Water is not just a natural resource – it is the foundation of human health, economic activity, and social equity. Yet, as of 2024, 2.2 billion people still lack safely managed drinking water, 3.4 billion lack safely managed sanitation, and 1.7 billion have no basic hygiene services at home. These are not abstract statistics. They represent real communities – children missing school, women spending hours collecting water, and families exposed to preventable disease every day. To address this global crisis, the United Nations adopted Sustainable Development Goal 6 (SDG 6) as part of the 2030 Agenda: a comprehensive framework to ensure the availability and sustainable management of water and sanitation for all. Understanding what SDG 6 contains – its targets, its connections to gender and social inclusion, and its relationship to economic and environmental health – is essential for anyone seeking to grasp the scale of the global water challenge.

What is SDG 6, and why does it matter?

SDG 6, commonly known as “Clean Water and Sanitation,” was established by the United Nations General Assembly as one of 17 global goals to succeed the earlier Millennium Development Goals. Its overarching aim is to “ensure availability and sustainable management of water and sanitation for all” by 2030. It goes well beyond simply supplying drinking water – it addresses water quality, wastewater treatment, water-use efficiency, ecosystem protection, and international cooperation on shared water resources.

Water resources are embedded in all forms of development – food security, health, poverty reduction, economic growth in agriculture, industry, and energy generation, and the maintenance of healthy ecosystems. Agriculture alone accounts for roughly 69 per cent of all annual water withdrawals globally, with industry and households accounting for the rest. This makes water a cross-cutting issue: what happens to water governance directly determines outcomes across dozens of other development sectors.

The eight targets of SDG 6

SDG 6 contains eight targets, six of which are to be achieved by 2030. Together, they form a comprehensive water agenda covering access, quality, efficiency, ecosystems, and governance. The key targets include:

Target 6.1 calls for universal and equitable access to safe and affordable drinking water for all. Target 6.2 requires access to adequate and equitable sanitation and hygiene, with explicit attention to the needs of women and girls and those in vulnerable situations – and an end to open defecation. Target 6.3 focuses on improving water quality by reducing pollution, halving the proportion of untreated wastewater, and substantially increasing recycling and safe reuse. Target 6.4 aims to substantially increase water-use efficiency across all sectors and ensure sustainable freshwater withdrawals to reduce the number of people suffering from water scarcity.

Target 6.5 mandates the implementation of Integrated Water Resources Management (IWRM) at all levels, including through transboundary cooperation. Target 6.6 requires the protection and restoration of water-related ecosystems – wetlands, rivers, aquifers, and lakes. The two enabling targets, 6.a and 6.b, address international cooperation and capacity-building for developing countries, and the strengthening of local community participation in water and sanitation management.

Where does progress stand today?

The honest answer is: far behind schedule. Despite dedicated efforts, global advancements are falling short of achieving all eight targets of SDG 6. In some regions and for specific indicators, progress is not just stalled – it is regressing.

Between 2015 and 2024, the share of the global population using safely managed drinking water rose modestly from 68 per cent to 74 per cent, and safely managed sanitation improved from 48 to 58 per cent. But the pace is nowhere near sufficient. Achieving universal coverage by 2030 will require a sixfold increase in the current rate of progress for safely managed drinking water, a fivefold increase for safely managed sanitation, and a threefold increase for basic hygiene services.

On wastewater, the picture is equally concerning. Only 56 per cent of domestic wastewater was safely treated as of 2022, with little improvement since 2020. On transboundary water cooperation – a critical element for managing rivers and lakes shared by multiple countries – only 43 out of 153 Member States sharing transboundary waters have operational arrangements covering 90 per cent or more of those resources, and over 20 countries lack any such arrangements. At the current pace, the world will not achieve sustainable water management until at least 2049.

Water as a human right

One of the most significant dimensions of SDG 6 is its grounding in the idea that water is a fundamental human right. The United Nations General Assembly formally recognised the human right to safe drinking water and sanitation in 2010. SDG 6 operationalises that right through specific, measurable targets. Access to safe water and adequate sanitation is a basic human right and underpins success across development areas such as agriculture, energy, disaster resilience, human health, the environment, and ultimately economic growth.

This framing matters because it shifts the conversation from charity to accountability. Governments are not simply encouraged to provide water – they are legally and morally obligated to do so. It also means that failure to provide access is not merely a policy failure; it is a rights violation affecting the most marginalised populations first and hardest.

Gender equality and social inclusion in water governance

SDG 6 is inseparable from the question of who bears the burden of water insecurity – and the answer is disproportionately women and girls. In 80 per cent of households with water shortages, women and girls are responsible for water collection. This often means travelling long distances and carrying heavy loads, sometimes in situations of personal danger. The time cost alone pulls girls out of school and limits women’s ability to earn income or participate in public life.

Women and girls are disproportionately affected by the lack of access to basic water, sanitation, and hygiene facilities, due to their specific needs during menstruation and reproduction, and their larger role in water-related domestic labour. Globally, women and girls spend an estimated 200 million hours collecting water every day – time that could otherwise be spent on education, economic activity, or rest.

The problem extends to governance as well. In 2023, only 19 per cent of countries cited regular participation by vulnerable groups in water management, and 14 per cent of countries still have limited or no gender mainstreaming mechanisms in water management. This is a serious structural gap: women are the primary managers of water at the household level, yet they remain largely excluded from decision-making about water at the institutional level.

There are, however, positive models emerging. In Southern Africa, joint water institutions have begun integrating gender equality into transboundary water cooperation – one example being the Limpopo Basin Commission’s Gender Equality and Social Inclusion Strategy (2021-2025). In Bolivia and Peru, indigenous women have played central roles in governing the Titicaca-Desaguadero-Poopó-Salar de Coipasa system. These cases show that gender-inclusive water governance is achievable when institutions commit to it.

Target 6.2 explicitly acknowledges these realities, calling for “special attention to the needs of women and girls and those in vulnerable situations.” But the theoretical recognition that women and girls are key water and sanitation stakeholders has not translated to best practices on the ground. The gap between policy and implementation remains wide.

Water, economic growth, and the environment

Access to water is not only a social or moral concern – it is a direct driver of economic productivity. Sustainable management of water resources and access to safe water and sanitation are essential for unlocking economic growth and productivity, and they provide significant leverage for investments in health and education. Water shortages directly undercut food security and farm incomes, while improved water management strengthens national economies and enhances the resilience of agriculture to rainfall variability.

Studies estimate that lack of access to clean water and sanitation costs up to 7 per cent of GDP in some countries each year. The economic logic for investing in water is therefore straightforward – the returns on water infrastructure far exceed the costs of inaction. The OECD estimated in 2022 that achieving SDG 6 requires approximately $1 trillion per year in global water spending – a large number, but one that must be weighed against the economic losses of continued water insecurity.

On the environmental side, SDG 6 recognises that water security cannot be achieved without healthy ecosystems. Forests, wetlands, and aquifers regulate water availability and quality, and their degradation threatens the long-term sustainability of freshwater supplies. Protecting and restoring water-related ecosystems and their biodiversity can ensure water purification and water quality standards. Climate change adds further urgency: rising temperatures are intensifying droughts and flooding, and the global urban population facing water scarcity is projected to double from 930 million in 2016 to between 1.7 and 2.4 billion people by 2050.

Integrated water resources management (IWRM)

Integrated Water Resources Management (IWRM) is central to SDG 6’s long-term vision. Rather than managing water in silos – treating drinking water supply, agriculture, sanitation, and ecosystems as separate problems – IWRM takes a holistic approach that balances competing water demands across sectors, between rural and urban populations, and across national boundaries. IWRM is a sustainable approach that helps in balancing increasing water demands for long-term social, economic, and environmental well-being.

Progress on IWRM, however, has been slow. Reports indicate that the world is off track to achieve Target 6.5, and urgently needs to at least double the rate of IWRM implementation. The most urgent need is in regions including South and Central Asia, Central Africa, West Africa, South America, and Oceania. Good water governance – involving strong political, institutional, and administrative frameworks at multiple levels – is a prerequisite for IWRM to work.

The road to 2030: What needs to change?

With the 2030 deadline approaching, the scale of acceleration required is significant. Current rates of progress need to accelerate by up to six times to deliver SDG 6, with key challenges including climate-driven water scarcity, pollution, underfunding, and infrastructure gaps – particularly in sub-Saharan Africa and South Asia.

Sustainable management of water resources demands increased funding, more data-driven decision-making, skilled workforce development, innovative technology including AI, and robust cross-sector collaboration. On the governance side, community participation – especially from women, indigenous populations, and other marginalised groups – must move from a stated principle to an operational reality. The Special Envoy of the Secretary-General on Water, appointed in 2024, is now actively advocating for accelerated implementation, and the 2026 United Nations Water Conference is expected to serve as a key moment for renewed global commitment.

Importantly, SDG 6 does not stand alone. SDG 6 acts as a critical enabler for the entire 2030 Agenda, with strong positive links to health (SDG 3), gender equality (SDG 5), agriculture (SDG 2), and clean energy (SDG 7). Every improvement in water access ripples outward – reducing disease, enabling girls to stay in school, boosting agricultural yields, and building climate resilience. This is why SDG 6 is not just a “water goal” – it is a foundation for almost every other dimension of sustainable development.
