When you think about education in India today, it’s hard to imagine classrooms without some form of technology. But this wasn’t always the case. Over the past few decades, India has witnessed a remarkable transformation in how education reaches its citizens, particularly those in remote and underserved areas. From satellites beaming lessons to villages to digital repositories storing thousands of educational resources, the journey of integrating Information and Communication Technology into education has been both ambitious and inspiring.

Early experiments that changed everything
Long before smartphones and high-speed internet became commonplace, India was already experimenting with innovative ways to use technology for education. The most groundbreaking of these was the Satellite Instructional Television Experiment, or SITE, launched in 1975. This wasn’t just another educational project. It was a bold collaboration between NASA and ISRO that would go on to influence educational technology initiatives worldwide.
Picture this: thousands of villagers in remote parts of India gathering around television sets to watch educational programs beamed directly from space. For one year, from August 1975 to July 1976, SITE reached over 2,400 villages across six Indian states. Morning programs focused on school children, while evening broadcasts targeted adults with content on agriculture, health, family planning, and national integration. What made this experiment truly special was its scale and ambition. Many viewers had never seen a television before, let alone accessed formal education through such a medium.
Building on satellite success
The success of SITE paved the way for more localized experiments. The Kheda Communication Project, which ran from 1975 to 1990 in Gujarat, took a different approach. Rather than broadcasting from a distant satellite, it focused on creating locally relevant content with active community participation. About 650 television sets were distributed across 400 villages, and the project became known for producing research-based participatory development programs. It was so successful that it won the IPDC-UNESCO Prize for Rural Communication in 1985.
Building on lessons from Kheda, the Jhabua Development Communication Project emerged in the mid-1990s. Jhabua, a tribal-dominated district in Madhya Pradesh with a literacy rate of just 15 percent, desperately needed innovative educational solutions. The project set up 150 direct reception systems with satellite dishes, television sets, and VCRs across villages. But what made it truly interactive was the inclusion of 12 talkback terminals at block headquarters, allowing village functionaries like teachers and health workers to ask questions and provide feedback in real time. This two-way communication was revolutionary for its time.
Learning through unconventional means
While government-led initiatives were making waves, an entirely different kind of experiment was taking shape in Delhi’s slums. In 1999, computer scientist Sugata Mitra conducted what would become the famous Hole in the Wall experiment. He carved a hole in a wall separating NIIT’s premises from an adjoining slum in Kalkaji and installed a freely accessible computer.
What happened next surprised even the researchers. Children who had never seen a computer before, many of whom couldn’t read, began teaching themselves to use it. They learned to browse the internet, play games, and even pick up English words. This wasn’t structured learning with teachers and lesson plans. It was pure curiosity-driven, collaborative discovery. The experiment was repeated in multiple locations with similar results, demonstrating that children could acquire basic computing skills through what Mitra called Minimally Invasive Education.
The Hole in the Wall inspired the creation of HiWEL (Hole-in-the-Wall Education Limited), which has since established over 200 learning stations across India and other countries. While critics have questioned some claims about the depth of learning achieved, the experiment undeniably sparked important conversations about self-directed learning and the role of technology in education.
Empowering communities through information kiosks
Around the same time, another grassroots initiative was taking root in rural Madhya Pradesh. The Gyandoot project, launched in 2000 in Dhar district, created a network of community-owned rural internet kiosks called Soochanalayas. These weren’t just about education. They provided a range of government services, from land records to grievance redressal, making governance more transparent and accessible.
One of Gyandoot’s services was Shiksha Gyandoot, which provided educational content and career guidance to local students. Each kiosk was operated by trained local youth called Soochaks, who served as both entrepreneurs and community facilitators. While the project faced sustainability challenges, it demonstrated how technology could bridge the gap between government services and rural citizens, with education being a key component.
Government initiatives for digital transformation
As these experimental projects showed promise, the government began rolling out larger, more structured initiatives. Vidya Vahini, launched in 2003, aimed to connect thousands of schools with computer labs, internet access, and online learning resources. The project envisioned creating a peer-to-peer network where students across the country could share knowledge and resources. While implementation faced challenges due to funding and infrastructure constraints, it laid the groundwork for subsequent digital education initiatives.
More recently, ePathshala has emerged as a comprehensive digital platform providing textbooks, audio-video resources, and multimedia content developed by NCERT. Available in multiple languages including English, Hindi, and Urdu, it serves students, teachers, and parents alike. The platform’s mobile-friendly design ensures that resources are accessible even in areas with limited internet connectivity, making quality educational content available to millions.
Transforming higher education through technology
While school education was being revolutionized, higher education wasn’t far behind. The Country Wide Classroom project and similar initiatives sought to connect universities and colleges across India, enabling resource sharing and collaborative learning. A major milestone came with UGC-INFONET, launched in 2004, which provided universities with access to thousands of electronic journals and digital resources. This consortium-based approach helped even smaller universities access world-class research materials that would have been financially out of reach otherwise.
Gyan Darshan, the 24-hour educational television channel launched in 2000, became another cornerstone of higher education outreach. As a joint initiative of the Ministry of Education, Ministry of Information and Broadcasting, and IGNOU, it broadcasts content ranging from school-level subjects to university courses. The channel pools software from various educational institutions, ensuring diverse and quality programming for learners at different levels.
IGNOU’s digital ecosystem for distance learners
Perhaps no institution has embraced ICT for education more comprehensively than IGNOU, the world’s largest open university. Recognizing that distance learners need multiple touchpoints for effective learning, IGNOU developed an impressive array of digital tools and platforms.
Learning through radio and audio streaming
Gyan Vani, launched in 2001, created a network of educational FM radio stations operating at 105.6 MHz across various Indian cities. Each station has a range of about 60 kilometers, covering entire cities and surrounding rural areas. The stations broadcast curriculum-based programs contributed by IGNOU, IITs, NCERT, and other institutions, addressing local educational and socio-cultural needs. Interactive Radio Counseling sessions allow students to directly connect with faculty and counselors, making learning more engaging and responsive.
Complementing Gyan Vani is Gyandhara, an internet audio counseling service that allows students anywhere in the world to listen to live discussions by teachers and experts. Students can interact through telephone, email, and chat, making it a truly interactive learning experience. When live sessions aren’t available, Gyandhara streams Gyan Vani Delhi content, ensuring continuous access to educational programs.
A treasure trove of digital resources
At the heart of IGNOU’s digital infrastructure lies eGyanKosh, the national digital repository for open and distance learning resources. This platform stores, indexes, and distributes digital learning materials developed not just by IGNOU but by open and distance learning institutions across India. Students can access video lectures, study materials, and supplementary resources anytime, anywhere. The repository has become an invaluable resource for millions of distance learners, democratizing access to quality educational content.
What’s remarkable about IGNOU’s approach is how it combines multiple technologies. Television through Gyan Darshan, radio through Gyan Vani, internet streaming through Gyandhara, and digital archives through eGyanKosh together create a comprehensive learning ecosystem. This multi-channel strategy ensures that students with varying levels of technology access can still participate in quality education.
