate in shaping what advocates say and do.
What the model tells us about news selection
The most powerful insight the Westley-MacLean model offers is that the news is not a mirror of reality – it is a curated selection of it. Of the thousands of X’s occurring in the world on any given day, only a fraction reach B. That fraction is determined by C’s judgments about what is newsworthy, what is commercially viable, what fits the editorial line, and what the audience has historically responded to.
Gatekeeping decisions are made every day to sort out the relevant items that audiences will see. These decisions are not arbitrary. Scholars have identified consistent “news values” – impact, proximity, timeliness, prominence, conflict – that guide what passes through the gate. Stories with high conflict, prominent figures, or immediate public impact are far more likely to make it through C than slow-burning, complex issues that lack these properties. This explains, for instance, why a dramatic political scandal often displaces a nuanced economic policy story, even if the latter has greater long-term consequence.
Importantly, the gatekeeping tradition can also be traced to the work on social control in newsrooms, which showed that reporters and editors were guided not just by professional news values, but also by institutional pressures – the expectations of senior editors, the commercial interests of owners, and the implicit norms of the organisation. C is never a neutral filter.
The model in the digital age: gatekeepers transformed
When Westley and MacLean published their model in 1957, C was a human editor with a red pen. Today, C is increasingly an algorithm. Artificial intelligence systems in news distribution are not static gatekeepers; they continuously update what they show based on user interactions, leading to feedback loops that can amplify certain patterns in news consumption. Google’s search rankings, TikTok’s For You page, and Facebook’s news feed are all performing the same function that a newspaper editor once did – selecting, prioritising, and packaging information for an audience – but at a scale and speed no human gatekeeper could match.
The criteria have changed too. Algorithmic gatekeepers select based on one primary metric: engagement – what will keep you scrolling. Traditional news values like public impact, accuracy verification, and editorial balance are largely absent from algorithmic logic. This shift has fuelled concerns about filter bubbles, misinformation, and the collapse of a shared public information environment.
At the same time, some scholars argue that audiences themselves have become gatekeepers. Singer (2014) argues that audiences have become important participants in the gatekeeping process, defining their role as a form of “secondary gatekeeping.” When users share an article, retweet a story, or post a video, they are making the same kind of selection decision that a traditional editor once made – choosing what information to amplify for their own networks. The model’s core logic holds, even as its cast of characters has multiplied dramatically.
Strengths and limitations of the model
The Westley-MacLean model earns its place in communication theory for several reasons. It was one of the first frameworks to account for the complexity of mass media, moving well beyond simple sender-receiver models. It acknowledges that communication begins with the environment, not just a sender’s intention. It incorporates feedback, making it a dynamic rather than a static framework. And it correctly identifies the gatekeeper as a decisive, powerful force in shaping public knowledge.
Its limitations are also worth noting. The model does not account for noise – the distortions and interference that can alter a message between sender and receiver, which the Shannon-Weaver model handles more precisely. It is also a two-dimensional model, meaning it struggles to represent the multi-layered, networked nature of modern communication where multiple messages flow simultaneously across multiple channels. And as some critics point out, the gatekeeper step feels increasingly incomplete in an era where peer-to-peer sharing and citizen journalism allow messages to bypass traditional C’s entirely.
Despite these limitations, the model remains a foundational reference in mass communication studies. Its central insight – that communication does not begin when one person starts to talk, but when a person responds selectively to their physical surroundings – remains as true today as it was in 1957. And its identification of the gatekeeper as the pivotal, power-holding figure in mass communication has only grown more relevant as the question of who controls information has become one of the defining political and social issues of the digital era.
