The advent of the internet: from ARPANET to the world
The story of the internet begins not in a Silicon Valley garage, but in a U.S. Department of Defense laboratory. ARPANET – short for the Advanced Research Projects Agency Network – was funded by the U.S. Defense Department’s ARPA in the late 1960s, with the original goal of linking computers at Pentagon-funded research institutions. The first computer-to-computer signal on this network was sent between UCLA and the Stanford Research Institute on October 29, 1969, marking the birth of networked digital communication.
The underlying technology that made this possible was packet switching – a method where data is broken into small chunks, sent across a network independently, and reassembled at the destination. This approach was far more reliable and bandwidth-efficient than traditional circuit-based telephone networks, and it remains the foundational technology of the internet today. In 1983, TCP/IP replaced the older NCP protocol as ARPANET’s backbone, enabling different networks to communicate with each other and effectively creating the infrastructure of the modern internet. ARPANET itself was formally decommissioned in 1990, having already evolved into the internet as we know it.
In 1991, CERN introduced the World Wide Web to the public – built on Tim Berners-Lee’s development of HTML, which transformed the internet from a text-based tool for researchers into a navigable, multimedia information space accessible to everyone.
The internet comes to India
While the internet was spreading rapidly through the West through the early 1990s, India’s digital story began on a historic date. On August 15, 1995 – India’s Independence Day – the first publicly available internet service in India was launched by the state-owned Videsh Sanchar Nigam Limited (VSNL). The service, called the Gateway Internet Access Service (GIAS), was announced by VSNL’s Chairman and Managing Director B.K. Syngal, who is widely regarded as the Father of Indian Internet.
The early experience was far from what we have today. GIAS offered a speed of just 9.6 kbit/s and was priced at โน5,200 for 250 hours of usage for individual subscribers – making it an expensive and sluggish service by any standard. Notably, even China did not have commercial internet at that point, which makes India’s early entry into the digital world particularly remarkable. The service was initially available only in the metro cities of Mumbai, Delhi, Kolkata, and Chennai, with Bangalore and Pune being added by the end of 1995.
It is worth noting that India had a limited precursor to public internet. As early as 1986, the Educational Research Network (ERNET) – a joint undertaking of the Department of Electronics and the United Nations Development Programme – was launched, but it was exclusively available to educational and research communities. VSNL’s 1995 launch was the first time the general public could access the internet.
From dial-up to digital India
Progress after 1995 was gradual at first. For nearly a decade, internet access remained constrained by narrow-band dial-up connections with speeds below 56 kbit/s. The real acceleration began in the mid-2000s with the broadband policy of 2004, and then again in 2010 when the government auctioned 3G spectrum, followed by 4G, setting the scene for a competitive wireless broadband market. The single biggest catalyst, however, came in 2016 with the launch of Reliance Jio, which introduced extremely low-cost data plans and effectively democratized mobile internet across the country.
Today, the numbers tell a staggering story. Total internet subscribers in India grew from 251.59 million in March 2014 to 954.40 million by March 2024 – a compound annual growth rate of over 14%. Connectivity has spread well beyond metro cities. As of April 2024, 95.15% of India’s villages have access to 3G or 4G mobile connectivity, enabled in large part by the government’s BharatNet project, which aims to connect all Gram Panchayats with optical fibre cable.
The expansion of the internet: speeds, services, and reach
As connectivity expanded, the nature of the internet itself changed dramatically. What began as email and basic web pages evolved into a rich ecosystem of services that now underpin both personal life and professional communication. Search engines like Google made information retrieval instantaneous. Social media platforms – Facebook, Twitter, Instagram, YouTube – redefined how people and organizations interact with their audiences. E-commerce platforms like Amazon and Flipkart turned the internet into a marketplace that reaches every corner of the country.
The evolution of internet speeds made all of this possible. Dial-up gave way to broadband, broadband to high-speed Wi-Fi, and Wi-Fi to fibre connections capable of delivering gigabit speeds. According to the Internet in India 2024 report by Kantar and the Internet and Mobile Association of India, India now has 886 million active internet users, with rural internet penetration surging and narrowing the urban-rural divide. Strikingly, rural India now accounts for 488 million internet users – outpacing urban India’s 397 million.
The role of affordable data in driving mass adoption
The sharp drop in data costs following Jio’s entry was a turning point. Cheaper smartphones combined with affordable data plans brought the internet to first-generation users in small towns and villages, who primarily use it for entertainment, social networking, and accessing government services. On average, Indian internet users now spend 90 minutes per day online, with social media, OTT video streaming, digital payments, and e-commerce being the dominant activities. This shift in behaviour is not just a consumer story – it is a fundamental change in the environment in which PR and communications professionals operate.
Importance of the internet in the contemporary world
The internet’s importance cuts across every age group and every sector of society. It is no longer a tool for the technically inclined – it is the primary channel through which people access news, entertainment, education, healthcare information, financial services, and government resources. For PR professionals, this universality is both an opportunity and a responsibility.
How the internet transformed public relations
Before the internet, public relations was largely a one-way communication discipline – organizations issued press releases, journalists published stories, and the public received information passively. The internet broke this model entirely. The advent of internet-based communication significantly increased the sophistication of the target audience of public relations, giving ordinary people the power to fact-check, critique, and amplify organizational messages in real time.
The internet and the World Wide Web changed how people access information – whether via blogs, podcasts, or YouTube videos – and fundamentally altered the traditional role of media gatekeepers. Today, a company’s reputation can be shaped as much by a viral social media post as by a feature in a national newspaper. The Public Relations Society of America (PRSA) defines PR as a strategic communication process that builds mutually beneficial relationships between organizations and their publics – and the internet has expanded the reach and speed of that process beyond anything previously imaginable.
Social media has become one of the greatest social revolutions in the field of communication, fundamentally changing how individuals and organizations interact – reframing the practice of public relations and other marketing communications. PR teams now manage brand presence across multiple platforms simultaneously, respond to crises within hours, engage with journalists on social networks, and track public sentiment using real-time analytics.
The pandemic and the internet’s indispensability
If there was any remaining doubt about the internet’s centrality to modern life, the COVID-19 pandemic removed it. When offices closed, schools moved online, and physical events were cancelled, the internet became the sole infrastructure for maintaining social, professional, and institutional continuity. Digital PR played a vital role in helping organizations stay connected with their audiences, disseminate important information, and maintain brand visibility through remote collaborations, virtual press conferences, and empathetic content creation.
Video platforms like YouTube became especially vital during this period. According to the Reuters Institute’s Digital News Report 2024, YouTube is used for news by almost a third – 31% – of global survey respondents each week, a figure that has grown steadily since the pandemic drove new online habits. For PR professionals, this surge in video consumption opened an entirely new channel for storytelling, brand communication, and crisis management.
The internet as a tool for everyone
One of the most significant aspects of the modern internet is its inclusivity across age groups. Senior citizens access government pension portals; school children stream educational content; entrepreneurs build businesses entirely online; rural farmers use agricultural apps to check commodity prices. Notably, 57% of Indian internet users now prefer accessing content in Indic languages, signalling that the internet has moved well beyond its English-language origins and is engaging populations that were previously left out of the digital conversation.
For PR and brand management professionals, this demographic breadth is critical. It means audiences are not monolithic – they are fragmented across platforms, languages, and devices. Today’s PR professionals are digital multi-hyphenates who require knowledge of SEO, influencer marketing, social media campaigns, link building, and trending topics to effectively reach and engage these diverse audiences. The internet did not just change the tools of PR – it changed the very nature of what public relations means.
Looking ahead
From a four-node research network in 1969 to a global system connecting over five billion people today, the internet has compressed time and distance in ways that continue to reshape communication. India’s own journey – from VSNL’s 9.6 kbps dial-up service in 1995 to a country with nearly a billion active internet users – mirrors this global transformation at a local scale. For anyone working in public relations or brand communication, understanding this history is not just academic; it is the foundation upon which every modern digital strategy is built. The internet is not a channel among many. For PR, it is the environment itself.
