India’s relationship with education stretches back thousands of years – long before the modern classroom, the printed textbook, or the internet existed. From students living in forest ashrams with their gurus to today’s children logging into online classes on smartphones, the story of Indian education is one of continuous reinvention. Each era brought new philosophies, new power structures, and new ideas about who deserves to learn, what is worth learning, and how learning should happen. Understanding this evolution is not just a historical exercise – it directly informs how we think about the challenges and promises of education in India today.

The gurukul era: learning as a way of life

The earliest organized form of education in India was the Gurukul system, which dates back to around 5000 BCE. It was a residential model where the student – called the shishya – lived in the home of the teacher, or guru, and learned through daily immersion in knowledge and practice. The medium of instruction was Sanskrit, and the goal was not merely academic achievement but the all-round development of the individual: intellectual, moral, spiritual, and social.

The curriculum was wide-ranging. At the Gurukuls, teachers imparted knowledge on religion, scriptures, philosophy, literature, warfare, statecraft, medicine, and astronomy. Education was largely oral, passed from teacher to student through recitation and dialogue. Importantly, it was free – though students from wealthier families offered a voluntary gurudakshina, or gift, upon completing their studies.

One critical limitation of this system was its rigid connection to caste. Instruction was based on varna, or social class, and the specific duties associated with each caste. Brahmin boys began formal schooling through the upanayana, or thread ceremony, which was restricted to the three higher castes. Women and those from lower castes were largely excluded from formal education, a social inequity that would echo through centuries of Indian history.

Ancient universities: Nalanda, Taxila, and the global exchange of knowledge

Beyond the Gurukul, ancient India also produced some of the world’s earliest and most celebrated centres of higher learning. Nalanda University, founded in the 5th century, was the world’s first residential university, attracting 10,000 students and scholars from across the world. Its subjects ranged from astronomy and logic to medicine and linguistics. Taxila had already acquired an international reputation in the 6th century BCE as a centre of advanced studies, drawing students from across Asia. These institutions proved that ancient India was not parochial in its pursuit of knowledge – it was, by the standards of any era, genuinely cosmopolitan.

Medieval education: the influence of Islam and the age of madrasas

With the arrival of Islam in India, the educational landscape shifted significantly. In the medieval period, institutions such as madrasas and maktabs emerged as the primary centres of learning, emphasizing religious and Islamic education. Persian became the language of the courts and the educated classes, and cities like Bidar, under the influence of scholar-administrator Mohammad Gawan, developed impressive libraries and teaching institutions. Subjects like Islamic theology, philosophy, astronomy, history, and medical science were all part of the curriculum.

This era did not completely displace earlier traditions – Sanskrit schools, Jain monastic centres, and Hindu temple-based learning continued to exist alongside Islamic institutions. But it introduced a new pluralism to Indian education, even as access remained limited along lines of religion, gender, and class.

Colonial education: the English turn and Macaulay’s legacy

The arrival of British colonial rule marked one of the most consequential turning points in Indian educational history. In 1835, Thomas Macaulay established the case for English education for Indian natives through his infamous “Minute on Indian Education,” introducing Western education primarily to create a class of English-speaking workers. This philosophy – now known as Macaulayism – aimed to produce, in his own words, a class of people Indian in blood but English in taste and intellect, who could serve as cultural intermediaries between the British and the broader Indian population.

The modern school system was brought to India by Lord Thomas Babington Macaulay in the 1830s, with “modern” subjects like science and mathematics taking precedence, while metaphysics and philosophy were deemed unnecessary. Missionary schools established from the 1820s expanded literacy and English-medium instruction across the country, particularly in the Bengal, Bombay, and Madras Presidencies.

Colonial education had a deeply contradictory character. On one hand, it dismantled older, more holistic traditions and distanced Indians from their cultural roots. On the other, it laid the infrastructure for modern institutions and introduced ideas of scientific inquiry and formal credentialing. Growing awareness of the need for technical education led to the establishment of the Indian Institute of Science, founded by philanthropist Jamshetji Tata in 1909 – a sign that Indians were not passive recipients of colonial education, but were shaping it to serve national interests as well.

Indian responses to colonial education

Not all Indians accepted the colonial model uncritically. Nationalist leaders and reformers pushed back against an education system designed to serve British administrative needs rather than Indian social development. By 1919, C. Sankaran Nair, then president of the Indian National Congress, publicly criticized the colonial education system for confining higher and secondary education in ways that served imperial interests rather than Indian development. Institutions like Banaras Hindu University and the Aligarh Muslim University were founded not just as centres of learning but as expressions of cultural and political identity.

Post-independence India: building education for a new nation

When India became independent in 1947, the educational challenge was immense. Crude literacy in undivided India was only 16%, reflecting the British government’s historical apathy towards the development of Indian masses and the cultural denial of education to underprivileged sections of society, including women. The new government had to build a national education system virtually from scratch – one that could serve a vast, multilingual, and deeply unequal society.

India’s first Minister of Education, Maulana Abul Kalam Azad, envisaged strong central government control over education throughout the country, with a uniform educational system. A series of commissions were established in quick succession – the University Education Commission (1948-49), the Secondary Education Commission (1952-53), and the pivotal Kothari Commission (1964-66).

The Kothari Commission: a blueprint for modern Indian education

The National Education Commission of 1964-66, popularly known as the Kothari Commission, was set up to examine all aspects of the educational sector and recommend guidelines for its development. It was the most comprehensive review of Indian education since independence, and its recommendations shaped policy for decades. The Commission introduced the 10+2+3 structure that standardized schooling across the country, advocated for a Common School System that would serve all children regardless of caste or class, and proposed the Three-Language Formula – Hindi, English, and a regional language – to promote national integration while respecting linguistic diversity.

Crucially, the Kothari Commission recommended a gradual increase in government investment in education from the then 2.9% of GDP to 6%. This target – still unreached today – has become a persistent benchmark against which India measures its commitment to education.

The post-independence decades saw dramatic quantitative expansion. In 1947, India had only 19 universities and around 400 schools. Today, it hosts more than 70 million students in higher education alone, with over 1.5 million schools and 751 universities. Literacy rose from 18.33% in 1951 to 73% by 2011 and approaches 77% today. These are significant achievements for a country of India’s scale and complexity.

The Right to Education Act, 2009

A landmark moment in post-independence education came with the Right to Education (RTE) Act of 2009, which made free and compulsory education a fundamental right for all children between the ages of 6 and 14. The Act aimed to bridge socio-economic gaps by requiring that private schools reserve 25% of seats for children from disadvantaged groups. It was a constitutional guarantee that education was no longer a privilege but a right – a profound shift in the framing of India’s educational responsibility.

Modern India: digital classrooms and the NEP 2020

The 21st century brought new pressures and new possibilities to Indian education. The spread of mobile internet, the growth of ed-tech platforms, and the disruptions of the COVID-19 pandemic all accelerated a shift toward digital learning. At the policy level, the most significant development of recent decades is the National Education Policy (NEP) 2020.

The NEP 2020, released on 29 July 2020, replaced the National Policy on Education of 1986 and aims to transform the Indian education system into an inclusive, flexible, multidisciplinary, and holistic system. It is the first education policy of the 21st century and addresses a wide range of issues: low learning outcomes, rote-based teaching, curriculum overload, fragmentation of higher education, and inequality of access.

Structural reforms: the 5+3+3+4 model

One of NEP 2020’s most visible changes is the replacement of the old 10+2 school structure with a new 5+3+3+4 model, designed around children’s cognitive development stages. Children will spend five years in the Foundational stage, three years in the Preparatory stage, three years in the Middle stage, and four years in the Secondary stage. The policy also mandates mother-tongue or regional language as the medium of instruction at least until Grade 5, moves away from rigid stream separation between science, arts, and commerce, and introduces vocational training from as early as Class 6.

Technology, access, and the digital divide

An autonomous body – the National Educational Technology Forum (NETF) – has been created to improve the integration of education with technology, and a dedicated unit within the Ministry will oversee digital infrastructure, content, and capacity building. The policy also envisions an Academic Bank of Credits for digitally storing academic achievements, and a National Digital University, which was set to launch in January 2025.

Yet the digital push comes with a serious caveat. Despite the emphasis on ed-tech and blended learning, rural and low-income regions may struggle due to poor internet and device penetration. The digital divide – the gap between those who can access technology and those who cannot – remains one of the most urgent challenges in realizing NEP’s ambitions. A policy built on digital access is only as strong as the infrastructure it relies on.

Challenges that remain

Despite the promise of NEP 2020, significant structural challenges persist. Current education spending hovers around 3-4% of GDP, well below the 6% target recommended by the Kothari Commission and reiterated in NEP 2020. Dropout rates at the secondary level stand at 12.6%, with higher rates among Scheduled Tribes and other disadvantaged communities. Gender disparities, regional inequalities, and the persistent gap between urban and rural schooling quality continue to limit the reach of educational progress.

Critics have also raised concerns about the pace of NEP’s implementation. The policy has faced criticism from scholars and educationists for hasty implementation, with some calling it a potential threat to equitable education. These are not trivial concerns – the gap between policy vision and ground-level reality has been a recurring theme in Indian education history, from the Kothari Commission’s unmet targets to the RTE Act’s uneven enforcement.

From gurukul to gigabyte: what the journey tells us

Looking at the full arc of Indian educational history, a few things stand out. First, education in India has never been a purely academic exercise – it has always been entangled with questions of power, identity, and social access. The caste restrictions of the Gurukul era, the colonial engineering of Macaulayism, and the contemporary debates over who benefits from privatization and digital learning are all expressions of the same underlying tension: who gets to learn, and on whose terms.

Second, India’s educational tradition is genuinely rich. The universities of Nalanda and Taxila, the holistic philosophy of the Gurukul, and the multilingual diversity of its modern classrooms all reflect a civilization that has always prized knowledge – even when institutions have failed to distribute it fairly.

Third, the most durable reforms have been those that expanded access. The RTE Act, the Sarva Shiksha Abhiyan, the reservation system, and NEP 2020’s focus on foundational literacy all point in the same direction: an education system is only as strong as its most marginalized student.
