When a government launches a new agricultural scheme or a health initiative for rural communities, the biggest challenge is rarely funding or planning – it’s communication. How does the message reach a farmer in a remote village who may not read newspapers, browse the internet, or attend public meetings? This is precisely where communication support for rural development becomes indispensable. It is not just about printing pamphlets or airing radio spots. It is a carefully organized system that mobilizes information, people, technology, and institutions toward a common goal: meaningful, measurable change in rural lives.

What is communication support in rural development?
Communication support refers to the organized and purposeful use of information and communication resources to achieve specific development goals. It is not accidental or ad hoc. As FAO’s Guidelines on Communication for Rural Development put it, development communication is the planned and systematic use of communication – through interpersonal channels, audio-visuals, and mass media – to collect information, mobilize communities, and improve the quality of extension and training at the grassroots level.
The emphasis on “planned and systematic” is important. FAO’s guidelines make clear that ad hoc communication inputs – such as handing over some audio-visual equipment or producing a standalone poster – have rarely made any measurable impact. Effective communication support requires a critical mass of resources, sustained intensity, and sufficient duration to mobilize people and become self-sustaining.
FAO’s Communication for Development (ComDev) team describes this approach as results-oriented and participatory – one that maximizes the impact and sustainability of development initiatives by facilitating informed decision-making, knowledge sharing, and genuine stakeholder engagement. In rural contexts, this means combining participatory processes with media tools that family farmers, rural institutions, and communities can actually use and appropriate for themselves.
The origins of Development Support Communication
The formal architecture of communication support for rural development took shape in the late 1960s. According to research published in academic records on FAO’s experience, it all began in Bangkok in 1967, when the first Development Support Communication (DSC) Service was established with financing from UNDP and UNICEF. The concept was championed by Erskine Childers, a committed UN official who convinced UNDP of the central role communication plays in development. By 1969, units were established across multiple UN agencies, each operating under a shared understanding that communication must be a built-in component of development programmes – not an afterthought.
FAO became a pioneer in the UN system when it set up a dedicated unit for Communication for Development in 1969. This was a logical fit: FAO dealt directly with agriculture, rural development, and extension, and already ran a farm radio programme. Over the following decades, the field evolved from one-way information transfer to a participatory model that treats rural people as active agents in their own development.
The term Development Support Communication (DSC) itself captures this evolution. As described by media studies practitioners, it grew out of agricultural extension communication in the 1950s, expanded to cover health, nutrition, and literacy, and eventually became a comprehensive discipline that links policy makers, planners, field workers, opinion leaders, media professionals, researchers, and rural communities in a shared communication process.
Core functions of a DSC unit
A Development Support Communication unit is not a single department doing one job. It is an institution designed to deliver a range of interlocking services. Its work typically organizes around three primary functions: program development, production, and distribution.
Program development
Before any material is created, a DSC unit must understand the audience. Program development involves designing communication strategies that are tailored to the specific needs, socio-cultural context, and communication preferences of a target rural community. This requires audience research – understanding what farmers already know, what they believe, what channels they trust, and what problems they actually face.
FAO’s rural development guidelines stress that many past development projects failed precisely because assumptions were made about rural people’s willingness and capacity to adopt new technologies. Communication support corrects this by systematically identifying felt needs, attitudes, and constraints before any programme is rolled out. In Mexico’s PRODERITH programme, for instance, video-recorded community dialogue was used before any intervention, producing a locally agreed development plan that became the basis for all subsequent action – a model the World Bank later cited as among the most successful it had ever supported.
Production
Once a program strategy is in place, the DSC unit moves to producing communication materials. This is where the unit’s multidisciplinary character becomes visible. Production in a well-structured DSC unit covers a wide range: radio programmes, video documentaries, illustrated pamphlets, flip-charts, posters, slide presentations, and increasingly, digital content.
As documented in FAO’s case study on communication campaigns in Lesotho, DSC delivery strategies range in complexity from interpersonal communication at the village level through radio and television broadcasting, group media, and fully integrated multi-channel campaigns. Each medium has a distinct role: radio reaches large audiences quickly with simple messages; print media reinforces broadcasts; and interpersonal channels – extension workers, community leaders, contact farmers – shift attitudes and prompt behaviour change. The general rule that emerged from decades of field experience is to use multiple channels so that each reinforces and multiplies the effect of the others.
Audio-visual media in particular are valued for their ability to overcome barriers of illiteracy, compress time (showing a full crop cycle in minutes), and standardize technical information so that it does not distort as it passes from experts to the smallest, most remote farmer.
Distribution
Production alone achieves nothing if materials never reach the people who need them. Distribution is the function that closes the loop. In rural settings, distribution strategies must be deliberately designed around the realities of geography, infrastructure, and literacy. The Communication Initiative’s synthesis of rural development practice notes that radio remains the most widely accessible and under-utilized medium in rural areas, with regional networks like AMARC and global programmes like the Developing Countries Farm Radio Network actively bridging this gap.
FAO’s rural radio initiatives across Latin America, Asia, and Africa currently reach over 8 million family farmers every year through programmes produced in local languages and shared through rural radio networks and ICTs. In Somalia, for example, series produced in Maaxa Tiri and Maay languages on agriculture and nutrition reach over 750,000 weekly listeners. Distribution at this scale is not accidental; it depends on a planned, institutionalized system that ensures materials move from production centres to the last mile.
The organizational structure: a service-oriented architecture
A well-functioning DSC unit operates as a communication services hub for a development project or programme. Its organizational structure is designed around the services it must deliver, not a rigid hierarchy. Drawing on documented field experience, the core service areas within a DSC unit’s structure typically include the following.
Technical writing
This involves creating clear, precise written materials that translate complex development content – government policies, agricultural best practices, health guidelines – into language that field workers and communities can act on. Technical writers in a DSC unit produce training manuals, extension handbooks, policy briefs, and educational materials. The goal is not academic writing; it is actionable communication that changes what people do.
Graphic arts
Visual communication is critical in contexts with low literacy. Graphic artists in a DSC unit design posters, illustrated manuals, charts, and visual training aids. Field evaluations from FAO-supported campaigns confirm that well-illustrated pamphlets, used alongside radio broadcasts and face-to-face support from extension workers, substantially improve information retention and adoption of recommended practices among rural farmers. The role of graphic arts is therefore not decorative – it is a core communication function.
Audio-visual production
This is often the most resource-intensive unit within a DSC structure, and also the most powerful. Audio-visual production covers radio programming, video production, and increasingly digital multimedia. In Lesotho’s Agricultural Information Service, the largest single activity by volume was radio production, supported by a staff of about 40 people working across sections covering radio broadcasting, audio-visual aids, press and publications, and graphics. Small-format video, combined with field worker support, has proven particularly effective for direct farmer training and participatory community development across Latin America, Africa, and Asia.
FAO’s current ComDev work also promotes participatory video (PV) – an approach that allows communities to mirror their own realities, share knowledge, and engage in development dialogue – as a core tool within the audio-visual function. This reflects a significant philosophical shift: rural people are not just receivers of communication but producers of it.
Information management
A DSC unit cannot function without reliable data. Information management covers the gathering, organizing, analysis, and storage of audience research, programme feedback, evaluation data, and local knowledge. This function enables the unit to understand who its audiences are, what they already know, which channels they prefer, and how effective its communication activities have been.
FAO’s DSC process model, developed formally in 1987 after two decades of field experience, integrates audience research and evaluation as systematic phases within every campaign. Pre-testing of materials, monitoring during distribution, and post-campaign impact evaluation are all built into the process – not treated as optional extras. This evidence-base is what makes communication support a professional discipline rather than a creative exercise.
Linking the system: the DSC unit as a connector
What distinguishes a DSC unit from a simple media production department is its role as a connector across the entire development ecosystem. As the FAO’s documentation on DSC practice notes, it links planners, beneficiaries, and implementers of development action – including the donor community – and obligates all parties to maintain an open, two-way flow of information.
The communication routes within DSC are not only vertical (top-to-bottom and bottom-upward) but also horizontal – between institutions and personnel at the same level in the development process. John L. Woods’ concept of the “development triangle” captures this well: DSC links knowledge generators, political leaders, and development knowledge users, ensuring that information does not just flow downward but feeds back upward from the ground.
FAO’s guidelines also highlight the particular value of communication during project implementation – not just at the planning stage. An ongoing information flow keeps a dialogue open between all those involved in a development project, surfaces problems early, and helps coordinate inputs. The DSC unit, in this sense, is the nervous system of a rural development programme.
Why communication support must be institutionalized
One of the clearest lessons from five decades of practice is that communication support cannot be improvised. FAO’s experience shows that communication activities require a critical mass of resources, sustained intensity, and clear duration to realize their full potential. Token equipment purchases or one-off material production have consistently failed to produce measurable change. Building a robust DSC unit – with dedicated staff, structured services, and institutional backing – is the only approach that delivers lasting impact.
UNESCO’s documentation on participatory communication reinforces this: awareness raising, knowledge acquisition, attitude change, confidence building, and action are all processes that require both communication and education working together over time. They are not one-time events. A well-structured DSC unit provides the institutional infrastructure to sustain this work across the life of a development programme and beyond.
The shift from one-way information delivery to participatory communication – where rural people help shape the messages, identify the problems, and evaluate the outcomes – has made communication support not just a delivery mechanism but a development strategy in its own right. Communities that are communicated with, rather than communicated at, are measurably more likely to adopt new practices, sustain development outcomes, and hold development institutions accountable.
